Abstract (English): ABSTRACT of the dissertation work of Nassyrova Anar Mirambekovna on the topic "Improving the effective development of meat industry enterprises in the Republic of Kazakhstan in the context of import substitution", submitted for the degree of Doctor of Philosophy (PhD) in the specialty "6D050600 – Economics" The purpose of the dissertation research is to develop recommendations on improving their effective performance in the context of import substitution of the Republic of Kazakhstan on the basis of in-depth research and clarification of scientific, theoretical, methodological foundations and conducting a comprehensive analysis of the development of meat industry enterprises. Research objectives: - to consider the evolution of the essence of the development of meat industry enterprises in the context of import substitution; - to clarify scientific and methodological approaches to assessing the effective development of meat industry enterprises in the context of import substitution; - to study the foreign experience of countries on the effective development of meat industry enterprises in the context of import substitution; - to analyze the current state of development of the country's meat industry, including the Almaty region in the context of import substitution; - to carry out a comprehensive assessment of the effectiveness of meat industry enterprises in the context of import substitution based on the study of factors affecting their development (on the example of the Almaty region). - to show the main directions of increasing the efficiency of meat processing enterprises in the context of import substitution based on improving agricultural policy in the industry under study, including the introduction of a cluster approach in its development; - to develop models and forecasts of performance indicators and efficiency of the development of meat industry enterprises in the context of import substitution of the Republic of Kazakhstan (on the example of the Almaty region). Research methods. Statistical analysis techniques and procedures for studying current trends and features of the development of the meat industry in Kazakhstan, including the Almaty region, to assess their import substitution, as well as the effectiveness of the functioning of the leading meat processing enterprises in this area; an econometric method for quantifying and analyzing the relationships and forecasting in the studied objects; economic and mathematical modeling for the analysis, optimization and selection of the most rational production plan, strategies for the efficiency of meat production in economic systems under conditions of uncertainty. The main provisions submitted for protection: - The author's definition of the concept of "efficiency of meat processing enterprises in the context of import substitution." Generalization of theoretical aspects of the development of meat industry enterprises, substantiation of factors affecting the economic efficiency of these enterprises in the context of import substitution; It is proved that the economic efficiency of meat industry enterprises in the context of import substitution has a pronounced strategic character and is considered as a necessary condition for the long-term development of economic systems, the main features of which are balanced development (in time, structure and areas of activity), economic efficiency, expanded reproduction, continuity of growth over a long-term interval. The indicated signs lead to qualitative and quantitative changes in development, which dictates the need to improve the mechanism of formation, growth of the dynamics of economic efficiency, by which the author understands a set of interrelated objects and subjects using the principles, methods and functions of enterprise performance. The concepts of the effectiveness of import substitution of meat products in modern conditions are clarified. - A model for evaluating the effectiveness of meat industry enterprises. A methodological approach and a model for assessing the relationship in the system of categories are substantiated: product efficiency - enterprise efficiency in the context of import substitution of certain types of meat products of enterprises and industries based on the study of foreign and domestic experience. An expert survey of employees, entrepreneurs, and consumers was conducted. The author's approach is proposed and models for evaluating the effectiveness of economic entities of the meat industry are developed based on an expert assessment of meat processing enterprises on the scale of the enterprise category of the integral index construction method. Analysis of the state of development of the meat industry in the context of import substitution, the influence of factors on its development, based on expertise, assessment by category of the effectiveness of meat processing enterprises. - Factors affecting the economic efficiency of meat industry enterprises in the context of import substitution. A deep modern analysis of the state of development of the meat industry has been carried out, the influence of factors on its development has been studied. Estimates of import substitution are also given based on an examination of the economic efficiency of activities by categories of meat processing enterprises in Kazakhstan. - practical recommendations for improving the efficiency of meat industry enterprises and its subjects in the context of import substitution. Proposals are given for the formation of a cluster approach to the development of the meat industry to increase the efficiency of meat processing enterprises in Kazakhstan; models have been developed and forecast calculations have been made to increase the effective efficiency of meat processing enterprises of the meat industry of the Republic of Kazakhstan, including deep processing of meat products, using the example of meat processing enterprises of the Almaty region. Description of the main results of the study: 1) The theoretical foundations of the effectiveness of meat processing enterprises of the meat industry in the context of import substitution have been deepened and developed; 2) Methods of calculating the system of indices of import substitution of meat products for a certain region and in the whole country, as well as indicators characterizing the efficiency of meat processing enterprises, their indexing in meat production has a number of features associated with the presence, respectively, with the nature of stochastic coupling in livestock raw