Abstract (English): ANNOTATION dissertation work of Syzdykbayeva Nurgul "Formation of a sustainable food supply system in the context of modernization of the agro-industrial complex", submitted for the degree of Doctor of Philosophy (PhD) in the educational program "6D050600 –"Economy" The purpose of the dissertation work is to study theoretical and methodological approaches, assess the current state of the food supply system, identify factors affecting its sustainability and provide practical recommendations for its improvement in the context of modernization of the agro–industrial complex of Kazakhstan. Research objectives: - clarification of scientific and theoretical aspects of the essence, features of the food supply system in the context of the development of the agro-industrial complex; - it is necessary to adjust and apply methodological approaches that contribute to improving the situation in the context of assessing the formation of sustainable food supply, taking into account the modernization of the agro-industrial complex, affecting production volumes, quality and safety of food, as well as the availability of food for all segments of the country's population; - research of foreign experience in the field of food supply and taking into account foreign experience in adaptation and implementation in the context of Kazakhstan in this direction, taking into account the modernization of the agro-industrial complex; - conducting an extensive analysis of the food supply system of the population of the Republic of Kazakhstan; - assessment of the degree of sustainability of the food supply system of the population of the Republic of Kazakhstan, including an analysis of its vulnerabilities and strengths. - identification of a set of factors affecting its sustainability with justification of the urgent need to modernize the agro-industrial complex as a key element in the country's sustainable food supply system; - identification and analysis of the main problems that need to be solved in the agro-industrial complex, and identification of the potential for further growth of this sector, taking into account the sustainability of the food supply system; - development of scientifically based recommendations on the formation of a sustainable food supply system and identification of priority areas for the development of the agro-industrial complex, which will ensure sustainable food production and consumption in the Republic of Kazakhstan; - development of models and forecast of improvement of the food supply sustainability system in the context of modernization processes, including technological modernization of the agro-industrial complex of Kazakhstan. Solving and implementing the goals and objectives of the study will allow us to form a holistic view of the sustainability of food supply in the context of modernization of the agro-industrial complex of the Republic of Kazakhstan and develop scientifically sound recommendations for their improvement. Research methods. The basic principles of the theory of the development of agriculture and other branches of agriculture were used as the theoretical and methodological basis of the study. In the process of writing the dissertation, various methods were used, such as generalization, systematization, induction, economic and statistical analysis, comparative analysis, index method and rating assessment. The Microsoft Excel program was used to analyze statistical data. The information basis of the study was the scientific works and publications of foreign and domestic researchers dealing with the development of the agro-industrial sector, its competitiveness and the formation of a sustainable food supply system in the country. Regulatory and legislative acts of the Republic of Kazakhstan in this area were also used. The information resources of the Internet, the Committee on Statistics of the Ministry of National Economy of the Republic of Kazakhstan served as the actual database. Main provisions submitted for defense: 1) The conceptual apparatus of a sustainable food supply system, including the author's definition, the development of a conceptual model of the food supply system, the justification of the functions of food supply subsystems. A sustainable food supply system in the author's understanding is a system that ensures food security and nutrition for the population, provided that there are no risks to the economic, social and environmental foundations of ensuring food security and nutrition for future generations. 2) Institutional, natural, economic, innovative, technological, personnel, investment, social conditions and signs of sustainability of the food supply system: competitiveness of the subjects of the system in the market; high adaptability of the system as a whole and its subjects; intensive, innovative type of development; combination of long-term strategic planning with short-term operational flexibility. For the sustainability of food supply, it is necessary to modernize the related elements, the central of which is the agro-industrial complex, as a direct producer and distributor of food. 3) Assessment of the unstable current state of the food supply system in Kazakhstan: (1) in the social subsystem, the lack of formation of the ideology of environmental protection; an increase in the gap in the standard of living of the population in the regions; poorly equipped rural infrastructure compared with the advanced development of urban agglomerations; (2) in the ecological subsystem, the permissible limits of anthropogenic impact on the environment are exceeded, the destruction of the biosphere under the influence of a number of interrelated processes: economic growth – population growth – increased consumption of resources – environmental destruction; (3) in the economic subsystem, the priorities of economic development goals dominate, there is an extensive nature of economic growth, there are no economic criteria, evidence of the passage of the threshold of permissible impacts on the environment. 4) Organizational and economic factors of modernization of the agro-industrial complex, considered at the national level, when they are associated with strategic problems of development of the agro-industrial complex. At the national level, the factors of modernization of the agro-industrial complex include: polarization of the size of agricultural entities; state support; coordination in the use of resources, including sustainable development goals. 5) Development of optimal models and forecasting of the sustainability of food supply, taking into account the effectiveness of modernization of the agro-industrial complex in the country. Description of the main results of the study. The results of the dissertation research are of great importance for the development of theoretical and methodological foundations for the study of the food supply system of the population and food security of the country, especially in the light of the modernization of the agro-industrial complex. The theoretical and methodological aspects developed within the framework of the dissertation can serve as the basis for new research and the integration of relevant courses and seminars into educational programs such as "Economic security", "Economics of Agriculture", "Economics of the agro-industrial complex", "National Economy" and others related to this topic. In addition, these materials can be useful in training specialists in the field of agriculture and economics. The practical value of the research results lies in their ability to contribute to the development of a comprehensive concept for the development of the food supply system for the population in Kazakhstan, ensuring food security and modernizing the agro-industrial complex of the country. The obtained conclusions, suggestions and scientific and practical recommendations can be used in the development of new regulatory legal acts and improvement of existing ones in the field of food supply and development of the agro-industrial complex. The materials of the dissertation can contribute to the work of the Ministry of Agriculture and other government bodies at the national, regional and local levels. Substantiation of the novelty and importance of the results obtained. The scientific novelty of the dissertation research consists in substantiating the direction for the formation of a sustainable food supply system by improving theoretical and methodological approaches to the development of the agro-industrial complex, determining approaches to assessing the food supply system and developing priority areas for the formation of a sustainable food supply system of the Republic of Kazakhstan in the context of modernization of the agro-industrial complex. Compliance with directions of scientific development or government programs. - The Law of the Republic of Kazakhstan dated July 8, 2005 No. 66 "On state regulation of the development of the agro-industrial complex and rural areas". - The State program for the development of the agro-industrial complex for 2017-2021 [Resolution of the Government of the Republic of Kazakhstan. The main conditions and conclusions presented for defense are reflected in 20 scientific papers, of which article 1 is scientific articles published in a journal with a non-zero impact factor and included in the Scopus database, 7 are scientific articles submitted by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education RK, 2 - scientific articles conducted in foreign countries and 8- The number of articles published on the material of domestic international scientific and practical conferences, foreign scientific publishers-2.
