Abstract (English): The dissertation by Yerbol Sarmurzin on the topic "Pedagogical conditions of developing managerial competence offuture pedagogues", submitted for the degree of Philosophy Doctor (PhD) in the educational program "8D01103 - Pedagogy and Psychology." The relevance of the research is determined by changes in the global economic and political situation, which require adaptation to a competitive environment and set new requirements for the formation of a modern personality, education, and training. These changes pose new tasks for human capital and the quality of education. The goal is to adapt the education system to the requirements of the present time, in accordance with the priorities of socio-economic development. The modern educational paradigm in the educational process is based on the formation of a professionally competence of a citizen, fully mastering skills, engaging in social life, creativity, and constantly developing, capable of independently seeking information and differentiating it. According to the rules of the labor market, the education system should not only provide a person with knowledge but also create a need for continuous learning and independent research, contributing to the development of independent knowledge acquisition. In the education system, new trends and changes are observed, aimed at meeting these requirements. In our country, as in other countries of the world, significant measures are being taken to improve its own education system in accordance with modern requirements, strengthen international ties in the field of education, and enter the international educational arena. The reform of the education system of the Republic of Kazakhstan is aimed, first of all, at increasing the competitiveness of future specialists studying in higher educational institutions, in accordance with global integration. These reforms in the field of domestic education are one of the main positions of the country's strategic development. It is necessary to improve the quality of education for pre service teachers so that they can meet a wide range of requirements and duties aimed at providing quality education in accordance with modern requirements. One of the innovations contributing to achieving a higher quality level in the education system is the training of teachers who can make their own decisions in accordance with the requirements of today's time and are capable of solving any complex tasks, carrying professional and managerial responsibilities. Ensuring the level of education while coordinating the educational process in a new formation in accordance with the requirements of the time contributes to increasing responsibility for free entry into the global education arena. The concept of "competence," actively used in the education system of developed countries, is also intensively applied in the education system of our country in accordance with the new educational standard. The main reason for this is that bringing educational organizations into line with modern requirements and coordinating their work in a productive direction is only possible under the guidance of educated and highly qualified managers. To improve the quality level of education, it is important to prepare specialists capable of appropriately coordinating the educational process and possessing professional managerial competence. The modernization of the modern educational process makes the long-term needs of personality development for society and the state more evident. Because the economic success of developed countries is closely related to the high productivity of the education system. Today, various reforms are being carried out in the higher education system worldwide. First of all, there is a need to urgently organize changes in the organization, provide new quality services, develop the economy in accordance with the process of globalization, competition, and growing demand. In addition, there is a tendency to give priority attention to the quality of human resources and intellectual labor in organizations. Changes in the pace of socio-economic development require everyone to orient towards the future, plan life and professional prospects, and manage. Therefore, in the science and practice of pedagogy, the management of an individual pedagogical process is considered on a scientific basis, and the tendency to use scientific research and solutions as the basis of leadership is strengthened. Based on the experience of educational systems of developed and advanced countries, it is clear that along with belief in the leadership potential and professional qualifications of teachers, emphasis is placed on improving managerial abilities. The formation of managerial competence in future teachers will contribute to achieving the main goal of improving education - improving the quality of teaching, designing the educational process, and ensuring the professional development of the teacher. On the one hand, the country's education system is developing based on the conditions of educational trends in the context of globalization in accordance with the international educational process. On the other hand, from a market perspective, there is an opportunity for the foundation of the country's economy, as well as for the commercialization of knowledge. Within the framework of the concept of higher education and science development in the Republic of Kazakhstan for 2023-2029, attention is focused on the need for the freedom of higher educational institutions, attracting talented personnel to universities and scientific institutions, and developing the level of knowledge and competencies. Special importance is given to global competencies as the basis of modernity of the higher educational institution, aimed at advanced technologies and the economy of the future. This implies the development of educational programs that meet modern challenges. In the preparation of future educators, it is important to ensure not only quality education but also conscious upbringing. It is particularly relevant to call for honesty based on the concept of "Adal Azamat" (Honest Citizen). With this concept, future educators, by developing their moral qualities, will be ready to advocate for honesty and moral values in society. The head of state, Kassym-JomartKemeluly Tokayev, describes the concept of "Honest Citizen" as follows: "patriotism, morality, striving for knowledge, being a true professional, frugality, hard work, dedication to the country and land should be above all. A person who embodies all these virtues." At the third national Kurultai in the city of Atyrau, the head of state noted that the concepts of Honest Person - Honest Work - Honest Income are closely linked and form the basis for transforming into an advanced country, supplementing the concept of an honest