Abstract (English): ABSTRACT of dissertation work of Ainakanova Bakytgul Asimhanovna on the topic: «Increase of competitiveness of agrarian enterprises by diversification of production» submitted for the degree of Doctor of Philosophy (PhD) on the specialty 6D050600 - «Economics». The purpose of the dissertation research is to study and identify potential opportunities for activation of the concept of diversification in application to agro-enterprises in modern Kazakhstani conditions. Research objectives: – on the basis of the study of theoretical and methodological works of the scientific community to investigate the cause-and-effect relationships of factors that determine the processes of effective diversification of production; – on the basis of analyzing the state of development of the agrarian sector of the economy of Kazakhstan to identify problematic aspects in the development of the concept of agro-enterprise diversification; – to study the potential for increasing the competitiveness of agro-enterprises on the basis of expanding and deepening the; production diversification processes – to study the possibilities of improving the system approach to assessing the efficiency of implementation of agro-enterprise diversification processes with the use of economic and mathematical tools; – to investigate the potential of strategic planning focused on the choice of adaptive to the target markets competitive strategy for the development of agribusinesses on the basis of weighing development opportunities and risks; – to develop proposals for improving measures of state support for agribusinesses. Research methods. Research methodology: principles of system approach and methods of system analysis applied to agro-sector development processes. Research methods: 1) techniques and procedures of statistical analysis to study the current trends and features of agricultural production development in Kazakhstan and EAEU member states; 2) qualitative and quantitative methods of assessing the effectiveness of diversification processes of agroenterprises; 3) economic and mathematical modeling to analyze and evaluate the effectiveness of agrotourism development as direction for a broad scheme of agribusiness diversification. The main provisions submitted for defense: 1) Theoretical and methodological view: – on essence of the diversification concept and its features in the application to the agrarian sector of the economy, systematization of interrelations of factors of sustainable development of agroenterprises; – the urgent need to consider an expanded multi-sectoral approach to the processes of diversification of agribusinesses, including such areas as rural tourism, clustering, etc. 2) Aspects of the methodological approach to assessing the effectiveness of agroenterprise diversification on the basis of systematic coverage of development factors in the process of applying economic and mathematical modeling. 3) A set of strategic directions for the development of the agro-sector of the economy, taking into account the potential of opportunities and risks when choosing a competitive strategy. 4) Proposals for further improvement of the system of state support measures for the development of business entities in the agrarian sector of the economy of Kazakhstan. The description of the main research results: 1) Theoretical and methodological view: – the theoretical approaches to the competitiveness of agrarian formations are deepened and developed, within the framework of which the author's refined definition of the essence of the concept of diversification is presented, covering its separate aspects and interrelationships, defined by the state of the three levels of markets and macro-, meso- and micro approach to production processes with its conditional division into two concepts – «»narrow» and «broad» diversification; – the vital necessity of diversification at the level of agrarian enterprises at the micro-level of the country's economy, complexity, ambiguity of the processes of its formation and implementation, allowing to form multi-branch enterprises, to restructure harmful production in the direction of improving their eco-technological level, to increase sectoral productivity, as well as to share risks between a variety of activities, including such areas as rural tourism, clustering, etc. was substantiated. 2) The methodological approaches to assessing the effectiveness of diversification of activities proposed in the work were conducted in the direction of a broad scheme of agro-enterprise diversification associated with agro-tourism, which has a huge and still little appreciated potential for small forms of agro-formations in Kazakhstan. The assessment of agorotourism development efficiency was derived by mathematical dependence of the volume of tourism gross value added (VDS) on such key factors as the volume of expenditures on the provision of tourism services (R), the number of outbound resident tourists (Tvn) and the number of inbound non-resident tourists (Tvrn). The calculation part contains forecast values of incomes and expenses on the basis of the trend model of enterprise income development; estimated parameters of efficiency of tourist services in general, which can be applied to all agro-enterprises. The obtained three-factor economic-mathematical model is then used to plan the gross value added of tourism and to assess the effectiveness of the development of this direction of diversification of agro-enterprises. In doing so, agribusinesses can expand this line of business in a broad business sense. 3) Availability of competitive strategy is a guarantee of potential growth of enterprise competitiveness. It is important to develop the processes of diversification in the agrarian sphere of Kazakhstan, leading beyond the boundaries of just agro-industrial cooperation, namely – in the «»broad» sense, the formation of a competitively oriented strategy of Kazakhstan's agricultural sector. Proposed priority directions complementing the strategic directions of development of the agrarian sector on issues of diversification of agro-enterprises: creation of conditions for choosing a rational form of diversification of production and its effective realization by agribusinesses; formation, based on the use of the PPP mechanism and tools, of district clusters that integrate the development of agro-enterprises enterprises with enterprises and organizations of various industries; ensuring operational adaptability of state support measures. 