Abstract (English): In the conditions of modernization of education, the need for instrumental and methodological support of teachers is increasing. The issues of developing effective strategies and approaches for training and supporting teachers in the context of changes in the educational system remain relevant. Modern education faces the challenges of introducing new technologies and increasing qualification requirements for the teacher corps. There is a need to create digital solutions to help teachers adapt and improve the quality of learning. The research in this area will help to identify the problems and needs of teachers and develop recommendations for their professional growth and digital literacy, as well as create effective tools. Relevance of the study. In the context of modernization of education, ensuring professional growth of teachers becomes an important task. Radical changes in the content of education and the diversity of teaching methods complicate the fulfillment of professional tasks, requiring constant adaptation of the teacher corps. Although teachers realize the need to improve their IT competencies, they often limit themselves to changing individual methods, which leads to insufficient preparation for the formation of personal IT competencies important for their development. N.V. Bordovskaya notes that subject-specific professional development programs usually do not address the renewal of the meaning of teachers' professional activity and focus on the thematic content and methodological side of work. We believe that the methodological system of work with the teacher corps in educational organizations, focused on the goals of society and the results of pedagogical activity, does not sufficiently solve the problem of developing digital literacy of teachers. This emphasizes the need for instrumental support of the process of improving digital literacy, which will allow to strengthen their IT-competencies more effectively and achieve results in a short period of time. To address the issues and problems that have arisen, it is advisable to create a system of instrumental and methodological support for the teacher corps, supporting them as subjects of digital activity. In this context, it is especially important to awaken teachers' desire for self-education. The key direction will be support that promotes the active and effective development of their digital literacy. Modern education in Kazakhstan is undergoing active modernization, requiring new knowledge, skills and IT-competencies from teachers to effectively apply modern methods and digital tools. We believe that for the successful implementation of changes it is important not only to train teachers, but also to create a system of instrumental and methodological support to facilitate their professional development. The relevance of the research topic is due to the need to develop effective tools to support the teaching community in a rapidly changing educational environment. In the modern world, where technology and information resources play an important role, teachers need to possess new competencies for successful adaptation and provision of quality education. Thus, the creation of instrumental and methodological support that promotes the mastery of new technologies and digital literacy of teachers is a key task for improving the quality of education. Studying the specialized literature of domestic scientists, it is revealed that a significant contribution to the development of methodological support of teachers was made by Kazakh researchers such as Zulpykhar J.E., Mubarakov A.M., Serik M., Sadvakassova A.K., Ermaganbetova M.A., Shyndaliev N.T., Karieva K.U., Davletova A.H. and others, these scientists have developed and implemented modern approaches, methods and technologies of information and communication support, which played a key role in improving the quality of education. Theoretical basis of pedagogical support was formed by fundamental studies of such scientists as Fedina L.V., Adushkina K.V., Mukhina T.G., Netsenko O.V. These researchers made a significant contribution to the development of concepts and approaches underlying effective pedagogical support, contributing to the comprehensive development of students and improvement of the educational process. In the context of modern educational challenges, special attention should be paid to the studies devoted to the substantiation of pedagogical mechanisms to support digital literacy of the teacher corps. In this direction, the ideas and works of E.F. Alieva, D.A. Antonova, T.A. Boronenko, A.Y. Uvarov and other scientists have become an important theoretical and practical reference point. When developing the system of instrumental and methodological support for the teacher corps, we relied on the methodological principles of pedagogical design, deeply revealed in the works of M.V. Samoylova, L.F. Sultanova, and other authors engaged in the study of complex processes affecting the evolution of the inner world of a person. These studies allowed us to consider pedagogical design not only as a technical process, but also as a tool that can significantly influence the quality of life and personal development of teachers. Thus, we believe that academic research provides significant material that can form the basis for our study. Support acts not only as a means of interaction and disclosure of internal potentials, but also includes the integration of digital resources that promote self-development of the teacher corps, which provides access to online courses, educational platforms, experience sharing and coaching programs through digital technologies. The conditions of teachers' use of digital technologies for active implementation of innovative educational practices remain under-researched, which requires further research and development of effective strategies for their use. The lack of instrumental and methodological support and management mechanisms that motivate the development of digital literacy hinders teachers' professional development and limits access to necessary resources, reducing their support in adapting to modern requirements. The analysis of scientific literature and educational practice has allowed us to identify contradictions and problems: - of scientific-theoretical nature - between the need to introduce digital literacy