citizen with the following definition: "An honest citizen is a person who possesses good qualities, works honestly, and achieves success in an honest way. That is, puts honesty and justice above all. To become an advanced nation, the entire society must change its consciousness and strengthen new values. If every person is worthy of the title 'Honest Citizen,' a just society will be established in our country." The concept of an honest citizen originates from AbaiKunanbayev's concept of a "complete person." AbaiKunanbayev says: "Aspiration, work, deep thought, contentment, mercy, thoughtful action - five precious deeds, if you agree," naming the main principles of the concept of an honest person. These principles are the basis for the professional development and educational work of future educators. The honesty, diligence, ability to think deeply, contentment, and mercy of educators influence their role model for students and the development of their personalities. Therefore, in preparing future educators, special attention should be paid to the development of their professional and human qualities, taking these qualities into account. In the context of these challenges, the higher education system emphasizes the need to develop a new pedagogical design of the educational process with elements of digital technologies. This defines the priority directions of the wide use of modern trends in the training of future teachers. Today, it is evident that innovations and changes in the domestic education system depend on the work of each teacher with new ideas and a new system. The quality of education and the upbringing of a competitive personality depend on the level of training of future teachers in the education system. The basis of multilevel reforms in the education system of our country is to increase the competitiveness of specialists being prepared in higher educational institutions in accordance with global integration. Therefore, one of the most pressing issues is the training of professionally competent specialists capable of leading a new direction of development of the quality of education in educational institutions preparing future teachers. In accordance with the requirements of the time, the teacher should be able to solve managerial-pedagogical tasks in the education process, possess leadership qualities, be able to manage the development process of the educational process, and be able to effectively plan, organize a team, and conduct control. For this, the future teacher must possess a high level of managerial competence. The degree of study of the problem. The foundations of the methodological theory of management were laid by such researchers as F.W.Taylor, H.Fayol, P.F.Drucker, and E.Mayo. In the field of education management, the works of R.Zhelvis, Y.A.Konarzhevsky, V.S.Lazarev, and M.M.Potashnik are distinguished. The general theoretical foundations of professional responsibility were studied by E.V.Bondarevskaya, N.V.Kuzmina, and P.Lepnepp. Research in this area has been conducted for a long time. Foreign scientists such as A.VKhutorskoy and I.A.Zimnaya studied the problems of competency-based learning. The works of national researchers on the formation of professional competence of teachers in professional training deserve special attention. Thus, the psychological foundations of professional training of teachers in higher education institutions were considered in the works of K.B.Zharykbayev, and the problem of professional competence was studied in the works of N.D.Khmel, Sh.T.Taubaeva, N.N.Khan, B.A.Turgynbayeva, G.Zh.Menlibekova, A.K.Amanova, the professional didactic competence of future primary school teachers was studied by B.T.Barsai, the methodological and scientific-theoretical foundations of competence by K.S.Kudaibergenova and other scientists are widely studied. The problem of management in various areas of education in recent years has caused increased interest of Kazakhstani scientists. In particular, knowledge management in universities for the training of education managers in the country was studied by Z.A. Isaeva, N.A. Asanov, and S.M. Bakhisheva. The scientific-pedagogical aspects of training education managers were considered in the works of T.M. Baimoldaev, and the improvement of managerial competence of heads of educational institutions was studied in the research of R.Sh. Abitaeva. Management in the educational process was the subject of research by K.Zh. Aganina and A. Zhumisbekov, K.Sh. Moldasan and K. Yesenova, as well as N.S.Alkozhayeva and K.B. Zhumabekova. The formation of managerial competence of future teachers was considered in the works of D.K. Sadirbekova. The scientific-pedagogical foundations of training socio-pedagogical managers in higher education institutions were studied in the research of S. Askarkyzy. The problem of forming diagnostic competence of future pedagogical-psychologists in universities was continued in the works of P.T. Abdullaeva. Analysis of scientific literature shows that the study of pedagogical conditions for the formation of managerial competence of future teachers is an important factor in the implementation of the quality of education. However, the scientific substantiation of these conditions remained outside the attention of scientists and researchers. In this regard, we highlight the following contradictions in the study of pedagogical conditions for the formation of managerial competence of future teachers: - the task of mastering managerial competence by future teachers in accordance with the needs of modern society and the lack of scientific substantiation of its formation in pedagogical universities; - the task of forming the managerial competence of future teachers and the lack of an opportunity to fully implement it in the university; - it has been established that there are contradictions between modern requirements for the training of future specialists and the absence of full account of pedagogical conditions for the formation of managerial competence of the future teacher. These contradictions justify the relevance of researching a scientifically substantiated system of pedagogical conditions for the formation of managerial competence of future teachers in accordance with modern requirements for improving the professional mastery of teachers in the educational process. This problematic became the basis for the dissertation research entitled "Pedagogical conditions of developing managerial competence of future pedagogues." The object of research is the pedagogical process in higher education institutions The subject of research is the formation of managerial competence in future educators. The aim of the research is to analyze the development of managerial competencies in future teachers from a scientific and theoretical perspective, and to demonstrate their effectiveness in practical and pedagogical work. Research forecast: By identifying the pedagogical conditions for developing managerial competence in pre-service teachers and creating a model for its formation, it can be expected the emergence of teacher leadership in teacher training programs. This is likely to significantly enhance the quality of education, as the development of competencies in future educators will be grounded in management theory and aligned with new educational paradigms. Aim of the research: 1. Conduct a scientific and theoretical analysis of the terms "management," "competence," "managerial competence," and "education manager." 