
A competition is being announced to fill the vacant position of Board member-Vice Rector for Digitalization – Digital Officer
The Board of Directors of the Non-Profit Joint Stock Company “The L.N. Gumilyov Eurasian National University” is announcing a competition for the vacant position of a member of the Management Board - Vice-Rector for Digitalization - Digital Officer of the Non-Profit Joint Stock Company “The L.N. Gumilyov Eurasian National University”, located at: Kanysh Satpayev str., Almaty district, Astana, 2.
The main subject of the Company’s activity is the provision of educational services in the field of higher, postgraduate, technical and professional, post-secondary and additional education.
The purpose of the activity is to create necessary conditions for obtaining high-quality education, training and teaching aimed at the formation, development and professional development of a personality based on national and universal values, achievements of science and practice, as well as for the development of scientific potential and commercialization of developments.
Requirements for the participants of the competition:
Education:
- higher and postgraduate technical education in information technologies;
- availability of a scientific degree (candidate of sciences, doctor of sciences, doctor of philosophy (PhD), industry-oriented doctor or an academic degree of doctor of philosophy (PhD), industry-oriented doctor) is welcome;
- availability of valid professional certificates (diplomas) on completion of advanced training courses in educational management, in the fields of digitalization, information security, project management is welcome;
- additional education in management, MBA degree is welcome.
Work experience must meet one of the following requirements:
1) at least 10 years of work experience in functional areas of the position in progressively more complex positions, including at least 7 years in senior positions in educational and scientific organizations are welcome;
2) at least 7 years of work experience in the fields corresponding to the functional areas of this position, if there is at least 3 years of work experience in senior positions and subject to completion of postgraduate education programs in educational institutions under the President of the Republic of Kazakhstan or in foreign higher educational institutions in priority specialties approved by the Republican Commission;
3) at least 5 years of work experience for persons enrolled in the Presidential Youth Personnel Reserve, if they have at least 3 years of work experience in senior positions.
Additional requirements if available (if any):
1) availability over the past 5 (five) years of monographs and scientific publications in international peer-reviewed journals and domestic journals included in the List of Journals recommended by the CQAFSHE MSHO RK for the publication of the main results of scientific activity;
2) Experience in implementing projects in digital transformation, information technology or related fields is welcome;
3) Established good relations with leading foreign universities, educational organizations and financial institutions.
Main functional responsibilities:
1) Provides guidance and coordination in the field of IT, technical, and information security of the University;
2) Develops the main directions of the Company’s policy in the field of digitalization and organizes its implementation;
3) Takes comprehensive measures to ensure information security in the Company;
4) Develops and ensures the implementation of a strategy for digitalization, the development of an innovative ecosystem in accordance with the general priorities of the Company’s policy and prospects for its development;
5) Represents the Company in government agencies and other organizations, acting as a representative of the Company’s brand (brand ambassador), embodying and promoting the mission and values of the Company
6) Creates favorable conditions for attracting and retaining talents;
7) Ensures the adoption of measures for the digital transformation of the Company, the development and implementation of the latest digital technologies, introduces data analytics into business processes, develops and constantly improves the SMART infrastructure.
Proficiency and Competences:
1) Knowledge of the regulatory legal acts of the Republic of Kazakhstan regulating relations in the areas corresponding to the specialization of the position;
2) Compulsory knowledge of the state and Russian languages, knowledge of English is welcome;
3) Knowledge of the basic principles of management in the field of education;
4) Knowledge in the field of project management, corporate governance;
5) Negotiation and effective communication skills.
6) Technical knowledge in the field of modern digital technologies and their applications, such as data processing, the Internet of Things, etc. welcome;
7) The ability to explain complex technical concepts in simple language;
8) Understanding the ethical aspects of digitalization and experience in implementing best practices is welcome;
9) Experience in implementing digital transformation strategies, applied skills in effective digital project management, including planning, budget and deadline control, as well as risk management are welcome.
Qualities:
1) Demonstrating a firm and personal commitment to the mission and values of the Company;
2) The presence of the following qualities: initiative, integrity, business management, decision-making, leadership, strategic thinking, change management and the ability to work in a team;
3) Analytical skills, in-depth knowledge of data processing processes and their use in decision-making, attention to detail are welcome.
Persons who cannot participate in the competition:
1) under twenty-five years of age;
2) having previously committed a corruption offense;
3) having an unspent or outstanding criminal record;
4) registered in special medical institutions;
5) other cases provided for by the legislation of the Republic of Kazakhstan.
The person applying for participation in the competition submits the following documents:
1) an application in the prescribed form;
2) a copy of the identity document of the participant of the Competition;
3) the track record of the participant of the competition with a 3x4 color photo in the prescribed form;
4) copies of documents on education and appendices to them with the presentation of the originals for verification;
5) a copy of the document or an electronic statement confirming employment;
6) medical certificate of health status (medical professional advisory opinion) in form No. 075/u;
7) a certificate from a neuropsychiatric organization issued no more than one year before the date of submission of documents, in accordance with the legislation on public services;
8) a certificate from a drug treatment organization issued no more than one year before the date of submission of documents in accordance with the legislation on public services;
9) a certificate of the presence or absence of a criminal record from the e-government portal for citizens (PSC, Egov portal.kz, etc.);
10) a certificate of the presence or absence of information about the commission of a corruption offense from the e-government portal for citizens (PSC, Egov portal.kz, etc.);
11) consent to the collection and processing of personal data for participation in the competition for vacant positions in the Company.
Acceptance of documents for participation in the competition is carried out within 20 (twenty) calendar days from March 6, 2024.
The date and place of the interview will be announced additionally.