in pedagogical activity as an actual requirement of quality education and the lack of scientifically substantiated conditions for the creation of a unified methodological platform as a means of instrumental and methodological support; - pedagogical character - between the objective need of the teacher corps for quality methodological support and the lack of conditions for the introduction of innovative educational technologies in educational organizations due to the lack of technical equipment; - methodological nature - between the need to develop resources of instrumental-methodological support for the teacher corps and methodologist, and the lack of scientifically grounded methodological recommendations on the management of pedagogical activity in the conditions of modernization of education. Research problem: theoretical and practical substantiation of digital tools of instrumental and methodological support in the pedagogical activities of the teacher corps in the conditions of modernization of education. The choice of the topic is conditioned by the need to provide the teacher corps with digital technologies and tools based on interdisciplinary integration of teaching, contributing to the improvement of digital literacy, IT-competencies, quality of knowledge and teaching effectiveness through instrumental-methodological support in the conditions of modernization of education. Purpose of the study: the design and implementation of the teacher corps activity through the application of instrumental-methodological support in the conditions of modernization of education. Object of the study: the process of supporting the activities of the teacher corps in the conditions of modernization of education. Subject of the study: the study of instrumental-methodological support of the teacher corps in the conditions of modernization of education. In accordance with the purpose, object and subject of the study, the research hypothesis was put forward: the design of instrumental-methodological support of the teacher corps in the conditions of modernization of education will be effective, if we develop and implement instrumental-methodological support for the teacher corps, it will provide an increase in the level of IT-competence of teachers, as new digital tools and technologies will help teachers to better adapt to modern educational standards and requirements. To achieve this goal, the following research objectives were set: 1. To substantiate the concept of “instrumental-methodological support” in the integration of geography and informatics subjects in the conditions of education modernization. 2. To develop a model of designing instrumental-methodological support of the teacher corps in the conditions of modernization of education. 3. To develop a program of instrumental-methodological support for the teacher corps of the Republic of Kazakhstan. 4. To identify the forms of instrumental-methodological support to improve digital literacy and professional competence. 5. To design an educational platform of instrumental-methodological support for the teacher corps in the integration of subjects of geography and informatics in the conditions of modernization of education. 6 . To carry out experimental work on the implementation of the program and educational platform of instrumental-methodological support of the teacher corps through the application of the developed digital tools. The leading idea of the study: scientific comprehension of the problems of designing instrumental and methodological support for the teacher corps in the conditions of modernization of education will contribute to the adoption of effective decisions on the implementation of the program and support in the integration of geography and informatics subjects, which, in turn, will lead to an increase in digital literacy, professional competence, improving the quality of knowledge and teaching effectiveness through the use of digital tools. The methodological and theoretical basis of the study was a systematic approach to the study of pedagogical processes, as well as modern theories of professional development and education, methods of empirical research, including experimental and diagnostic methods. The sources of the study were scientific publications on pedagogy and teaching methods, official documents and standards in the field of education, the results of empirical studies and experiments, as well as the experience and practices of educational institutions that implement modern digital technologies and methods in the educational process. The methodology is based on the combination of methods of system analysis of the advantages of instrumental-methodological support in the conditions of modernization of education in the Republic of Kazakhstan, with experimental research on the introduction of educational platform “MetodikaPro” in educational activities for the implementation of pedagogical tasks in the effectiveness of the educational process. The following methods were used in the study of experimental work on the introduction of the instrumental-methodological platform “MetodikaPro”: theoretical, empirical, statistical and analytical. Theoretical methods consist in the study of scientific literature on the research problem, analysis of normative acts, systematization, analysis, comparison, selection of research methods and competence assessment. Empirical methods are based in conducting experimental work to identify cognitive skills, knowledge and use of digital tools in educational activities through questionnaires and testing. Statistical methods allow mathematical processing of the data obtained during the study using the Cramer-Welch test and Wilcoxon-Manni-Whitney test. Analytical methods include processing and interpretation of data, critical analysis, generalization and formulation of conclusions, which allows a deeper understanding of the problem under study and confirm or refute the hypothesis of the study. Base of the study: SCCP “Methodical Center” of the akimat of Astana city, 14 organizations of secondary education in the cities of Kazakhstan, including: Astana - 9; Almaty - 2; Kosshy - 1; Ust-Kamenogorsk - 1; Shchuchinsk - 1. Stages of the research. The study was conducted in the period from 2021 to 2024 and included three main stages: The first stage (ascertaining, 2021-2022) is devoted