Abstract (English):ANNOTATION dissertation work Moldabekova Gulmira Baigalievna on a theme "Improvement of economic mechanism of social support of the population of the Republic of Kazakhstan (on materials of Aktobe area)" presented on competition of a degree of the doctor of philosophy (PhD) on educational programme 8D04106-"Analytical economy" Relevance of the research topic. Measures implemented by the Government of the country on social support of the population should be aimed at justifying and preventing the emergence of new social problems. In this regard, the Government of Kazakhstan has for many years increased the minimum wage and pension in accordance with the growth of the cost of the minimum consumer basket. Measures of social support for citizens against certain unfavourable economic disasters in market conditions, aimed at improving the standard of living of the population (reduction in the employment rate of the population, price increases and disparity in the income level of the population, etc.), are implemented with the assistance of the state, trade unions and other public structures. These social protection measures are often economic in nature. The study reveals the state of legal regulation and legislation affecting the state of guarantees of the social rights of citizens. There are shortcomings in the normative approach to social sphere, assessment of the realisation of constitutional social support in the current legislation. A comprehensive study of the foundations of these social problems, concepts of development of Kazakhstan legislation on social support, legal analysis of past reforms and transformations was carried out. Purpose of the dissertation research - Development of methodological proposals on determination of perspective directions of development of economic mechanism of social support of the population and on improvement of means of their realisation. Objectives of the research work: - Research of theoretical aspects of the system of social support and economic mechanism of its provision; - consideration of methodological foundations and economic mechanisms of social support of the population; - study of the organisation of the economic mechanism of social support of the population of developed countries; - analysing the system of social support of the population in the Republic of Kazakhstan; - analysing the factors of development and problems of social support in Kazakhstan and its regions; - evaluation of the effectiveness of the economic mechanism of social support of the population of Aktobe region; - development of an economic and mathematical model for assessing the impact of external and internal factors on macroeconomic indicators and indicators of social protection of the population; - development of the mechanism of payment policy on social support of the population; - determination of priority directions of development of the system of social support of the population of Aktobe region. Research methods. The theoretical and methodological basis of the dissertation research was formed by conceptual works of domestic and foreign scientists in the field of macroeconomics, analytical and regional economics, who made a significant contribution to the development of scientific foundations of the functioning and development of the economy, as well as the system of social support for various population groups. Research methods were chosen in accordance with the purpose, objectives and features of the object and subject of the study, such as analysis, observation, survey, interviewing, testing, conversation, comparison, etc. Monographic, calculation-structural and economic-mathematical methods of research were used to justify the directions of improving the mechanism of social support of the population. Main provisions: 1 - The systematised and refined concept of the economic mechanism influencing the formation of the social support system has been comprehensively investigated in order to improve the living standards of the population. 2 - The methodology of evaluation and forecasting of the impact on the level of social support of the population taking into account the volume of social assistance, a set of macroeconomic, regional factors and family welfare is studied, the modelling algorithm and compensation model are developed. 3 - Proposed an additional economic mechanism to the organisational and economic mechanism for the provision and development of social support, proposed a mechanism of social support of the family (household) in social services "Digital Family Card (DFC)" on measures of development of priority areas of the social support system in the region. 4 - Presented indicators of the balanced scorecard on the evaluation of the effectiveness of the balanced scorecard of the system of social support of the population in the region and provided that the main strategic plan will be achieved by econometric methods. Description of the main results of the research. The results of the research are used in the educational process of the Kazakh-Russian International University in lectures and practical classes on the disciplines "State and Local Governance", "Economic Management of Kazakhstan" for the educational programme "Management". Theoretical and methodological developments of the author are also used in the educational process of the discipline "Social insurance", and other economic disciplines. In addition, on the basis of research work carried out in the department "Coordination of Employment and Social Programmes of Aktobe region", mechanisms and tools of social support of the population were presented, including compensation in the system of social support of families in connection with internal and external factors of socio-economic development, as well as a digital map of the family. In the course of work on the dissertation, the certificate No. 24390 dated 15 March 2022 on entering information into the State Register of Rights to Copyrighted Objects was obtained. Novelty and significance of the received results of research In the course of research of the dissertation work "Improvement of economic mechanism of social support of the population of the Republic of Kazakhstan (on materials of Aktobe region)" the following results are realised: - methods of social support of the population are systematised and concepts of economic mechanism are specified; - the tendencies of development and factors of estimation of efficiency of social support of the population are defined; - regional peculiarities and directions of social support of the population of the Republic of Kazakhstan and Aktobe region were determined; - a model aimed at improving the economic mechanism of social support in the region has been created; - a methodological approach to assessing the effectiveness of social support measures on the basis of analysing the social support of the population was developed; - priority directions of development of the social support system are defined and priority measures aimed at social support of the population of the region are proposed. Correspondence to the directions of science development or state programmes: In the course of the dissertation research, the following state programmes were taken as a basis. 1- Targeted social assistance (Minister of Labour and Social Protection of the Republic of Kazakhstan 2009); 2. "Department of coordination of employment and social programmes of Aktobe region" (Akimat of Aktobe region 2016); 3. State programme for the development of regions until 2020 (Government of the Republic of Kazakhstan 2018); 4. State programme for the development of health care in the Republic of Kazakhstan "Densaulyk" for 2016-2019 (Government of the Republic of Kazakhstan 2018); 5. Measures to implement the State Programme for the Development of Productive Employment and Mass Entrepreneurship for 2017-2021 "Yenbek" (Government of the Republic of Kazakhstan 2018); 6. State Programme "Digital Kazakhstan" (Government of the Republic of Kazakhstan 2017); 7. State Programme of Health Development of the Republic of Kazakhstan for 2026 (Government of the Republic of Kazakhstan 2019). Description of doctoral student's contribution to scientific publications. The author has published 14 scientific papers on the topic of research, including publications in scientific editions recommended by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan - 4 articles and indexed in the Scopus Database - 1 article, publications at international scientific conferences - 9 articles.
