Abstract (English): ANNOTATION of the dissertation work of Nurzhanat Muhtarovna Sherimova on the topic "Innovative management of the industrial sector in the conditions of digitalization of the economy of Kazakhstan (on the example of Pavlodar region)", submitted for the degree of Doctor of Philosophy (PhD) in the specialty "6D051700-Innovation Management" The purpose of the dissertation research is the development of ways to improve and intensive development of innovation management of the industrial sector of the economy of Pavlodar region in the conditions of digitalization. Research objectives: - study of modern scientific approaches to understanding the essence of innovation management; - study of the methodology of innovation management of the industrial sector and mechanisms of its construction in the conditions of digitalization; - study of foreign experience of innovation management of the industrial sector in the conditions of digitalization of the economy; - study and analysis of current trends in the formation and development of innovation management of the industrial sector in the Republic of Kazakhstan; -Analysis of innovative management of the industrial sector of Pavlodar region in conditions of digitalization; - Assessment of the impact of the system of innovative management and digitization processes on the intensification of the functioning of the industrial sector of Pavlodar region; - Development of the model of innovative management of the industrial sector of Pavlodar region in conditions of digitalization; - Assessment of the effect of the application in practice of the model of innovative management of the industrial sector of Pavlodar region in conditions of digitalization; - Assessment of the forecast of industrial-innovative management of the industrial sector of Pavlodar region in conditions of digitalization; - Assessment of the model of innovative management of the industrial sector of Pavlodar region in conditions of digitalization. Research Methods. As the main methods of research were used: scientific method (collecting, analytical, synthetic, hypothesis building method), dialectical, statistical, expert, calculation and analytical methods of research. The scientific method includes the collection, systematization and analysis of quantitative and qualitative data characterizing the trends in the development of industry, the formation of management mechanisms of the industrial sector and its digitalization. The analytical method was supplemented by dialectical and statistical methods, calculation and analytical method, as well as the expert method. The expert method was used in the analysis of the organizational structure of management of the industrial sector of Pavlodar region, assessment of positive and negative consequences of the application of innovative management decisions in the industrial sector of Pavlodar region, as well as in forecasting the share of investment in the digitalization of industrial enterprises from the gross volume of industrial production. Based on the applied methods, scientific hypotheses were developed. The hypothesis put forward in this paper is that it is necessary to deepen the constituent elements of the innovation management process, including individual functions, on the basis of which a model of innovation management based on the process approach should be developed. This hypothesis also assumes that management systems are complex and management can receive innovative parameters in relation to the development of each internal element. The paper also puts forward a hypothesis about the need to form an innovation-organizational structure of management of the industrial sector, where the focus will be on horizontal organizational and managerial linkage. In the future, the process models of innovation management can be applied in practice, where the hypotheses are transformed into proven theoretical proposals. The main provisions put forward for defense. 1) Methodology of building and functioning of the mechanism of innovative management of the industrial sector in the conditions of digitalization. In the study of the theoretical foundations of the functioning of the mechanism of innovative management of the industrial sector in the conditions of digitalization, the author's model of the mechanism was designed. The main emphasis was focused on such subsystems of the mechanism as: external and internal environment; management levels; controlling and managed subsystem; digital infrastructure and digitalization tools; innovative management methods; input and output factors. The main difference of the mechanism of innovative management of the industrial sector from the existing ones is that it comprehensively takes into account all possible institutional factors of the market environment, the study and adjustment of which in practice, allows to identify problems, develop innovative approaches to the management of the industrial sector, taking into account the increase in efficiency. The paper investigated the foreign experience of innovative management of the industrial sector in the conditions of digitalization of the economy. Emphasized on:- development of digital infrastructure; application of big data. The study examined the experience of developed economies of the world, such as: USA, Japan, France, Germany, Germany, South Korea, China. The study of foreign experience has shown that management is built not only on the principles of planning strategic indicative indicators, but also on the development, transfer of progressive management technologies, the formation of innovative organizational and management structures, including divisional. Strategic indicative indicators of industrial development in world practice are achievable exclusively through the application of innovations and innovations in the management system of the economy and industry. This world experience should be applicable to the Republic of Kazakhstan, within the framework of improving strategic programs and concepts, in which special attention should be paid to the transfer of progressive management innovations and innovations. 