Abstract (English): ANNOTATION dissertation work of Zhakupov Yerlan Kayrbekovich «Influence of entrepreneurship on the socio-economic development of the region (on the example of the Akmola region and Astana city)», submitted for the degree of Doctor of Philosophy (PhD) in the educational program «8D04106 – Analytical Economics» The purpose of the dissertation work is to assess the impact of entrepreneurship on the socio-economic development of the region and develop proposals for its stimulation and development. Research objectives: – study the scientific and theoretical foundations of entrepreneurship and show its role in socio-economic development; – assessment of the impact of small and medium-sized businesses on the socio-economic development of the region; – identifying problems in the development of small and medium-sized businesses in the regions; – identifying areas for improving entrepreneurship support in the regions of the Republic of Kazakhstan; – development of proposals to stimulate entrepreneurship in the regions in order to increase the impact on socio-economic development. Research methods. During the study, various methods were used, including general scientific methods of cognition, such as system analysis and synthesis, sociological survey, statistical analysis, mathematical modeling, which made it possible to comprehensively study the objects of research. An interdisciplinary approach was also used, combining knowledge and methods from various scientific fields. Economic analysis, benchmarking and mathematical modeling techniques using Eviews software were also used to analyze economic and statistical data. The pairwise priority method was used to determine the relative importance of various factors and variables. Sociological surveys were conducted to obtain expert assessments and opinions. Sociological survey and observation were used to collect empirical data and assess the opinions and behavior of entrepreneurs and other participants in the process under study. Main provisions submitted for defense: – a refined and in-depth author’s definition of the concept of «entrepreneurship»; – methodology for assessing the impact of small and medium-sized businesses on the socio-economic development of the region; – indicators and results of assessing the impact of small and medium-sized businesses on the socio-economic development of regions; – proposals for stimulating and developing small and medium-sized businesses at the regional level; – the impact of the proposed initiatives for the development of entrepreneurship on the socio-economic development of the regions. Description of the main results of the study. 1. The author’s interpretation of the category under study is presented, with consideration of the economic and substantive part of the concept of «entrepreneurship», as well as its impact on the socio-economic development of the country/region. 2. A methodology for economic assessment of the impact of small and medium-sized businesses on the socio-economic development of regions is presented, taking into account the author’s approaches: – methods for assessing the impact of entrepreneurship on the socio-economic impact of regions/countries have been studied; – a comprehensive methodology for assessing the impact of entrepreneurship on the socio-economic development of regions is proposed. 3. An assessment of the impact of entrepreneurship on the socio-economic development of regions was carried out (using the example of the Akmola region and the city of Astana): – by applying the author’s methodology, an assessment was made of the impact of entrepreneurship on the socio-economic development of regions (using the example of the Akmola region and the city of Astana); – a typology of the regions of Kazakhstan was carried out according to the role of small and medium-sized businesses in the socio-economic and investment development of the regions; 4. Proposals were presented to stimulate and develop small and medium-sized businesses at the regional level: – the author’s digital platform for supporting small and medium-sized businesses «Onai Business» is presented. – a proposal was presented to increase lending to small and medium-sized businesses in the regions of the Republic of Kazakhstan. 5. A forecast assessment of the impact of the proposed author’s platform and the increase in lending to small and medium-sized businesses on the socio-economic development of the Akmola region and the city of Astana has been determined: – a forecast assessment of the impact of the digital platform on the gross regional product of the Akmola region and the city of Astana was determined; – a forecast assessment of the impact of increasing lending to small and medium-sized businesses on the GRP of the Akmola region and the city of Astana was determined; – a forecast assessment of the impact of increasing lending to small and medium-sized businesses on tax revenues of the Akmola region and the city of Astana was determined; – a forecast assessment of the impact of increasing lending to small and medium-sized businesses on the average wage of the Akmola region and the city of Astana was determined; – a forecast assessment of the impact of increasing lending to small and medium-sized businesses on the increase in the number of employees in small and medium-sized businesses in the Akmola region and the city of Astana was determined. Justification of the novelty and importance of the results obtained. Result 1 – specifies and deepens theoretical knowledge about the essential concept of «entrepreneurship». The author's interpretation is original because it represents an integrated approach to entrepreneurship, combining personal, social and economic aspects into a single concept. Result 2 – is a methodological recommendation for researchers and government agencies for a comprehensive assessment of the impact of entrepreneurship on the socio-economic development of regions. The developed comprehensive methodology makes it possible to assess the impact of entrepreneurship on the socio-economic development of regions in terms of growth in gross regional product, growth in tax revenues, growth in average wages and the number of employees in SMEs. The proposed comprehensive methodology with adjustments to the criteria can be used to assess entrepreneurship on the socio-economic development of regions not only in Kazakhstan, but also in other regions of the world. The use of the author's methodology for assessing the impact of entrepreneurship on the socio-economic development of regions contributes to the formation of new analytical and empirical results. Result 