to the study of the initial level of digital literacy of the teacher corps of Kazakhstan. Surveys and testing were conducted, and digital resources and tools were developed (tool-methodological platform “MetodikaPro”, video lessons). The second stage (formative, 2022-2023) is aimed at improving digital literacy of the teacher corps of the experimental group through various forms of methodological work (seminars, webinars, etc.). Testing was conducted to assess the effectiveness of these activities. The third stage (final, 2023-2024) is devoted to analyzing the results of the study. A comparative analysis of the results of initial and final testing was given, and the effectiveness of using the instrumental-methodological platform “MetodikaPro” was evaluated. The scientific novelty and theoretical significance of the study consist in substantiating the concept of "instrumental and methodological support" in integrating geography and computer science subjects in the context of education modernization; developing and implementing a model for designing instrumental and methodological support for the teaching staff in the context of education modernization as a reflection of the modern use of digital technologies in the educational process and as a tool for improving the quality of education; developing a program and instrumental and methodological support for the teaching staff; identifying forms of instrumental and methodological support to improve digital literacy and ICT competencies; designing and developing an educational platform for instrumental and methodological support for the teaching staff in integrating geography and computer science subjects in the context of education modernization, facilitating the introduction of new digital technologies, approaches and methods aimed at providing the educational process with educational materials; conducting pilot work on the implementation of the program and educational platform for instrumental and methodological support for the teaching staff through the use of the developed digital tools. The practical significance of the study is as follows: - digital educational tools (methodological recommendations, original lessons "Digital Didactics" on the YouTube channel) have been developed, used in the practical activities of the teaching staff to improve the quality of teaching and professional and personal development; - the instrumental and methodological platform "MetodikaPro" has been introduced into the educational activities of the teaching staff; - the research materials have been taken into account in the development of curricula and special courses for the teaching staff of secondary education organizations in the cities of Kazakhstan (Astana, Almaty, Kosshy, Ust-Kamenogorsk, Shchuchinsk). The reliability and validity of the scientific results are based on theoretical provisions and practical conclusions, ensured by the following factors: the use of theoretical and methodological approaches to the study of instrumental and methodological support for the teaching staff; the use of a systems approach in the study; compliance of the obtained data with the goals and objectives of the study; logically structured scientific research, as well as confirmation of the effectiveness of the experimental work carried out. The program of instrumental and methodological support for the teaching corps of the Republic of Kazakhstan for solving educational problems using digital technologies. 3.1 The impact of digitalization of education on the structure and content of the instrumental and methodological support program. 3.2 The program of the optional course "My Homeland - Kazakhstan" (9th grade) as a means of developing analytical and communication skills through the integration of geography and computer science using digital tools. 4. Forms of instrumental and methodological support for improving digital literacy and ICT competencies. 4.1 Using various forms of organizing methodological work (round tables, briefings, discussions, etc.) for instrumental and methodological support of the teaching staff. 4.2 Development of digital educational tools (methodological recommendations, original lessons "Digital Didactics" on the YouTube channel, Elorda mektep, digital pedagogical platform, digital teacher). 5. Instrumental and methodological platform for supporting the teaching staff in the context of education modernization, facilitating the introduction of new digital technologies, approaches and methods aimed at providing the educational process with educational materials. 5.1 Development of the instrumental and methodological platform "MetodikaPro" based on the needs identified as a result of the survey of the teaching staff. 5.2 Creation of the platform "MetodikaPro" for effective support of the educational process. 6. Results of the pilot work on the implementation of the program and educational platform for instrumental and methodological support of the teaching staff through the use of developed digital tools. 6.1 Testing of the platform "MetodikaPro" in secondary education organizations of the cities of Kazakhstan. 6.2 Comparative analysis of the results of the initial and final testing of the teaching staff. Testing and implementation of the research results. The main provisions and results of the research were reported and discussed at international, republican and city scientific and practical conferences, congresses, seminars and forums: - international conferences: "Advantages and possibilities of electronic textbooks in the educational process" (Almaty, 2021); - international seminars: "Using active learning strategies in a modern school" (Astana, 2022); - republican congress: "Modern views and approaches in geographical education" (Turkestan, 2022); - republican seminars: "Lesson effectiveness as an improvement in the quality of education within the framework of the updated educational content" (Astana, 2022); "Efficiency of teaching and learning through lesson research" (Astana, 2022); - city forums: "Improving the content of core subjects" (Astana, 2022); city conferences: "Updating the content of education: a guide to the future" (Astana, 2021); "Resource provision for the educational process" (Astana, 2022); city seminars: "Criteria for the success of a Lesson study" (Astana, 2022); "Orienting geographical knowledge to