Abstract (English):Abstract of the dissertation work by Nuralina Kalamkas Tleugabylovna «Reducing the negative consequences of the market transformation of the regional economy (on the example of East Kazakhstan region)», submitted for the degree of Doctor of Philosophy (PhD) in the educational program 8D04106 «Analytical Economics» The purpose of the dissertation research - to study the negative consequences of the market transformation of the regional economy and to give scientific and practical recommendations on reducing its negative impact on the socio-economic development of the region. Research objectives: - clarification of the categorical meaning of the concepts «region», «regional economy» and «market transformation»; - to study systemic approaches to the negative consequences of the market transformation of the regional economy and its impact on socio-economic development; - identification of regional imbalances caused by the negative consequences of market transformation; - the choice of a methodology for assessing the level of socio-economic development of the region, taking into account the negative consequences of market transformation; - to study the foreign experience of studying the negative consequences of the regional economy and market transformation; - Analysis of the current state of the East Kazakhstan region and identification of problems requiring solutions; - Identification of regional imbalances caused by the negative consequences of the market transformation of the economy of the East Kazakhstan region; - assessment of the level of socio-economic development of the East Kazakhstan region, taking into account the negative consequences of market transformation; - to propose a methodology for determining the effectiveness of measures to reduce the negative consequences of the market transformation of the regional economy; - creation of a mechanism to reduce the negative consequences of the market transformation of the economy of the East Kazakhstan region; - to make recommendations on improving regional policy, considering the socio-economic development of the East Kazakhstan region and the need to reduce the negative consequences of market transformation. Research methods. The theoretical and methodological foundations of the dissertation work are the fundamental works of Kazakhstani and foreign scientists in reducing the negative consequences of the market transformation of the regional economy. When writing the research paper, general methods of dialectical materialism, abstract logical, statistical, and mathematical modeling, economic analysis, and extrapolation were used. The main provisions (proven scientific hypotheses and other conclusions that are new knowledge), submitted for defense: - the concept of «region» has been clarified taking into account market changes; - the author's approach to the negative consequences of the market transformation of the region's economy for socio-economic development and its reduction; - grouping according to the identified negative consequences of the market transformation of the economy of the East Kazakhstan region and their signs; - imbalances caused by the negative consequences of economic transformation; - the results obtained based on the methodology for assessing the level of socio-economic development of the region, taking into account the negative consequences of market transformation; - methodology for evaluating the effectiveness of measures to reduce the negative consequences of the market transformation of the regional economy; - a mechanism for reducing the negative consequences of the market transformation of the economy of the East Kazakhstan region; - a mature socio-economic policy that takes into account the reduction of the negative consequences of the market transformation of the economy of the East Kazakhstan region. Description of the main results of the study. The theoretical significance of the thesis is to substantiate a new approach to the problem of reducing the negative consequences of the market transformation of the regional economy. The theoretical results of the study can be used by the relevant legislative and local executive bodies in the process of regulating the socio-economic development of the region. The reasons for the negative consequences of the market transformation of the regional economy, and regulation of the socio-economic development of regions, allow us to expand theoretical ideas about the alignment of interregional imbalances. Some conclusions of the dissertation research can be used in the educational process when teaching training courses such as «Fundamentals of Economic Theory and Practice,» «Macroeconomics,» «Regional Economics,» and «State Regulation of the Economy.» The practical significance of the research results lies in the fact that the dissertation work contains specific recommendations for reducing the negative consequences of the market transformation of the regional economy. The main results obtained during the dissertation research can be used as a source of scientific and practical information for administrative specialists, university professors, and other interested persons. It can be used to analyze the factors, prerequisites, and causes of the market transformation of the regional economy and to develop proposals for improving the state policy of regulating the socio-economic development of the region. The results of the study can be used by state organizations of the Republic of Kazakhstan and local executive authorities to develop measures to regulate the socio-economic development of the region, increase the competitiveness of the regional economy, and sustainable development. Substantiation of the novelty and importance of the results obtained: - the concept of «region» has been supplemented by taking into account the changes after the transition to the market; - a new approach to the problem of the negative consequences of the market transformation of the region's economy for socio-economic development and its reduction is substantiated; - in the study of the negative consequences of the market transformation of the economy of the East Kazakhstan region, a systematic approach was used; - the imbalances caused by the negative consequences of the market transformation of the economy of East Kazakhstan have been identified; - the level of socio-economic development of the East Kazakhstan region is assessed, taking into account the negative consequences of market transformation; - a mechanism has been developed to reduce the negative consequences of the market transformation of the economy of the East Kazakhstan region; - the socio-economic policy of the East Kazakhstan region has been improved taking into account the negative consequences of market transformation; - rational scientific and practical recommendations are given to reduce the negative consequences of the market transformation of the social economy of the East Kazakhstan region.
