Abstract (English): ANNOTATION dissertation of Danira Kaldybaeva "Evolution of the efficiency of agricultural enterprises in the conditions of the digital economy (on the materials of the East Kazakhstan region)", submitted for the degree of Doctor of Philosophy (PhD) under the educational program "8D04102 - Economics" The purpose of the dissertation is to assess the efficiency of agricultural enterprises in the digital economy and prepare recommendations for increasing efficiency. Objectives of the study: – Study of the theoretical and methodological foundations for assessing the activities of agricultural enterprises in the transition to the digital economy; - Assessment of the current state of agricultural enterprises in the East Kazakhstan region; - Analysis of indicators and factors that determine the efficiency of agricultural enterprises; – Development of a model for assessing the efficiency of agricultural enterprises and drawing up a methodology for assessing its dependence on digital technologies; - Study of the main directions and prospects for the introduction of digital technologies to ensure the growth of the efficiency of agricultural enterprises; - Development of specific recommendations and measures for digitalization, assessment of their impact on the economic efficiency of agricultural enterprises in East Kazakhstan region; - Development of an algorithm for the introduction of digital technologies and an organizational and economic model of digitalization for the effective development of agricultural enterprises in East Kazakhstan region.Description of the main results of the study : Research methods. methods of statistical analysis, methods of economic and comparative analysis, analysis of digitalization, methods of system analysis, interdisciplinary methods of studying the efficiency of agricultural enterprises in the context of the formation of the digital economy, economic and mathematical methods, methods of correlation and regression analysis and other methods. Information base of the study. Reference materials and thematic collections of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, materials of the official websites of akimats of regions and cities of the Republic of Kazakhstan, information data of the Ministry of Agriculture of the Republic of Kazakhstan, database of the website of Agrarian Credit Corporation JSC, official periodicals and publications, digital resources of the Internet. 4. Justification was given for the need for a methodology for determining the level of regional digital development of agricultural enterprises; - The experience of compiling domestic and foreign methods for calculating the digital development index for various industries was studied; The main problem areas and factors causing the low level of digitalization development in the region under consideration were identified; Based on the identified factors as a result of the analysis, the author developed a methodology for determining the regional index of digital development of agricultural enterprises (IDDC) ; ICRS was divided into three sub-indices: sub-indices of digital development of enterprises, infrastructure and labor resources; - Using the developed methodology, an assessment was made of the digital development index of the studied activities in the work of enterprises. In the process of the study, National and regional programs and Roadmaps on the digital development of agricultural enterprises of the Republic of Kazakhstan, as well as regulatory data and methodologies related to agricultural activities were used. The main points of the dissertation research submitted for defense: 1. The author's interpretation of the scientific category "Efficiency of agricultural enterprises" taking into account digitalization. 2. Development of a multi-parameter model for assessing the efficiency of agricultural enterprises in the East Kazakhstan region and a model revealing the influence of digital factors on this efficiency. 3. Calculation of the results of the impact of digital factors on the activities of enterprises based on the author's methodology for assessing the level of digital development of agricultural enterprises. 4 Determination of the regional index of digital development of agricultural enterprises based on measures for the introduction of digital technologies. 5. Development of an algorithm for the introduction of digital technologies in the activities of agricultural enterprises and an organizational and economic model for the development of digitalization of the object of study. Description of the main results of the study: 1. A study of the features of assessing the effectiveness of agricultural enterprises in the context of the formation of the digital economy was carried out; – the history of the emergence of the concept of "efficiency of enterprises in the digital economy", as well as the views of various authors-researchers of the activities of agricultural enterprises has been studied; – on the basis of the theoretical studies carried out, the author's definition of the concept of "Efficiency of agricultural enterprises" with the constituent elements of the author's interpretation has been given. 2. A classification of factors influencing the activity of agricultural enterprises is given and a description of this impact is carried out; - The quantitative indicators of these factors have been clarified; - Various types of general criteria characterizing the efficiency of agricultural enterprises have been considered and the proposals of domestic and foreign scientists on this issue have been studied; - From the criteria considered, the most convenient and expedient displays were selected 3.The economic activity of a number of enterprises in the region under consideration was studied and analyzed; - An analysis of digital factors and costs of these enterprises is given, a correlation between the costs of digital factors and revenues is determined, a regression equation is compiled; - Specific measures were developed and recommended for the introduction of digital factors into the activities of existing firms that were implemented in the work; Based on the calculation of the results of the introduction of digital factors into the activities of agricultural enterprises, a theoretical scheme of the methodology for determining the digital level of these enterprises was developed; - An assessment of the economic efficiency of the implemented digital measures was given, and on its basis, a methodology for assessing the digital level of enterprises was used to determine economic, social, technical, technological and environmental results for firms. 4. The need for a methodology for determining the level of regional digital development of agricultural enterprises was substantiated; - The experience of compiling domestic and foreign methods for calculating the digital development index for various industries has been studied; - The main problem areas and factors causing the low level of digitalization development in the region under consideration were identified; - Based on the identified factors, as a result of the analysis, the author developed a methodology for determining the regional index of digital development of agricultural enterprises (ICDC); The ICDC was divided into three sub-indices: sub-indices of digital development of enterprises, infrastructure and human resources; - Using the developed methodology, an assessment of the digital development index was given in the work of enterprises. 