Abstract (English): ABSTRACT to the thesis of Baituova Laura Tolegetaevna on the topic: «Development of human resources in the conditions of industrial-innovative economy», submitted for the degree of Doctor of Philosophy (Ph.D.) majoring in 6D050600 – «Economics» The aim of the dissertation research is the study of theoretical and methodological foundations of human resources development in the conditions of industrial-innovative economy and substantiation of the main directions of increasing the efficiency of their use. Research objectives: – definition of a set of fundamental concepts and scientific concepts of human resources development in the conditions of industrial-innovative economy. – development of methodological approaches to assessing the impact of human resources on innovative development. – systematization of foreign experience of human resources development in the conditions of industrial-innovative economy. – study of the current state of human resources of Kazakhstan in the conditions of industrial-innovative economy. – estimation of efficiency of human resources use in innovative development. – determining the impact of the efficiency of human resources on the socio-economic development of the country. – improving the development of human resources in the conditions of industrial-innovative economy in the Republic of Kazakhstan – development of intellectualizing model of human resources development in the conditions of industrial-innovative economy. Research methods. Research methodology: principles of system analysis. Research methods: combined methodological approach, including qualitative and quantitative research methods, system analysis, economic and statistical analysis of data, economic and mathematical modelling and logical analysis, mathematical and statistical analysis. The information base of the study consisted of normative legal acts, available open sources and statistical data. The main provisions submitted for defence: 1) Author's adjustment of the concept of "human resources in the conditions of industrial-innovative economy". 2) Economic and mathematical model that characterizes the dependence of GDP on a number of factors that determine the qualitative aspects of human resources. 3) Forecast evaluation of factors of human resources formation and innovative development. 4) Intellectualization of the model of human resources development in the conditions of industrial-innovative economy on the basis of improvement of the global innovation index of competitiveness. The description of the main research results: 1) in the course of the research the author's adjustment of the concept of «human resources in the context of industrial-innovative economy» was carried out on the basis of a critical review of the literature, analysis of existing theoretical concepts, and the result of empirical research. The obtained corrected definition represents a refined and more accurate view of the role and characteristics of human resources in the dynamic environment of industrial-innovative economy. 2) an economic and mathematical model is developed, which is built on the basis of analysing the impact of various qualitative aspects of human resources on GDP. The model takes into account factors such as the level of education, skills, innovative abilities and other qualities of personnel, as well as their impact on economic growth. In particular, the developed model allowed the expert to analyse the calculated values of flexibility coefficients, which showed that the number of specialists with higher education and the number of persons engaged in primary vocational education do not significantly affect GDP growth. At the same time, such factors as the number of employed in the economy and the number of employed with higher professional education are of great importance for the development of the economy, which, in principle, was an expected fact, but found its scientific and methodological substantiation with the help of mathematical methods. In general, it follows from the analysis of the model that the factors determining the development of the economy are the factors reflecting the intellectual level of human resources and their share in the total number of employed in the economy. Factorial economic and mathematical models can be a rather effective scientific and methodological approach to solving the problem of assessing the efficiency of human resources. 3) the forecast based on the analysis of factors affecting the formation of human resources and innovative development is presented. The forecast is based on a comprehensive consideration of long-term trends, labour market dynamics, educational and innovation processes. The forecast values of the indicator important for the innovation economy are estimated as the share of innovation product in the gross domestic product of the country. Scientific and methodological aids in the form of a set of economic and mathematical models and forecast-analytical calculations carried out on its basis confirm the opinion formed in the expert-scientific community about the increasing role of qualitative aspects of human resources in the socio-economic development of the country. 4) intellectualization model of human resources development in the conditions of industrial-innovative economy based on the improvement of human development index, global innovation index, global competitiveness index and knowledge economy index. Thanks to mathematical modelling of intellectualization indicators, it allows not only to generalize the results, but also to identify new properties of the studied process, namely: to determine the development trends of each of the obtained clusters, to assess the dependencies between the clusters of countries of the world economy. The proposed method of model intellectualization includes the improvement of the global innovation index of competitiveness. The developed approach allows taking into account innovative parameters in the assessment and development of human resources, creating a more accurate and progressive model of personnel management in the industrial-innovative economy. The substantiation of the novelty and importance of the results obtained: 1) the revision of the concept of «human resources in the conditions of industrial-innovative economy» is based on the synthesis of modern theoretical approaches, consideration of empirical data and author's scientific concepts, which together represent a new perspective on the role of human resources in a dynamic industrial-innovative environment. The refined definition creates a more accurate and up-to-date framework context for understanding and managing human resources in a rapidly changing economic reality. 2) the developed model of accounting for the qualitative aspects of human resources, represents an innovative approach to analysing the impact of human resources on economic growth. The model provides a tool to accurately quantitatively analyse and predict the impact of various human resource characteristics on overall economic development. The significance of the developed computational model lies in the fact that it is mainly used as a tool to assess the effectiveness of all covered factors, including the human resource factor, in terms of the degree of influence on the final results of the enterprise. 3) forecast assessment of the factors of human resources formation and innovative development is based on a comprehensive consideration of long-term trends, taking into account the multitude of factors affecting human resources and innovative development. This forecast provides a strategic basis for shaping human resource and innovation management policies, helping organizations to adapt to future changes. 4) the integration of the global innovation index into the human resource development model represents a new method of accounting for innovation parameters. This approach improves the accuracy of assessing the impact of innovation on human resource management, contributing to the improvement of organizations’ competitiveness in the industrial-innovative economy. Each of these results not only provides a new contribution to the research topic, but also has practical relevance for organizations seeking to effectively manage human resources in today's industrial-innovative economy. In Kazakhstan there is a strategic interest in the development of innovation economy and introduction of intellectual technologies. The research topic corresponds to the improvement of human resources development in the context of innovative transformations considered in strategic development documents: the President's Message to the people of Kazakhstan "New development opportunities in the conditions of the fourth industrial revolution", the State Program of Industrial-Innovative Development of the Republic of Kazakhstan for 2020-2025, the Concepts of Industrial-Innovative Development of the Republic of Kazakhstan for 2021 - 2025". The description of the candidate's contribution to the preparation of each publication. The provisions and conclusions obtained in the course of the dissertation research have been published in the foreign edition indexed in the Scopus database 1 article, in the editions recommended by the Committee for Quality Assurance in Education of the Ministry of Education of the Republic of Kazakhstan 4 articles, in the collection of international and scientific conferences in the country 6 articles, in other foreign journal publications 2 articles. From 14 scientific publications, devoted to the subject of the thesis, 4 were published personally by the author. The personal contribution of the co-researcher is expressed in the independent organization and implementation of all stages of the research, preparation of publications on the results of the research and approbation in other forms.
