Abstract (English):ABSTRACT Dissertation work by Myrzakhmet Marat Kumisbekuly on the topic: "Structural changes in technological development of industry of Republic of Kazakhstan", submitted for the degree of Doctor of Philosophy (PhD) in the educational program "8D04106 - Analytical Economics" Research Objective Comprehensive study of the impact of structural changes on technological development of Kazakhstan's industry and development of an assessment methodology, emphasizing the influence of academic-business sector interaction on non-resource industries' technological development. Research Tasks – Theoretical substantiation and development of author's definitions of "structural changes in the economy" and "technological development of industry in the Republic of Kazakhstan"; – Substantiation of institutional factors' patterns in technological development considering Kazakhstan's specificity; – Development of methodology for assessing quantitative and qualitative indicators of structural changes and their interrelationships; – Research of global practices of resource-rich countries and comparison with structural shifts in Kazakhstan's industry; – Economic analysis of key sectors development at national and regional levels; – Identification of significant institutional factors affecting changes in industrial structure; – Economic assessment of structural changes' impact on macroeconomic indicators; – Substantiation of state technological policy's role and development of recommendations for improving institutional mechanisms; – Assessment of interaction levels between academic science and business sector; – Proposing measures to strengthen links between scientific institutions and industrial enterprises; – Development of economic-mathematical models for assessing structural transformations' impact; – Development of technological change model based on correlation analysis and "triple helix" approach. Research Methods Systematic approach with quantitative and qualitative methods: comparative and historical-logical analysis, statistical and structural analysis, institutional approach, correlation-regression analysis, exponential smoothing, multivariate statistical analysis (factor analysis, cluster analysis, structural equation modeling), optimization and econometric methods. Author's definitions of key concepts: – Structural changes in the economy - redistribution of economic activity between main sectors as a response to scientific and technological progress, social changes, and interaction of science, business, and government; – Technological development of RK industry - process of implementation and integration of new technologies into the economic sphere, contributing to productivity growth and causing structural changes in key industries. 2. Scheme of key factors of structural changes: globalization, changes in consumer preferences, demographic changes, economic policy, institutional and environmental changes, sustainable development. 3. Graphical model and dominance graph analysis for assessing characteristics of Kazakhstan's regional systems using systematic approach and self-developing systems theory. 4. Adapted methodology for analyzing technological development consisting of three indices: – Index A (technology renewal intensity) - 16 indicators of production and technological capabilities, R&D intensity; – Index B (breadth of technological modernization) - 13 indicators of human capital, infrastructure, structural changes; – Index C - knowledge inflow and outflow through 5 indicators. 5. Analysis of global experience in forming structural changes in the context of science, business, and government interaction: role of universities as sources of innovation, "triple helix" mechanism, cluster formation, structural changes in resource economies. 6. Adaptation of dominance graph method to Kazakhstan's conditions, revealing tendency toward strengthening regional interdependence and system dynamism growth. Regional system evolved from ordered (2016) to changing qualitative characteristics. 7. Composite indicator of technological development showed that productivity makes the main contribution, while exports, innovations, and investments contribute less, and digitalization plays the smallest role. 8. Factors of import and export dynamics of ores and metals: growth in international and domestic demand, national currency weakening, government regulation through customs duties and quotas. 9. Recommendations for strengthening interaction between universities, enterprises, and regional authorities: enhancing universities' structural flexibility, developing dual education, creating clusters, integration into mineral development processes. Scientific Novelty and Significance Theoretical significance: Original definitions considering Kazakhstan's specificity are proposed; dominance graph method is applied for regional systems analysis for the first time; adapted methodology for technological development assessment is developed. Practical significance: Results can be used for regional policy development, monitoring technological development of industries, evaluating government programs effectiveness, regulating foreign trade. Methodological contribution: Developed composite indicator enables comprehensive assessment of technological development; adapted analysis methods consider features of Kazakhstan's economy. Compliance with Government Programs Results are used in projects where the author serves as principal investigator: – PCF "Development of Strategy for Accelerated Technological Diversification and New Industrial Policy of Kazakhstan" (MSHE RK grant, IRN: BR24992789, 2024-2026); – GF "Research on Scenario Modeling for Creating Mining Clusters Around Regional Universities" (MSHE RK grant, IRN: AP19675093, 2024-2026). Publications and Validation 12 scientific works: – 3 publications in Scopus journals; – 2 publications in journals recommended by CQAHE MSHE RK; – 4 reports at international scientific-practical conferences; – 3 certificates for copyright objects. Personal contribution: 4 works published solely by the author, in others the author serves as first and corresponding author. Independent organization of all research stages, preparation of publications, and validation of results.
