Abstract (English): ABSTRACT of the dissertation work of Utegenov Erkebulan Kakimovich "Development of entrepreneurship in the field of dairy production (based on the materials of Akmola, North Kazakhstan, Kostanay regions)", submitted for the degree of Doctor of Philosophy (PhD) in the educational program 8D04106 - Analytical Economics The relevance of the topic of the dissertation research is due to the importance of the development of entrepreneurship in the field of dairy production, and in ensuring food security, as well as the socio-economic development of the regions of the Republic of Kazakhstan. In the Message of the President to the people of Kazakhstan, Kassym-Jomart Kemelevich Tokayev: "Constructive public dialogue is the foundation of stability and prosperity of Kazakhstan," it says, about the effectiveness of small and medium–sized businesses as a solid foundation for urban and rural development, and the need to support agriculture as the main source of production of environmentally friendly products. According to statistics, 42% of the population of the Republic of Kazakhstan lives in rural areas and dairy farming is not only a source of livelihood, but also their main source of income. The main problems of entrepreneurship in the field of dairy production in the Republic of Kazakhstan are: - dependence of dairy producers on the import of raw materials (powdered milk, starter cultures, packaging, equipment); - the low share of SMEs in Kazakhstan's GDP, a relatively undeveloped stratum of enterprises producing value-added products. The State Program for the development of the agro-industrial complex of Kazakhstan for 2017-2023 sets the goal: "To ensure the production of competitive products of the agro-industrial complex in demand in the markets." - lack of cooperation of households and private subsidiary farms to create organized forms of farming in rural areas. In the Republic of Kazakhstan, the predominant share of milk producers is occupied by private subsidiary farms. According to the Bureau of National Statistics of the Republic of Kazakhstan, personal subsidiary farms produced more than 70% of the total milk production in 2023. According to the technical requirements and the lack of necessary equipment, this milk is not marketable. - low level of material and technical base. According to the Ministry of Agriculture of the Republic of Kazakhstan, agricultural machinery in Kazakhstan is mentally and physically worn out by 80%. The percentage of equipment updatability in this sector is 2-4%. At the same time, to ensure the normal functioning of the industry, at least 8-10% of machines must be updated annually, depending on the types of equipment. In turn, the use of worn-out and outdated equipment increases the cost of repairs and fuels and lubricants (hereinafter referred to as fuels and lubricants) by an average of 20%, which ultimately leads to a decrease in harvest; - insufficient level of state support for agricultural enterprises, many farmers believe that financial support mechanisms do not meet their demand and requirements. Some forms of subsidies are available only to large farms. Solving the above-mentioned problems will allow developing entrepreneurship in the field of dairy production and increasing production volumes in the Akmola, North Kazakhstan and Kostanay regions of the Republic of Kazakhstan and other world markets. The purpose of the dissertation research is to study theoretical and practical approaches to the development of entrepreneurship in the sphere of dairy production and to develop recommendations for its improvement. Research objectives. To achieve this goal, the following tasks were set in the work: -to study the theoretical foundations of entrepreneurship development in the sphere of dairy production; -to study the mechanism of business process management and the specifics of business modeling of entrepreneurial activity; -to consider foreign experience on the topic of the research; -to analyze the current state of development of production, dairy products in Akmola, North Kazakhstan, Kostanay regions; - to assess the efficiency of dairy production in Akmola, North Kazakhstan, Kostanay regions; - to develop an economic and mathematical model of production efficiency in Akmola, North Kazakhstan, Kostanay regions; - to develop new approaches to solving problems of entrepreneurship development in these regions; - to propose measures to improve state support for agricultural enterprises. The object of the study is: agricultural enterprises producing and processing milk in Akmola, North Kazakhstan, Kostanay regions. The subject of the study is the economic relations that develop in business structures in the production of dairy products. The theoretical and methodological basis of the research is the works of domestic and foreign scientists in the field of entrepreneurship and dairy production, macroeconomics, microeconomics, global and national economics, the regulatory framework of the agro-industrial complex of Kazakhstan, materials of scientific and practical conferences and seminars on the topic under study. The information base of the study is statistical data from the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan (hereinafter referred to as the MNE), reports from the Ministry of Agriculture of the Republic of Kazakhstan and the departments of Agriculture and Land Relations of Akmola, North Kazakhstan, and Kostanay regions. Research methods. In solving the tasks, the methods of comparative, systemic, economic and mathematical analysis and general scientific techniques were used: analysis and synthesis. The results of the dissertation research were discussed at a meeting of the Department of Economics and Entrepreneurship at the L.N. Gumilyov ENU and reported at international and scientific conferences. Publications. According to the results of the study, 8 papers with a volume of 2.26 pp were published, including 1 scientific article in a foreign journal with a non-zero impact factor included in the Scopus citation database; 4 articles were published in scientific publications recommended by the Committee for Control in the Field of Education and Science of the Ministry of Education and Science of the Republic of Kazakhstan and 3 in materials of international scientificpractical conferences.
