Abstract (English): the dissertation work of Askeyev Abylkair Gabitovich “Assessment of socio-economic efficiency of tourism (interregional comparisons)”, submitted for the degree of Doctor of Philosophy (PhD) in the educational program “8D04106 - Analytical Economics” The purpose of the dissertation research is to develop recommendations to improve the sustainability of the tourism sector development in the long term based on the assessment of its socio-economic efficiency. Research objectives: - to investigate theoretical concepts of the issues of assessment of socio-economic efficiency of tourism sphere; - to determine the methodology of assessment of socio-economic efficiency of tourism; - to consider the peculiarities of foreign experience in assessing the socio-economic efficiency of tourism; - to analyze the socio-economic efficiency of using the potential of natural and cultural-historical objects in tourism; - to analyze the relative efficiency of key socio-economic indicators of tourism in the regional context; - to assess the socio-economic efficiency of capital and labor resources in the main tourist regions of the country; - to conduct a comprehensive assessment of socio-economic efficiency of tourism in key tourist regions of Kazakhstan; - to make scenario models of socio-economic efficiency of tourism in the main tourist regions of the country; - to develop recommendations for improving systemic measures to increase the sustainability of socio-economic efficiency of tourism. Research methods. The theoretical basis of the dissertation research is the fundamental scientific works of foreign, Russian and Kazakh scientists in the field of studying the issues of socio-economic efficiency of tourism. The methodological basis of the study is based on the use of system approach, cluster approach, Akaike information criterion, content analysis, comparative, statistical analysis, panel data, Cobb-Douglas production function theory, covariance dependencies, and methods of econometric modeling. The information base of the study was scientific materials in international and national digital databases Scopus, Web of Science, eLIBRARY.ru, Nabrk.kz, Kazneb.kz, Nlrk.kz, official statistical materials of the Bureau of National Statistics of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan (BNS ASPR), publications of international organizations: United Nations World Tourism Organization (UNWTO), World Economic Forum (WEF), World Travel and Tourism Council (WTTC), Euromonitor International, legal acts of the Republic of Kazakhstan, publications in domestic and foreign mass media. The main provisions (proved scientific hypotheses and other conclusions, that are new knowledge), submitted for defense: - author's methodology of assessment of socio-economic efficiency of tourism sphere in the context of regions of Kazakhstan; - comprehensive assessment of socio-economic efficiency of tourism in key tourist regions of Kazakhstan; - author's model of increasing the socio-economic efficiency of tourism in Kazakhstan; - scenario forecasts of socio-economic efficiency for the main tourist regions of the country. Description of the main results of the study. 1. The analysis and generalization of existing scientific research on the socio-economic efficiency of tourism allowed the author to propose an interpretation of this category in the aspect of interregional comparisons. 2. An original methodology for assessing the socio-economic efficiency of tourism in the context of regions of Kazakhstan, combining the advantages of both traditional (cost) and broad (goal-oriented/integral) approaches. 3. The analysis of the efficiency of using the potential of natural and cultural-historical objects in the sphere of tourism by assessing their impact on the popularity of a particular region among tourists and the development of appropriate practical recommendations for further improvement of this direction was carried out. 4. The economic and mathematical models have been created, which allow assessing the efficiency of capital and labor resources in the sphere of tourism at the regional level of management, which is of great importance in terms of the final performance of their socio-economic development. 5. Indicators for assessing the socio-economic efficiency of tourism are adapted to the existing practice of statistical accounting for tourist destinations in Kazakhstan, to increase the completeness of the assessment additionally included several indicators, by applying key tools of importance-performance analysis further improvement of the methodology is made. 6. The original institutional model of management of socio-economic efficiency of tourism sphere in order to improve the quality of services and sustainability of resort areas is developed, as well as the index of socio-economic efficiency of tourism sphere development in the regions of Kazakhstan for monitoring and rating the effectiveness of the results of efforts of all levels of government in the regions on a permanent basis with a step-by-step plan for their implementation. 7. Based on the construction of trend dependencies on the time factor, the forecast values of the integral indicator of socio-economic efficiency of tourism in the main tourist regions of Kazakhstan are made, the possible ways of development of this sphere are analyzed for the subsequent development of appropriate strategies, taking into account both the available potential opportunities and the consequences manifested in the socio-economic efficiency of planned activities. Substantiation of novelty and importance of the results obtained. Result 1 is new, because in the scientific literature there is no definition that takes into account the features of both traditional (cost) and broad (goal-oriented) approaches to assessing the socio-economic efficiency of tourism in the aspect of interregional comparisons. Result 2 - the proposed methodology for assessing the socio-economic efficiency of tourism in the context of regions of Kazakhstan is original and for the first time allows to comprehensively assess the level of socio-economic efficiency of tourism and conduct a comparative analysis between the regions of Kazakhstan. Result 3 - two-step analysis of tourist facilities in the context of regions of Kazakhstan with distance estimation based on the likelihood function and selection of the optimal number of groups of similar objects by minimizing the Akaike information criterion was first applied to assess the effectiveness of the use of the potential of natural and cultural-historical objects. Result 4 - the proposed economic and mathematical models for assessing the efficiency of capital and labor resources in tourism at the regional level of management are original and for the first time allow decision makers to monitor and verify the violations of processes in this area in order to develop both strategic and operational actions to ensure effective investment policy in tourism. Result 5 - a comprehensive assessment of socio-economic efficiency of tourism in the regions of Kazakhstan based on the synthesis of integral methodology with key tools of importance-productivity analysis is conducted for the first time and contains new approaches and solutions adapted to the specifics of tourism in Kazakhstan. Result 6 - the institutional model of management, as well as the index of socio-economic efficiency with a step-by-step plan for their implementation are developed for the first time, taking into account international experience and peculiarities of the domestic tourism sector and allow for continuous monitoring and rating of the effectiveness of the results of the efforts of authorities at all levels, thereby contributing to improving the sustainability of tourism in the regions of Kazakhstan. Result 7 - the proposed economic and mathematical models for forecasting the indicators of socio-economic efficiency of tourism sphere are original and allow to form possible scenarios for the development of this sphere in the regions of Kazakhstan to develop specific measures that take into account both the available potential and possible consequences manifested in the socio-economic efficiency of planned activities. Description of the applicant's contribution to the preparation of each publication. The results of the research were reflected in 7 scientific papers, of which 2 articles are published in the journal included in the international scientometric base Scopus (57th percentile, the first author), 2 articles - in scientific editions recommended by CCQES MHES (where, the first author - in 2 articles), 3 articles - in the materials of international scientific-practical conferences (where, the first author - in 3 articles). The author independently conducted the research at all stages of preparation of the thesis work, as he has special qualifications and experience of practical work on the subject of the thesis.