2. Identify the pedagogical conditions for developing managerial competence in future teachers. 3. Develop a content-structural model for forming managerial competence in future teachers. 4. Experimentally test the method for forming managerial competence in future teachers and prepare scientific and methodological recommendations. Scientific novelty of the research: 1. Scientific analysis of works of domestic and foreign scientists on the formation of managerial competence of future teachers and the definition of the concepts of "management", "competence", "education manager", "pedagogical management", "leadership" and "leadership styles". 2. Systemic, axiological, competence and cultural-methodological bases for improving the training of educational leaders with a focus on the formation of managerial competence are created. 3. The content and structural model of formation of managerial competence of future teachers was prepared. 4. Experimental work on pedagogical conditions of formation of managerial competence of future teachers has been carried out and proposals for improving the quality of the educational process in the university have been prepared. The central concept of this research is that analyzing the pedagogical conditions for developing managerial competence in future teachers within the Kazakhstani educational context will contribute to the preparation of competitive specialists possessing high personal qualities, leadership abilities, and professional knowledge, skills, and qualifications. This, in turn, will facilitate the successful integration of the Kazakhstani education sector into the global educational arena. Theoretical and methodological foundations of the research:The study is grounded in a systematic approach, along with competence-based, cultural, and axiological principles. Its theoretical foundation incorporates insights from sociology, economics, philosophy, psychology, management, and pedagogy: - Philosophical and cultural perspectives on the role of vocational education in contemporary society, its impact on personality formation, and sociological and pedagogical research related to the concepts of 'management' and 'competence.' -Theories of educational management, including the training and professional development of pedagogical and managerial staff, as well as fundamental principles and approaches in managing educational systems. - Analysis of international research on educational content and socio-pedagogical issues, highlighting the application of a systematic approach in designing and forecasting the development of educational systems. Sources of the research: - Philosophical, sociological, and psychological-pedagogical literature. - Sudies by foreign and national researchers in the fields of management, competence, and educational management. - The Concept of Development of Higher Education and Science in the Republic of Kazakhstan for 2023-2029. - Laws of the Republic of Kazakhstan 'On Education,' 'On Science,' and 'On Commercialization of Results of Scientific and (or) Scientific-Technical Activity.' - Educational and methodological materials. Research Methods: Multiple methods were employed in the study. Document analysis served as the initial method, involving a review of philosophical, sociological, psychological, and pedagogical literature, as well as model programs and educational plans related to the research topic. Additionally, surveys and interviews were conducted among students and teachers, complemented by experimental methods such as observation, detection, and formation. The data collected were analyzed using statistical and thematic analysis techniques. Statistical and mathematical methods were applied to research and generalize pedagogical practices, and tests were conducted to process the obtained results. Main stages of the research. The research work was conducted in three stages according to the set objectives. In the first period (2019-2020 academic year), a review and analysis of philosophical, pedagogical, social and psychological scientific works related to the research question was conducted. Materials on the research topic were collected; the scientific and methodological basis of the research was determined. In the second period (2020-2021 academic year), the possibilities of the university to form managerial competence of future teachers, as well as the content of the formation system were developed. The model of formation of managerial competence of future teachers was created and the experiment to identify its effectiveness was continued. The possibility of improving the content of future teachers' training under the educational programmes of bachelor's, master's and doctoral studies was studied. In the third period (2021-2022; 2022-2023 academic years) during the practical and pedagogical work, the methodology of research work on the formation of managerial competence of future teachers was implemented and the results were verified. The main results of the research have been published. The materials of the dissertation research have been formalised. Research base: The research was conducted at the Faculty of History and Pedagogy of Mukhtar Auezov South Kazakhstan University. Practical significance of the research: - Enhances the training system for specialist-managers in education at higher education institutions. - Facilitates the development of special courses, curricula, and lectures on educational leadership and management. - Supports the formation of managerial competencies in future teachers, essential for student education and research in pedagogical management. - The study's findings can be applied to improve the professional development system for educational leaders. Discussion and disclosure of the research results: Throughout the course of the dissertation, 14 scientific articles were published. These include 5 articles in journals indexed in the Scopus database, with the author of the thesis serving as the first and corresponding author. Additionally, 8 articles were published in journals recommended for disseminating the main results of scientific activities. Furthermore, one article related to the research topic was presented