2) Problems in the field of influence of the innovation management system taking into account the factors of digitalization on the intensification of the functioning of the industrial sector of Pavlodar region. In the course of the study the main trends in the development of the industrial sector of Kazakhstan were analyzed. The maximum specific weight of industrial enterprises in the Republic of Kazakhstan falls on private ownership, with a stable positive trend in this priority. Within the framework of the second stage of implementation of the State Program of Industrial-Innovative Development the main focus of training of innovative managerial personnel was concentrated on the machine-building industry, metallurgy and food industry. The Republic of Kazakhstan is experiencing positive trends in attracting foreign investment in the industrial sector of the economy, as evidenced by the positive dynamics of industrial enterprises with foreign shareholding and industrial enterprises that are wholly foreign-owned. The corporate foundations and activities of leading corporations are maximally concentrated in such industries as: petrochemicals; metallurgy. The established corporate foundations in the industrial sector of the economy became an impetus for attracting foreign management experience, introducing international management systems and innovative organizational and management structures. In the years of intensification of innovation development there were active tendencies of introduction of international management standards of ISO and OHSAS series. The country implemented a wide range of State Programs on innovative development of industry and formation of innovation infrastructure. The main content of the programs is focused on: intensification of labor productivity growth; growth of gross value added in industrial products; export growth; investments in fixed capital, new technologies. Based on the analytical research, the current mechanism of innovative management of the industrial sector of the Republic of Kazakhstan was designed. The current mechanism has reserves for improvement in the field of comprehensiveness and systematicity, but takes into account the levels of the economic system and innovative management methods, according to theoretical studies. Studies have shown that the management of the industrial sector of Pavlodar region is built on the close interrelation of such management levels as: macro-level; meso-level. Team-administrative approaches and linear-functional organizational management structures are used in the management process. The interaction of the regional management system with the management systems of industrial enterprises is insufficient. In managing the industrial sector, a wide range of tools is applied, which is focused on state investment support. The main systemic measures of public investment and financial support for the industrial sector of the economy require a wide range of evidence base and contribute to subsequent administrative difficulties. As part of the region's industrial management, a Special Economic Zone with 7 infrastructure elements and 11 innovative industries has been established and is functioning in Pavlodar region. The main problems of the Special Economic Zone are: low tendencies of attracting investments, low level of added value in manufactured products, low number of created jobs. The region pays special attention to the digitalization of industrial sector management in accordance with the State Concept of Digital Transformation for 2023 - 2029. The concept involves the implementation of 10 directions, which are not fully reflected in the regional industrial policy of Pavlodar region. Studies have shown that when implementing the Concept of digitalization in the region, the maximum amount of investment was in the energy sector - 97.4%. Investments in digitalization of machine-building industry, petrochemical industry and metallurgy vary in the range from 0.3% to 2%, which is insufficient for their innovative development. Within the application of innovative organizational and management structures in the region, the system of project offices is applied. The system of project offices is limited to the activities of large industrial enterprises, such as JSC “Kazchrome”, JSC “Kazakhstan Electrolysis Plant” and to a small extent applied in the system of small and medium-sized businesses. Directly assessing the impact of innovation management system and digitalization processes on the intensification of the functioning of the industrial sector of Pavlodar region was carried out in the following areas: - assessment of the contribution of industry to the economic growth of the region. The industrial sector of the region, from the nominal point of view, experienced a wave-like cyclical economic growth, while from the real point of view the industrial sector was subjected to a significant economic decline from 11.56 to 7.02 billion USD. - assessment of the dynamics of the main economic indicators of the functioning of the industrial sector of Pavlodar region. The research has shown that: there is a nominal economic growth in industry; manufacturing industry has a significant prevailing character over mining industry; the number of personnel employed in industry is relatively stable; there are cyclical investments in fixed capital; there is a positive dynamics of profit with cyclically unstable trends in profitability; the profitability of industrial enterprises is low; - assessment of the indicators of management efficiency of the industrial sector of Pavlodar region. Evaluation of indicators shows that: there are tendencies of decrease in the specific weight of manufacturing industry; growth rates of production volumes in manufacturing industry, in the complex do not outrun growth rates of production volumes in mining industry; there are negative growth rates of investment investments in the industrial sector of economy; growth rates of