Abstract (English): ABSTRACT of the dissertation work of Beisekova Perizat "Functioning of the grain product cluster in the agro-industrial complex", submitted for the degree of Doctor of Philosophy (PhD) in the speciality: 6D050600 –"Economy" The purpose of the dissertation research is to study the theoretical and methodological provisions on the functioning of the grain cluster in the agro–industrial complex, assess its effectiveness and develop recommendations for use in the Republic of Kazakhstan. Research objectives. To achieve the set goal of the study, the following tasks were identified: – to study theoretical approaches and categories for the formation of a grain cluster in the agro-industrial complex; – to consider the methods of assessing the functioning of the grain cluster; –to explore the foreign experience of the functioning of grain clusters; – to identify current trends in the functioning of grain clusters; – to evaluate the effectiveness of the functioning of the grain cluster; – to determine the impact of a functioning grain cluster on the socio-economic development of the region; – to develop an optimization model of grain production, which will form the basis for planning the development of clusters in the future. The solution and implementation of the goals and objectives of the study will allow us to develop scientifically sound recommendations for optimizing grain production, which form the basis for planning the development of clusters of grain products in the agro-industrial complex of the Republic of Kazakhstan. Research methods. Legislative, regulatory legal acts, program documents and decisions of the Government of the Republic of Kazakhstan, data from the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, research materials of international economic organizations, program and regulatory documents of the Ministry of Agriculture of the Republic of Kazakhstan and enterprises of the grain-product complex of the agro-industrial complex. As part of the analytical study, trends in the modern conditions of functioning of the grain cluster are considered. The indicative indicators were refined using the statistical method. In addition, economic and mathematical models, research by domestic and foreign scientists, monographic studies, statistical materials, and articles in periodicals were used. The main provisions (proven scientific hypotheses and other conclusions that are new knowledge), submitted for defense: 1. The author's correction on the relationship of the categories "cluster", "grain product cluster". 2. Methodology for assessing the state of the grain cluster. 3. Trends in the development of a functioning grain cluster and its impact on the socio-economic development of the region. 4. An optimization model of grain production, which will form the basis for planning the development of clusters for the future 5. Priority areas and proposals for the further functioning of the grain cluster. Description of the main results of the study. 1) The concept of the author's definition, the author's system for the relationship of the categories "cluster", "grain product cluster". Localization of these and many other issues in the development of a grain cluster and at the same time its adaptation to new economic circumstances to strengthen and ensure food competitiveness require solving a number of theoretical, methodological, analytical and practical tasks, and cause an objective need to develop a new "trend" of cluster organization of functional purpose in the aspect of ensuring national food competitiveness. The composition of the grain cluster is determined by the chain of many technological productions, the exchange and consumption of products at various stages of the reproductive process, the movement of financial and cash flows, the use of natural, material, technological, technical, labor and other resources. 2) Methodology for assessing the state of the cluster of grain products in the agro-industrial complex of the Republic of Kazakhstan. The assessment of the efficiency of the functioning of the cluster of grain products in the agro-industrial complex was identified as the main goal. The effective development of the cluster of grain products of the agricultural sector of the economy occurs when the nature of the relationship between them is formed, which makes it possible to define them as a certain integrity. Most often, a multidimensional economic system is understood as a multifunctional interaction of enterprises and organizations of interrelated activities concentrated on one territory. 3) Analysis of the functioning of the cluster of grain products, identification of trends in its development. To obtain the result of evaluating the functioning of the grain-product cluster, the indicators of material and technical resources, grain production and processed products were determined and statistical processing was carried out according to the indicators of the grain-product complex 2012-2022. Sales of grain and its processed products show an increase in both indicators of the first group (sales of grain) in 2022 compared to 2012 and a decrease in the second (sales of grain processing products). The development of a formula for calculating integral indicators closes part of the general problem for calculating the pace of functioning of a grain cluster. A positive trend has emerged for all calculated integral indicators. The determination of the rates of the index of changes in the functioning of the grain-product clutter showed the ratio to the previous level of each level in a series of dynamics, that is, the average growth coefficient. The reliability of the calculations performed for twenty-nine forecast options is in the range from 70 to 98%. This indicates fairly objective forecast values of cluster performance indicators. 4) The effectiveness of the socio-economic development of a region depends to a certain extent on the magnitude of its potential and the degree of diversification of the sectoral structure of the economy: the greater the potential and the higher the level of diversification of the economic complex, the greater the stability and inertia of development, the less vulnerability to threats and accidental phenomena. The functions of the regional grain producer in the agro-industrial complex are aimed at the realization of regional interests, five functional tasks can be distinguished: assistance in improving the standard of living: effective employment of the population of the region, increasing its financial, natural resource and production potentials; development of intra- and interregional relations. Considering the impact of the grain cluster in the agro-industrial complex on the monetary incomes of the population, it was noted that the population spends only a part of its funds on the purchase of food, although significant. 5) Development of a model for optimizing production in a grain cluster. The developed optimization model of grain production, based on modern mathematical modeling technologies, is an important and effective method of analysis. Its advantage lies in the ability to provide a detailed and in-depth assessment of the pace of work of the grain sector, taking into account many key aspects. The model is not only a means of accurately assessing the current state of a grain cluster, but also a powerful forecasting tool. Its versatility makes it possible to successfully apply the method in various industries and fields of activity, which opens up new opportunities for additional research and analysis. 6) The effective functioning of the grain cluster is impossible without the active intervention of the state. In the context of the functioning of a socially oriented market economy, the possibility of state regulation is objectively determined by the nature of a mixed economy, which is characterized by a combination of competition, freedom of choice of buyer and seller with the need for the state to ensure the same "rules of the game" for all economic entities of the grain cluster and social protection of the low-income part of the population. The state grain policy should proceed from the need for sustainable and effective functioning of the grain industry and related sectors of the economy, the formation of a developed grain market in order to more fully and reliably meet the country's grain needs and expand its exports. Substantiation of the novelty and importance of the results obtained. The results obtained during the dissertation research may be important for research on improving the theoretical and methodological foundations of the functioning and development of a grain cluster in the agro-industrial complex, as well as the possibilities of system analysis when choosing competitive development strategies by agro-enterprises. The most important areas for improving the work of the grain products cluster: - carrying out the reform of agricultural organizations in order to ensure effective management of production, economic and financial activities. - technical and technological re-equipment of grain production with the development of resource-saving technologies and the use of high-yielding varieties of ear crops. - creation of a modern grain farming infrastructure, provided with reliable and high-quality MTS, agricultural services interacting with leasing structures and scientific and educational institutions of an agricultural profile. - organization of the work of the innovative consulting company agroindustrial complex with the availability of the necessary service standards for innovative technological processes of grain production. - creation of effective functioning of social, transport and logistics, production, material, technological infrastructure in the agro-industrial complex, contributing to the development and strengthening of grain production. Carrying out these directions can become an effective tool for stable expanded reproduction of grain production, increasing profitability, solvency of the grain cluster in the agro-industrial complex.