at an international conference. The validity, approval, and testing of the dissertation research results are based on theoretical and methodological statements in philosophical, pedagogical, and psychological works, the use of methods and approaches that correspond to the research goals and objectives, the relevance of the practical-experimental work to the set goal, statistical processing of results, and is concluded with the summarization of the obtained results. The key principles recommended for defense are: - The formation of managerial competence in future educators is the level of professional development of an educator that enables the enhancement of professional knowledge, skills, qualifications, general cultural development of the educator, their personal views, and professionally important skills, leadership abilities, the ability to influence people, independently solve emerging problems, and identify their knowledge and qualifications. The formation of managerial competence in future educators is a continuous process, the result of which is the ability to effectively manage subordinate resources, be flexible and adaptable to rapid changes and the complexity of the environment, effectively respond to various difficulties, play a decisive role in the implementation of educational policy, updating curricula, supporting the professional development of educators, and strengthening the school's image in society, mastering strategic management competencies, managing teaching and the educational process, and enhancing the ability to partner and collaborate with others. - The managerial competence of future educators is formed based on deep theoretical knowledge in management and their integration into practical activities, conditions of mutual respect and partnership between the teacher and the student, the use of active and interactive teaching methods, acmeological conditions based on self-improvement and realization of one's potential, increasing responsibility, and axiological conditions that reveal the value content of management based on virtue. - The process of forming managerial competence in future educators is covered by a content and structural model, presenting motivational, content-organizational, target-activity, result-reflective components, parameters, and indicators. The logic of the research is defined and ensures the formation of managerial competence in future educators. - The introduction of the elective course "Formation of Managerial Competence in Future Educators" in the pedagogical process of higher education institutions, the testing of the educational-methodological complex, and the high results of the practical experiment prove the effectiveness of the methodology for forming the managerial competence of future educators. The reliability and validity of the research results are confirmed by their alignment with the theoretical and methodological foundations, the thoroughness, accuracy, and relevance of the research work, and the logical application of advanced methods that correspond to the study's objectives and goals. The coherence between the study's object and subject, as well as the efficacy of the theoretical framework, are validated by the outcomes of the experimental work. The materials developed during the study are recommended for integration into the educational processes of higher education institutions, faculties, and departments. The structure of the dissertationincludes an introduction, three main parts, each with several chapters, a conclusion, a list of references and appendices. The introduction of the dissertation establishes the significance of the selected research topic, outlines the current state of its development, and provides justification for its choice. It presents the complete scientific framework of the study, including the object and subject of research, the aim, the objectives, the leading idea, the sources, and the methods of research. Additionally, the introduction outlines the main stages of the work and highlights the scientific novelty, theoretical significance, and practical value of the study. It also elaborates on the main principles and demonstrates the accuracy and validity of the results proposed for defense. The first chapter of the dissertation, titled 'Methodological Bases of Formation of Managerial Competence of Future Teachers,' focuses on analyzing scientific works related to the development of managerial competence in future teachers and identifying its key directions. This section considers the professional training of teachers as a pedagogical issue within the contemporary educational system. It provides a detailed examination of the concept of 'managerial competence of a future teacher' and explores the methodological aspects of its development. Special emphasis is placed on the role and opportunities of higher education institutions in fostering managerial competences in future specialists. In the second chapter of the dissertation, titled 'Scientific and Theoretical Aspects of Formation of Managerial Competence of Future Teachers,' a comprehensive analysis of the process of developing professional and personal qualities in future teachers is conducted. The chapter identifies and elaborates on the pedagogical conditions that foster the development of managerial competence within the context of higher education training. The author presents a structural model designed to facilitate the acquisition of knowledge and skills necessary for students in their future pedagogical activities and practical tasks. This model outlines strategies and tools that are effective in cultivating managerial competence. The third chapter of the dissertation, titled 'Experimental Work on the Formation of Managerial Competence of Future Teachers,' focuses on analyzing a course designed to develop managerial competence in future teachers and the methods employed for its implementation. The course includes programs aimed at enhancing students' professional identity and facilitating the acquisition and reinforcement of managerial skills. The development of the course is grounded in practical application and experimental data, and its effectiveness is assessed based on the efficiency achieved and systematically summarized in the final part of the study. The final part of the dissertation confirms the validity of the hypotheses put forward at the beginning of the research and supported by the data obtained throughout the research work. A review and synthesis of the key findings and conclusions drawn from the research is presented. In addition, recommendations are formulated that can provide direction for future research and pedagogical practice. These recommendations are oriented towards further developing the managerial competence of future teachers and enhancing their professional development.