materials, incomplete utilization of production capacities of enterprises and prices in the context of meat products as well as the uncertainty of production and market conditions of management. The proposed method of forecasting the results of meat products uses the principles of expert assessment in combination with probabilistic analysis of historical data and assumes a preliminary adjustment of the data matrix on output, including sausage products, prices, inflation and other indicators of the meat industry, including meat processing enterprises. The calculation matrix contains the projected values of income, import substitution, efficiency of meat products and the factors most affecting them; At the same time, correlation and other stochastic relationships inherent in the matrix of initial data are preserved. The resulting matrix of estimated indicators of various models is then used to predict the effective functioning of the meat industry and the activities of meat processing enterprises based on the risk model; 3) The task of choosing the optimal model in four variants: - the first option is a model in which the function of reliability and usefulness of factors influencing this output in the country is used to analyze and select preferred options for the production of meat products in the context of import substitution. The solution of the problem modeled in this way gives the desired forecast, which already reflects the ratio of meat output and factors influencing output. We believe that this method is useful and effective in forecasting and analyzing the consequences of the implementation of certain economic programs, government meat programs. The time and resources spent on the careful development of the problem are fully justified by the scale and social impact of the programs; - In the context of the developing meat industry in the state, an adequate tool for analyzing and choosing preferred forecasts can be a model that uses an assessment of meat products with a high import substitution index and we have a high dependence on this product, therefore it is necessary to identify significant factors affecting the volume of output. The task model allows us to work out which factors have a greater impact on the production of these products in the country, in the context of the problem under consideration, they consist in a clear and understandable interpretation of the results, simplicity and reliability of the computer implementation of the process of finding the optimal solution to the problem; - The third option is a model that uses the function of reliability and usefulness of factors to analyze and select preferred options for meat production in the context of import substitution for a specific region. This modeling method allows you to predict the ratio of meat output to various factors affecting the production of the meat industry in a certain area. This approach is useful and effective for forecasting and analyzing the consequences of various economic regional programs, including programs for the development of the meat industry of local authorities. The time and resources spent on the careful development of this method are justified by the scale and economic effect; - The fourth option is based on the development of a model for increasing the economic efficiency of meat processing enterprises, depending on their economic condition, and the prospects for forecasting the production of meat products in a certain territory are revealed. 4) The proposed models for choosing solutions for the adaptive state of the meat industry and meat processing enterprises in the context of import substitution are based on maximizing output and efficiency in the forecast period with an assessment of the probability of each of them, as well as significant factors influencing the choice of a solution. Moreover, effectively organized information support involves constant monitoring of the behavior of the product market, replenishment and correction of the database for use in preparing a solution. The model assumes an adjustment in the output of meat products in a certain period and as new updated data on the state of the market becomes available. The model is implemented in the MS Excel environment and does not require special knowledge from the entrepreneur to master and apply in business practice; 5) The proposed expert survey provides an opportunity for all interested enterprises to use it in practice and identify the weaknesses and strengths of their economic process and determine in which category of development these enterprises are located, as well as the choice of solutions for the adaptive state of the meat industry and meat processing enterprises in the context of import substitution are based on the maximization of output and their effectiveness. Substantiation of the novelty and importance of the results obtained: The scientific novelty of the study lies in the fact that it is an economic research aimed at developing theoretical and methodological provisions, as well as practical recommendations for improving the efficiency of meat processing enterprises in the context of import substitution. The most significant results obtained in the course of the study and their scientific novelty are as follows: 1) the theoretical provisions and methodological approaches to improving the efficiency of the development of meat industry enterprises in the context of import substitution are deepened; the author's approach is proposed in the definitions of a reasonable relationship in the system of categories: product efficiency, enterprise efficiency; a model for evaluating the effectiveness of economic entities of the meat industry is developed; 2) based on a systematic analysis of the economic situation and a comprehensive quantitative and qualitative assessment, as well as an expert survey of the economic efficiency of the meat processing enterprises under study and the meat industry as a whole, practical recommendations are given to improve their efficiency in the context of import substitution; 3) the main directions of the prospects for the development of the meat industry and the mechanism for implementing a cluster approach to improve the effective operation of meat processing enterprises in the context of import substitution of the Republic of Kazakhstan are proposed; 4) on the basis of correlation analysis, economic and mathematical models have been developed and forecasts of the effective development of enterprises in the meat industry of Kazakhstan have been made.