5. Based on the results of the study, the author was able to draw up an algorithm for the introduction of digital technologies in the activities of agricultural enterprises and specify it; - The author, having studied the modern mechanism for the introduction of digital technologies in agricultural enterprises of the country, made a visual scheme (model) of this work; - This organizational and economic model, which provides a solution to the problem of digitalization of agricultural enterprises throughout the region, has been supplemented and improved, i.e. the experience gained as a result of this scientific work has been taken into account in this model of digitalization, namely, measures such as the creation of a special digital agro-technological park in the country, the introduction of collective forms of using digital tools, as well as the opening of special technical and technological engineering Services; - Based on the developed organizational and economic model, a forecast economic assessment of its effectiveness was given. Justification of the novelty and importance of the results obtained: Result 1. Considering the importance and role of agriculture in the country’s economy, as well as the peculiarities of the development of this industry, the numerous problems that have arisen in this industry, an important conclusion was made about the possibilities and potential of digital technologies in solving these problems. Based on the above, this scientific work carried out a corresponding theoretical study of the conceptual apparatus of the scientific category “efficiency of agricultural enterprises in the digital economy,” where the lack of a full definition of this term was revealed. The author's interpretation of the concept “ Efficiency of agricultural enterprises in the digital economy” can become a theoretical basis for the implementation of new research in economic science in the field of assessing the efficiency of agricultural activities. Result 2. Developed by the author It is advisable to use a multi-parameter efficiency model in a complex factor analysis of business entities , and a model for assessing the influence of digital factors on an efficiency indicator is beneficial to use in the process of analyzing the digitalization of enterprises . The use of these models will allow the following: firstly, they make it possible to evaluate efficiency both from the point of view of increasing - maximizing income, and from the point of view of cost savings , as a result of which the objectivity of the assessment increases and this helps the management of firms to make an informed and better decision. Secondly, the proposed methodology examines the company’s performance from different angles and using many private indicators, this makes it possible to deepen the study of the sources of increasing the company’s profitability. Thirdly, all the parameters used in the models are easily taken and calculated from the enterprise’s accounting data, which greatly facilitates the work of assessing indicators. In addition, these models can be widely used in theoretical research and in the economic education system. These models make it possible to quickly and accurately calculate the required indicators . Result 3. In the study, a number of specific digital activities were actually introduced into the activities of existing agricultural enterprises and their results were determined at the end of the reporting year. As the results showed, all the proposed and implemented digital activities had a positive and significant impact on the efficiency of farms. During the research process, the author determined that the influence of digital factors can be assessed not only by economic results, but also by others . It should be noted that this methodology can be used not only by individual enterprises, but also by relevant sectoral government agencies and bodies. Result 4. Based on activities for the introduction of digital technologies, a methodology for calculating the regional index of digital development of agricultural enterprises was compiled. It should be noted that until today there is no complete methodology for calculating the regional level of digital development of the agricultural sector . Based on this, the work on developing indices to determine the digital development of a particular region or the country as a whole in the agro-industrial complex is of great importance . This technique can be used both at the level of individual enterprises and by legal entities, organizations and government agencies of the district and region. Result 5. The economic, organizational and managerial priorities of digitalization of agriculture are not entirely clear today. Based on this, there is a need to transfer work on the introduction and development of digital technologies to a systematic scientific, technical, organizational and methodological basis. In general, the algorithm for introducing digital technologies developed by the author consists of a sequence of stages that radically change the socio-economic system of an enterprise. This procedure will ultimately enable the enterprise to achieve its goals, objectives and indicators, which will ensure an increase in the efficiency of their activities. In addition, this work proposes a new matrix model for the digital development of agricultural enterprises . In this model, the digitalization process is combined into a single system, as a result of which the time for introducing digital factors is significantly reduced and the conditions for this implementation are improved. The use of the developed organizational and economic model will undoubtedly increase the efficiency of agricultural enterprises in the region, as evidenced by the forecast data calculated by the author . Compliance with directions of scientific development or government programs. Corresponds to the provisions of the National Program for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2021-2025, the Concept for the Development of the Agro-Industrial Complex of the Republic of Kazakhstan for 2021-2030, the priority direction for the development of science approved by the Higher Scientific and Technical Commission under the Government of the Republic of Kazakhstan “Intellectual Potential of the Country”. Some results of the dissertation research were accepted for use in the practical activities of three agricultural enterprises of East Kazakhstan region. Description of the applicant's contribution to the preparation of each publication. The results of the study were reflected in 15 scientific works, of which 1 article was published in a journal included in the international journal database Scopus (49th percentile), 5 articles - in scientific publications recommended by by the authorized agency (where, in all articles first author), 5 articles - in materials of international scientific and practical conferences (where, individual - 4 articles), 2 certificates were received for objects of protected copyright (scientific work) on the topic of the dissertation research. The author independently conducted the research at all stages of preparation of the dissertation work.