profitability of industrial enterprises, in the complex do not outrun growth rates of profit of industrial enterprises; - assessment of innovation activity of the industrial sector. The assessment of innovation activity shows that: there is an extremely small number of organizations in the region performing R&D; there is a tendency of cyclicality of the number of human resources involved in R&D; the dynamics of financing of R&D expenditures is cyclically unstable; there is a relatively small number of innovation-active enterprises in the region; the production of innovative products is cyclically unstable. In the Complex, the conducted research allowed to identify the following system-forming problems: annual decrease in the share of manufacturing industry. As of 2022, in comparison with 2013, this indicator decreased by 5.9%; the outstripping growth of the extractive industry over the manufacturing industry. The maximum advance was in 2014 - 2020; uneven and unstable investments in industry and digitalization. 3) Model of innovative management of the industrial sector of Pavlodar region in the conditions of digitalization. Within the framework of development of the main directions of improvement of innovative management of the industrial sector of the economy of Pavlodar region in the conditions of digitalization the following model of innovative management of the industrial sector of Pavlodar region in the conditions of digitalization is proposed. Taking into account the world trends of management, building a model of innovative management of the industrial sector of Pavlodar region should be based on the process approach, where the elements of management are built not on the principle of subordination, but on the principle of optimal interaction. Each process of the model of innovative management of the industrial sector should be complemented by the corresponding processes of digitalization on the one hand, and on the other hand by organizational and managerial elements. The process approach will allow both at the micro- and regional levels to create innovative organizational and management structures. The innovative organizational and management structure of management of the industrial sector of the region is proposed. The peculiarity of the proposed organizational structure is the use of an innovative approach of horizontal links, abolishing hierarchy in the management system. Innovative approach to the organization of management of the industrial sector of Pavlodar region should be built both in the system of functioning of industrial enterprises and at the regional level. In this system a special role should be given to the mechanisms of implementation of state regional programs, indicative plans, and such processes of digitalization should be intensified as: increasing the efficiency and participation in the work of industrial enterprises of the regional IT-technology center (DATA-center); construction of digital systems INTRANET and EXTRANET; introduction of specialized software IT-technologies; training of personnel for digitalization of industry. 4) Prospects for the impact of innovation management and investment assessment in the development trends of the industrial sector of Pavlodar region. For the optimal functioning of the industrial sector in the conditions of its digitalization, the assessment of prospective investments in digitalization has been made. It is necessary to invest about 1.7 trillion tenge in the digitalization of industry until 2027. The calculation was made taking into account the world experience, in which the specific weight of investments in digitalization of industrial enterprises from the total volume of production by 2025 will be at least 24%. In the case of the Republic of Kazakhstan and Pavlodar region, taking into account the fact that the country is considered as a state with a developing economy, the indicator of 12% was taken as a basis. It is also proposed to carry out effective structuring of investments in the context of industries in the region. A significant share of investments should be focused on mechanical engineering and metallurgy - 35%, as well as the petrochemical industry - 20%. The total economic effect of investments in digitalization should amount to about 347.95 billion tenge. The economic effect is calculated for a strategic period of 5 years, with a normative annual efficiency of 20%. The final qualitative resultant indicators of functioning of the industrial sector of the region will be: growth of the specific weight of the manufacturing industry in the total volume of industrial production; outstripping the growth rate of production in the manufacturing industry of the growth rate of production in the mining industry. These indicators will amount to 111.8% and 68.6% respectively. The region will see: an increase in the number of innovation-active industrial enterprises; an increase in the level of innovation of products manufactured in the industrial sector from 3.49% to 24.2%. Description of the main results of the study: 1) Modern theories and concepts explaining the essence of innovation management are studied. The key approaches and interrelationships of categories in the theory of management are described. Having analyzed the theoretical foundations, innovation management is considered as a process; as a change; as a result; as a system; as a professional activity. In modern theory, most scientists, along with the term "innovation management (innovation management), apply the term "management of innovations". As the leading criteria that distinguish innovation management from innovation management, the following criteria are emphasized: object and subject; purpose and types of innovation; elements and level of impact; functions and stages; methods and principles. The study of management methods and their comparison with the signs of innovativeness to the general classification is expanded by the study of non-standard management methods; 2) The mechanisms and tools for building a system of innovative management