education in the 21st century" (Astana, 2023). Some provisions and results of the study were discussed at: - the republican open pedagogical platform of the Education Department on air "Feedback in distance learning" (Astana, 2021); "Practice of working with electronic textbooks of the Almatykitap baspasy publishing house" (Astana, 2022); "Advantages of working with projects to replenish students' knowledge losses during distance learning" (Astana, 2022); - the republican competition under the Ministry of Education and Science of the Republic of Kazakhstan "Organization of work with TOPIQ electronic textbooks" - 1st place (Almaty, 2022); - when conducting advanced training courses for the teaching staff within the framework of the national project "Education" on the issue of "Supporting the professional growth of teachers" (Astana, 2021). Within the framework of the Republican Project of the Ministry of Education and Science of the Republic of Kazakhstan “TV-Lessons”, 13 original lessons filmed by the Khabar agency were developed and implemented, which were broadcast on television on the ElArna and Balapan channels to ensure the effectiveness of the educational process and instrumental and methodological support for the teaching staff in remote mode during the COVID-19 period. About 42 short-term plans and presentations for lessons with voice accompaniment, developed within the framework of the “Metropolitan Electronic School” project of the Astana Department of Education, are uploaded to the “elorda-mektep.kz” platform. Best practices have been implemented and disseminated in the projects of the Astana Department of Education: “Master's Hour” (Astana, 2022); “Association of Teachers” (Astana, 2022). On the Digital Pedagogy platform (Astana, 2022, 2023), training seminars for the teaching staff have been developed and uploaded: “Electronic textbook platform as a means of improving the quality of teaching in geography lessons and other subjects in secondary education organizations”; “Updating the content of education: a guide to the future”; “Organization of formative assessment during distance learning” (Astana, 2022). Provision of methodological support to the teaching staff through the Astana Department of Education project "Pedagogical Landing" (2022, 2023). Carrying out expert work: 1. "National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan" (examination of UNT and ATK assignments, appeal of ATK test assignments). 2. "Astana Department of Education" (examination of teachers' portfolio assessment). 3. “National Academy of Education named after I. Altynsarin, Ministry of Education” (preparation of draft amendments and additions to the State Educational Standard of the Republic of Kazakhstan, in subjects of all levels of secondary education). Development of author's manuals and collections "Methodological recommendations for assessing students' academic achievements, compiling SAU and SAT" (Astana, 2022); "Methodological recommendations for computer science teachers on organizing the educational process using digital tools" (Astana, 2024); "Collection of lesson plans for grades 7 and 8"; program of the optional course of integrated lessons on geography and computer science "My Homeland - Kazakhstan for grade 9" (Astana, 2021); " Using digital cards for students in grades 10-11" (Astana, 2023). The results of the study on the implementation of the author's instrumental and methodological platform "MetodikaPro" as the main resource for instrumental and methodological support of the teaching staff were tested in secondary education organizations in the following cities of Kazakhstan: Astana (No. 1, 3, 15, 16, 17, 28, 30, 62, 79); Almaty (No. 71, 142); Kosshy (No. 2); Ust-Kamenogorsk (No. 20); Shchuchinsk (No. 4). Discussion and implementation of the research results: During the research work, 9 scientific papers were published: in an international peer-reviewed scientific journal with a non-zero impact factor in the Scopus database (Q2) - 1 article; in journals recommended by the Committee for Control of Educational Institutions and Societies (Committee for Control in the Sphere of Education and Science) - 3 articles; in international conferences - 5 articles. The first section, “Theoretical Foundations of Designing Instrumental and Methodological Support for the Teaching Corps in the Context of Education Modernization,” describes the key aspects necessary for understanding and implementing effective support for the teaching corps in the context of modern changes in the educational system. The section covers the impact of education modernization in the Republic of Kazakhstan on the activities of the teaching corps, describes the concept and meaning of instrumental and methodological support, and offers a design model that integrates approaches and methods necessary for the successful implementation of educational tasks and improving the quality of teaching. The second section, “Practical Foundations of Designing and Implementing Instrumental and Methodological Support for the Teaching Corps,” examines the key aspects of implementing and applying instrumental and methodological support in educational practice. This section analyzes the support program using integrated subjects such as geography and computer science as an example, and discusses various forms of activity such as seminars, webinars, and trainings that support the professional development of the teaching corps. The role of the educational platform as an information resource that facilitates the effective implementation of instrumental and methodological support and provides access to the necessary educational materials and resources for the teaching staff is also considered in detail. The third section, "Experimental work of instrumental and methodological support for the teaching staff in pedagogical activity," examines the key stages and results of the experimental work; assesses the level of digital literacy of the teaching staff, which allows determining basic skills and needs in the field of digital technologies; analyzes the degree of use of digital tools in the educational activities of the teaching staff. The results of the experiment are presented, and an analysis of the testing of the instrumental and methodological platform "MetodikaPro", which is implemented in the educational process, is given.
