Abstract (English): ABSTRACT of the dissertation work Omurzakova Aliya Kaskyrkyzy, «Risk Assessment of Public-Private Partnership Projects in the Social Sphere», submitted for the degree of Doctor of Philosophy (PhD) in the educational Program: 8D04106-«Analytical economy» The purpose of the dissertation research is to develop theoretical and methodological foundations and practical recommendations for risk assessment and risk management in public-private partnership (PPP) projects in the social sector of the Republic of Kazakhstan. Research objectives: – to study the specific features of PPP in the social sector and propose an author's definition of the concept of “public-private partnership in the social sector”. For effective risk management in social PPP projects, it is important to clearly understand the characteristics of such partnerships, which differ from commercial projects. The research is aimed at identifying the specific features and mechanisms of interaction between public and private entities in the social sector, which will allow proposing a more precise definition of PPP adapted to real conditions; – to develop a methodology for comprehensive risk assessment of PPP projects taking into account the specifics of the social sector of Kazakhstan. The creation of a methodology that considers both quantitative and qualitative aspects of risk assessment will ensure a comprehensive approach to risk management. Special attention is paid to adapting the methodology to the conditions of Kazakhstan, including economic, social, and regulatory factors; – to analyze international experience in implementing PPP projects in the social sector and adapt best practices to the conditions of Kazakhstan. Global experience in PPP implementation provides extensive material for analysis. The research is aimed at identifying best practices that can be adapted and implemented in Kazakhstan, which will increase the efficiency of PPP projects and reduce risks; – to analyze the current state and development prospects of PPP projects in the social sector of Kazakhstan. The analysis of current PPP projects makes it possible to identify key problems and barriers, as well as to assess the potential for further development. The study is aimed at identifying promising directions and developing recommendations for improving the conditions for the implementation of PPP projects in the social sector; – to identify and classify risks typical for PPP projects in the social sector. Risk classification is the basis for effective risk management. The study proposes a detailed classification of risks covering financial, managerial, legal, institutional, technical, and social aspects. This allows a systematic approach to risk management in social PPP projects; – to develop and test a risk management model for PPP projects in the social sector. The risk management model should be not only theoretically justified but also practically verified. The study proposes a model that takes into account the specifics of social projects and allows effective risk management at all stages of project implementation; – to develop practical recommendations for risk minimization and increasing the sustainability of PPP projects in the social sector. Practical recommendations based on the results of the research are aimed at reducing risks and improving the stability of PPP projects. This includes specific measures and tools that can be used by government authorities and private partners to improve project management. Research methods Various methods were used to ensure a comprehensive approach to the study. The monographic method was used to develop theoretical foundations and determine the specifics of PPP in the social sector. Static and dynamic methods were applied for quantitative risk assessment, allowing evaluation of their impact at different stages of project implementation. The comparative analysis method was used to study and adapt international experience, facilitating the implementation of best practices in Kazakhstan. The calculation-constructive method and discounting methods were used to assess the economic efficiency of the proposed solutions, ensuring the validity of the recommendations. Main provisions submitted for defense: – the author’s definition of the concept of “public-private partnership in the social sector” taking into account the specifics of Kazakhstan; – a methodology for comprehensive risk assessment of PPP projects in the social sector, including both quantitative and qualitative analysis methods; – an assessment of the current state and development prospects of PPP projects in the social sector of Kazakhstan; – development and testing of a risk management model for PPP projects in the social sector; – practical recommendations for risk minimization and increasing the sustainability of PPP projects. Description of the main research results: – the specifics and directions of investment activity in the social sector within PPP were substantiated; – a methodology for comprehensive risk assessment of PPP projects was developed, including a risk management algorithm; – international experience was analyzed and best practices were adapted to the conditions of Kazakhstan; – the current state and prospects for the development of PPP projects in the social sector of Kazakhstan were evaluated; – risks typical for PPP projects in the social sector were identified and classified; – a risk management model for PPP projects was developed and tested in practice; – specific measures for risk minimization and improving the sustainability of PPP projects were proposed. Substantiation of the novelty and importance of the results obtained: – the study deepens theoretical knowledge about the nature and specifics of PPP in the social sector; – methodological recommendations for risk assessment and management can be used by investors, designers, and analysts; – the developed approaches and models can be applied to other sectors of the economy; – the results contribute to the formation of new analytical and empirical data in the field of PPP. Compliance with scientific development priorities and state programs The research results fully correspond to the directions of state programs of the Republic of Kazakhstan aimed at developing social infrastructure and attracting private investment to the social sector. In particular, they may contribute to the implementation of the Comprehensive Plan for the Development of Public-Private Partnership in the Social Sector of the Republic of Kazakhstan for 2024–2028, which is a key strategic document in this field. Contribution of the applicant to the publications The results of the research were published in 8 scientific papers, including: – 1 article in a Scopus-indexed peer-reviewed journal (68th percentile, Q2); – 3 articles in journals recommended by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan; – 4 articles in proceedings of international scientific and practical conferences. The author independently conducted the research at all stages of the dissertation preparation and has the necessary qualifications and practical experience in the research field.