of the industrial sector in the conditions of digitalization are analyzed. The processes of introducing digital technologies that contribute to the development and optimization of production and management processes have been studied. The fundamental basis for building the mechanism of innovative management of the industrial sector in the conditions of digitalization is represented by the adoption of measures to restructure the mechanisms of innovative management of the industrial sector. The main results will be an increase in the quality and efficiency of management, growth in the volume of industrial production, optimization and reduction of production costs, increased labor productivity, increased competitiveness and innovativeness of industry; 3) International experience in the field of innovative management of industry in the context of digitalization is studied. Examples of successful practices and models applied in different countries are given, and the possibility of their adaptation in local conditions is assessed; 4) A detailed analysis of the current situation and practice of innovation management in the industrial sector of Pavlodar region is carried out. The main problems, achievements and prospects for further development in the conditions of digitalization are investigated; 5) The impact of the innovation management system and the digitization process on the efficiency and intensity of functioning of the industrial sector of Pavlodar region is assessed. Quantitative and qualitative data confirming the changes and problematic aspects are given. 6) The developed model of innovation management adapted to the conditions of Pavlodar region is described. Attention is paid to the key elements and structure of the model, as well as its integration with digital technologies. The model is focused on solving problems at the micro level (production and economic activity of regional industrial enterprises); meso level (management system of the industrial sector at the regional level, within the framework of state regional administrations); and macro level (compliance of indicative indicators of functioning of the industrial sector of the regional economy with the target benchmarks of state programs). In general, the criteria (postulates) for assessing the effectiveness of the model of innovation management of the industrial sector of Pavlodar region in the conditions of digitalization are represented by an increase in the activity of design and implementation of investment projects for digitalization of industrial enterprises and their management systems; digitalization of all priority sectors of the economy (mechanical engineering, metallurgy, petrochemical industry); implementation of projects for digitalization of small industrial enterprises; achievement of a progressive share of investment in cyber-industrial sector of Pavlodar region. The forecast of further industrial-innovative development of the industrial sector of Pavlodar region is made. Current trends, results of innovation management implementation and prospects of digital technologies development are taken into account. The scientific novelty of the study lies in the fact that it is an economic research aimed at developing theoretical provisions as well as practical recommendations for the development and application of innovation management in the industrial sector of the region in the conditions of digitalization. The most significant results obtained in the course of the study and their scientific novelty consist in the following: 1) The general methodology of building the mechanism of innovative management of the industrial sector in the conditions of digitalization is proposed, which provides a systematic approach to the integration of digital technologies in industrial management; 2) A comprehensive assessment of the impact of the system of innovative management and digitization processes on the intensification of the industrial sector of Pavlodar region, which allows to identify specific points of growth and optimization; 3) A model of innovative management of the industrial sector of the Pavlodar region is developed 4) On the basis of correlation analysis, the forecast of the main parameters of sustainable industrial-innovative development of the industrial sector of the economy of Pavlodar region was calculated, which allows to strategically plan the development of the region and adapt to the rapidly changing conditions of the digital economy. Correspondence to the directions of science development or state programs. The dissertation research was carried out within the framework of regulatory and legal documents such as: State program of industrial-innovative development of the Republic of Kazakhstan for 2020-2025; Concept of development of creative industries for 2021-2025; Concept of development of manufacturing industry of the Republic of Kazakhstan for 2023-2029; Concept of digital transformation, development of information and communication technologies industry and cybersecurity for 2023-2029. Description of the contribution of the applicant to the preparation of each publication. The provisions and conclusions obtained in the course of the thesis research are reflected in one foreign publication indexed in Scopus, 5 articles in the publications recommended by the authorized body, 9 articles in the collections of international scientific-practical conferences. The personal contribution of the co-researcher is expressed in the independent organization and implementation of all stages of the study, preparation of publications on the results of the study and their approbation. Dissertation work includes scientific results and conclusions that have found application in solving practical problems and tasks of economic management of Pavlodar region (act of implementation in the activities of the state institution "Management of industrial-innovative development of Pavlodar region"). The dissertation research was introduced into the educational process of the university for teaching economic disciplines.