4) Systemic measures to implement the target task of achieving sustainable competitiveness of agro-enterprises will not lead to the desired result if they are not accompanied by adequate state assistance for small forms of farming. Since the current system of subsidies and the innovations introduced into it in terms of improvement leave the diversification processes within the framework of traditional, «narrow» approaches that do not go beyond the sectoral framework, except for the processes of cooperation in the agro-industrial complex. Therefore, under conditions of strengthening incentives for «broad» forms of diversification, and in particular, the development of such a profitable in all respects for small forms of agro-formations as rural tourism, it is advisable to introduce in the system of subsidizing norms to support from the state the participation of agro-enterprises both in regional tourism clusters and individually. For the state support of rural tourism it is recommended to develop an adequate legislative and regulatory legal framework, introduction of financial support measures in the processes of adaptation of rural tourism, improvement of the legal framework and mechanisms of allocation and use of agricultural land for the targeted development of tourism in rural areas, inclusion in the state legislative base of the system of norms on simplified registration of rural guest houses and reporting to state authorities by owners of rural tourist facilities, provision in the regions of systematic training of personnel on the most demanded professions of specialists in the field of tourism, assessment of the potential of rural tourism at the regional level. Importance for Kazakhstan is the task of updating of the institution of local self-government, as well as to introduce norms that promote the formation of maximum conditions for full and effective diversification of agro-enterprises, regardless of their form of ownership and size, and strengthen their competitiveness. At the same time, in order to solve many problems with the availability of credit and financial resources for business entities, and not only in the field of agribusiness, would be the creation of a system of regional banks in the regions with branches in the districts. Therefore, for the development of the agrarian sector in the strategic perspective, the state is recommended to create a council on systemic issues of agrarian development, attract scientific forces and apply the tools of science-based strategic planning within the system of state support measures for targeted strategic directions, in order to ensure their high final efficiency. The substantiation of the novelty and importance of the results obtained: 1) the interrelationships of the categories «competitiveness», «competitive advantages», «sustainable development» was investigated and a logical scheme of rational actions of agro-enterprises on diversification of production was built; 2) the necessity of a systematic approach to the issues of improving mechanisms and tools for increasing the competitive advantages of agrarian enterprises and assessing the effectiveness of measures to diversify production at agrarian enterprises were considered; 3) the potential of the «extended» approach in diversification, allowing to go beyond the narrow possibilities of the agrarian industry through the development of inter-sectoral cooperation of agro-enterprises was investigated. In particular: – the paper substantiates the features of the advantage of the concept of «rural tourism", which allows, on the one hand, to expand diversification opportunities for small forms of business, on the other hand - to create conditions for combining the interests of agribusinesses and local executive bodies; – substantiation of the approach based on the concept of agrotourism on the evidence of a specific agro-enterprise LLP «En-Dala» and the evaluation of the effectiveness of this approach for this enterprise using economic and mathematical models. 4) from the same target positions of formation of opportunities for expanding the directions of diversification the approach based on multi-sectoral regional clusters is considered, creating a basis for solving many problematic issues in the development of peasant (farmer) and households; 5) in order to improve the processes of substantiated choice of competitive strategies for the development of agroenterprises: – SWOT-analysis of potential opportunities and risks in the development in general of the agrarian sector and in particular - subjects of agro-production was carried out; – possible strategic directions in the long-term development of the agricultural sector of the economy are considered, the necessity of expanding the priority directions outlined in the strategic plan of the Ministry of Agriculture of the RK by including the tasks of rural tourism development, regional clusters on the basis of PPP development, etc. is substantiated; – proposals for improve state support measures to make them more adaptable to the needs of agribusinesses were made. The dissertation research was carried out within the framework of normative-legal documents, such as: National project on the development of agro-industrial complex of the Republic of Kazakhstan for 2021-2025 years, «Concept of development of agro-industrial complex of the Republic of Kazakhstan for 2021- 2030 years». The provisions and conclusions obtained during the dissertation research are reflected in four foreign publications indexed in the Scopus database, three journals recommended by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan, sixteen other publications and materials of international scientific conferences. From 23 scientific publications on the subject of the thesis, one article was published by the author alone. The personal contribution of the applicant is expressed in the independent organization and implementation of all stages of the research, preparation of publications on the results of the research and testing in other forms.