3 – reflects the indicators and results of assessing the impact of small and medium-sized businesses on the socio-economic development of the regions. The impact of entrepreneurship on the socio-economic development of regions was assessed using a complex mathematical model. The first assessment was carried out using the statistical package Eviews. The study found that the indicators of small and medium-sized businesses have a positive impact on the main indicators of socio-economic development of the Akmola region and the city of Astana. The coefficient of determination R-square for all regression analyzes performed exceeds 0.9, which indicates a high degree of correlation between the variables under consideration. The significance level of the models is p < 0.0000. According to the Fisher criterion, the considered models are adequate. The second assessment of the impact of small and medium-sized businesses on the socio-economic development of the regions was carried out on the basis of the following indicators: the share of SMEs in GRP, the share of employees in SMEs from the total number of employees in the region, the share of tax deductions from SMEs from the total tax revenues of the regions, the share of investments in fixed capital from the total number of investments in fixed capital of the region, as well as the share of active SMEs from the total number of registered small and medium-sized businesses in the region. The results also showed the positive impact of small and medium-sized businesses in the Akmola region and the city of Astana on the socio-economic development of the regions. According to the constructed mathematical model and its criteria, the influence of SMEs in the Akmola region on the socio-economic development of the regions is average, while in the city of Astana this indicator is high. In addition, a typology of the regions of Kazakhstan was carried out according to the role of small and medium-sized businesses in the socio-economic and investment development of the regions. Result 4 – to solve the problem of obtaining loans to small and medium-sized businesses and obtaining other functions based on the «single window» principle, a proprietary digital platform for supporting small and medium-sized businesses «Onay Business» was developed in Kazakhstan (you can learn more about the Digital Platform Project at the link: https://7023ec.creatium.site/onaybusiness.gov.kz). This Digital Platform Project demonstrates an integrated approach to solving the problem of awareness of entrepreneurs in the regions of the country with government financial support. Also, using this platform, based on the «single window» principle, it is possible to combine the functions of existing platforms to support entrepreneurs of the Republic of Kazakhstan («Damu JSC», NCE RK «Atameken», «KazAgroFinance» JSC, Development Bank of Kazakhstan, «Agrarian Credit Corporation» JSC, Kazakhstan Center for Industry and Export, JSC «Center for Trade Policy Development» JSC «QazTrade» and others). Platform integration allows entrepreneurs to get all the services they need from a single window, making it easier for entrepreneurs to operate and use the platform. It was also proposed to increase lending to small and medium-sized businesses in the country, since a study conducted by the Asian Development Bank shows that in terms of the number of refusals to provide loans for business development, Kazakhstan is ahead of the CIS countries, which in turn leads to stagnation of the national economy. Result 5 – reflects the estimated impact of the proposed initiatives on the socio-economic development of the Akmola region and the city of Astana. The forecast was based on the impact of an increase in business lending on the main socio-economic indicators of the region, as well as the impact of the author’s digital platform “Onai Business” on the GRP of the regions. The forecast of the impact of an increase in business lending on the socio-economic development of the Akmola region and the city of Astana was carried out using regression analysis in the statistical package Eviews 12.0. In general, the increase in business lending showed a positive impact on the main socio-economic indicators of the regions, namely: average wages, the number of employees in SMEs, GRP, and tax revenues to the regional budget. An assessment of the impact of the author's digital platform «Onay Business» on the gross regional product of the regions also showed a positive impact. An estimated forecast of the impact of this platform on GRP until 2027 was based on a survey conducted among 589 people. 62 of the 589 respondents were business owners. Of the remaining 527 participants, 268 did not plan to start a business, but 114 of them, having familiarized themselves with the platform’s functions, noted at least one of the platform’s functions and decided to change their minds and start a business. 43 out of 62 business owners were interested in joining the platform. Based on this information, a predictive impact model was developed until 2027. Compliance with directions of scientific development or government programs. Complies with the provisions of the Decree of the Government of the Republic of Kazakhstan «On approval of the Concept for the development of small and medium-sized businesses in the Republic of Kazakhstan until 2030», «On approval of the national project for the development of entrepreneurship for 2021 – 2025», «On approval of the State program for support and development of business «Business Road Map – 2025». The results of the dissertation work are used in the work process (in the formation of analytical materials) of the National Chamber of Entrepreneurs of the Republic of Kazakhstan «Atameken» and the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan. Description of the applicant's contribution to the preparation of each publication. The results of the study were reflected in 8 scientific works, of which 1 article was published in a journal included in the international scientometric database Scopus (71st percentile Q2, first author), 3 articles – in scientific publications recommended by the National Research Council of the Republic of Kazakhstan (where, first author – in 3 articles), 3 articles – in materials of international scientific and practical conferences (where the first author – in 2 articles, the sole author – 1 article), 1 article - in another publication. The author independently conducted the research at all stages of preparation of the dissertation work, since he has special qualifications and experience in practical work on the topic of the dissertation.
