Abstract (English):ABSTRACT of the dissertation work of Gulmira Rakhimzhanova on the topic "Economic assessment of the quality of human capital of the Republic of Kazakhstan (on the example of Abay region)", submitted for the degree of Doctor of Philosophy (PhD) in the educational program 8D04105 - Economics The purpose of the dissertation research is to develop systemic measures for the development of the concept of human capital in Kazakhstan, taking into account assessments of its economic efficiency. Research objectives: - to study the epistemological foundations of the concept of human capital in time, structural, departmental and organizational-hierarchical sections; - to analyze the processes of formation and development of the concept of human capital in Kazakhstan, to identify problematic aspects of the issue under study; - to identify regional indicators influencing the quality of human capital and to analyze regional differences in the level and dynamics of development of human capital in the Republic of Kazakhstan; - to conduct an expert assessment of the quality of human capital using the example of a separate region of the Republic of Kazakhstan based on a sociological survey; - to assess the economic efficiency of human capital of Kazakhstan through the prism of labor productivity affecting the economic growth of the country / region; - to substantiate the conceptual directions of the strategy for the high-quality development of human capital in the medium term in the mode of applicability to the tasks of innovative development of the economy of Kazakhstan. Research methods. The dissertation research was based on the principles of an integrated approach and methods of system analysis in their applications to the processes of development of high-quality human capital. In the course of the work, both qualitative methods of analysis and quantitative methods of assessing the economic efficiency of the human capital concept were used based on the application of economic and mathematical methods and models. The information base of the dissertation research is based on statistical data of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan, information and analytical materials of the Civil Service Agency under the President of the Republic of Kazakhstan, the World Bank, OECD, UNDP, as well as materials of international and domestic scientific and practical conferences, periodicals and Internet resources. The main provisions submitted for defense : 1. The author's theoretical and methodological understanding of the essence of the human capital concept and the factors that form it - education, health care, standard of living - in the context of their increasing importance for increasing the level of competitiveness of the economy in the context of diversification on an industrial and innovative basis. 2. Application of a scientific and methodological approach to assessing the economic efficiency of the human capital concept based on a comprehensive coverage of its formation factors in the process of developing and applying a set of economic and mathematical models. 3. Justification based on a SWOT analysis of interrelated and balanced strategic directions for managing the development of processes for the formation of high-quality human resources. 4. Development of recommendations and proposals on measures to improve state support for the development of human capital in Kazakhstan. Description of the main results of the study: 1. A study of systemic measures for the development of the human capital concept in Kazakhstan was conducted, taking into account assessments of its economic efficiency; - the epistemological foundations of the human capital concept were studied in time, structural, departmental and organizational-hierarchical sections; - the views of various authors-researchers were studied and the author's scientific and methodological approach to measuring the assessment of the economic efficiency of the human capital concept for Kazakhstan's realities was substantiated; 2. An integrated scientific research approach was applied to assessing the quality of human capital, covering a system of aggregated indicators, including in the regional context; - the economic activity of the processes of formation and development of the human capital concept in Kazakhstan was analyzed, problematic aspects of the issue under study were identified, as well as regional indicators influencing the quality of human capital and regional differences in the level and dynamics of development of human capital in the Republic of Kazakhstan were analyzed; - a four-level complex of economic and mathematical models was developed based on statistical information on the development of all indicators 3. An expert assessment of the quality of human capital was conducted using the example of a separate region of the Republic of Kazakhstan based on a sociological survey; - a justification was given based on a SWOT analysis of interrelated and balanced strategic directions for managing the development of processes of forming high-quality human resources; - an assessment was given of the economic efficiency of Kazakhstan's human capital through the prism of labor productivity affecting the economic growth of the country/region. 4. The conceptual directions of the strategy for high-quality development of human capital in the medium term were substantiated in the mode of applicability to the tasks of innovative development of the economy of Kazakhstan; - the main problems and reasons affecting the quality of human capital development were identified; - recommendations and proposals for measures to improve state support for the development of human capital in Kazakhstan were developed. Justification of the novelty and importance of the results obtained. Result 1. Possessing a combination of various forces and abilities, human capital as a factor of economic growth, contributes to the productive development of society, exerting a positive influence on the growth of labor productivity, ultimately favorably affecting the economic growth of a country or region. Based on the above, a theoretical study of the conceptual apparatus of the scientific category "quality of human capital of the Republic of Kazakhstan" was conducted. The author's theoretical and methodological understanding of the essence of the human capital concept and the factors that form it - education, health care, standard of living - in the context of their increasing importance for increasing the level of competitiveness of the economy in the context of diversification on an industrial and innovative basis can become a theoretical basis for the implementation of new research in economic science . Result 2. Scientific and methodological approach to assessing the economic efficiency of the human capital concept based on a comprehensive coverage of the factors of its formation , according to the author of the scientific study, the real significance of the human capital concept is determined by its contribution to economic growth. For these purposes, the author has developed a four-level complex of economic and mathematical models based on statistical information on the development of all indicators for 2000-2022: - the first level is a model that best determines the dependence of the gross domestic product on labor productivity; - the second level - three models that determine the dependence of labor productivity on the considered factors of expenses on education, health care, and population income. The need to derive separate models from the factors is due to the fact that the values of each factor for the author's calculations were calculated using, directly or indirectly, the population dynamics, which can determine the negative impact in the form of autocorrelation between the factors themselves when used together within a single model; - the third level is a weighted model based on the integration of the three derived models from the factors, in which the weighting coefficients are determined on the basis of multiple correlation coefficients, with a greater weight for a better approximating private model; - the fourth level - trend models of the dependence of factors on time, which can be used in forecast calculations for the entire complex of economic and mathematical models. Result 3. The author, based on the derived set of models, has carried out a medium-term forecast. The analysis of the obtained forecast values of economic growth indicators and factors of human capital formation allows, taking into account the above-mentioned incremental effects, to assess the significance of the human capital concept in the economy. The author's forecast and estimate calculations based on a set of economic and mathematical models show that the factor of expenses on the education system explains these processes to a lesser extent than the factor of population income. This can be understood if we keep in mind that population income, determining the standard of living of the population as a whole, also includes wages with all types of material incentives. In general, one cannot but form an opinion that the processes of human potential formation and its manifestation in business practice in the form of human capital must inevitably fit harmoniously into the system of state planning and forecasting. All this determines the tasks of forming a strategic view on the development and implementation of the human capital concept. For these purposes, the author, based on the SWOT analysis, states of concept development human capital in Kazakhstan the following interrelated priority strategic areas of management activity have been developed: - strategic area 1 - a systematic approach to managing the development processes of industries and areas of activity involved in the formation of human capital, and taking into account the balance of goals and objectives at different levels of management; - strategic area 2 - training a competitive generation of university and college graduates with a focus on the demands of the domestic and foreign labor markets; - strategic area 3 - developing healthcare with a focus on universal coverage of the population with high-quality and affordable medical care; - strategic area 4 - ensuring a decent standard of living and sustainable income growth of the population; - strategic area 5 - modernization development of industries and areas of activity that form human potential based on strengthening the financial base for development. Result 4. Based on the results of this scientific study, the author summarized and supplemented the recommendations of the expert community, which in a specific plane can be divided into current ones, suggesting the need for the enterprise to take priority measures in order to "patch" holes in the relevant industries and areas of activity, and promising ones, suggesting the development of a system for effective management of the processes of accelerated formation of high-quality human potential as a stable basis for the implementation of human capital as one of the key factors of economic development. In general, according to the author of the study, these recommendations and proposals can form the basis for the development of the National Program for the Development of Human Capital in Kazakhstan. Compliance with the directions of scientific development or goverment programs. Corresponds to the provisions , which are the resulting global factors of human capital - education, health care and social programs of the state. The development of human capital is recognized as a priority direction of the country's strategic development. In all strategic documents of the country, such as the National Development Plan of the country until 2025, the Concept of public administration until 2030, etc., the main priority is defined as human-centeredness , where the main emphasis is placed on a person, his interests and sphere of activity in the context of the strategy and policy pursued by the state in order to improve the well-being, comfort and development of the individual. The results obtained during the dissertation research can be used in improving program documents on the development of education, science, health care, social protection of the population, as well as in the work of the ministries of education, science and higher education, technical and vocational education, labor and social protection of the population, etc. Along with this, the theoretical and methodological results of the dissertation research can be used for the purposes of teaching certain disciplines in universities and colleges of the country. Description of the applicant's contribution to the preparation of each publication. The results of the study were reflected in 8 scientific papers, of which 1 article was published in a journal included in the international scientometric database Scopus (43 percentile), 4 articles - in scientific publications recommended by the authorized body (in 6 articles, the first author), 1 article - in the materials of international scientific and practical conferences. The author independently conducted research at all stages of the dissertation preparation.
