Abstract (English): Relevance of the study. In the global educational environment, the key issues concerning modernization of the education system are to train a qualitatively new specialist capable of adapting to innovations and responding promptly to the challenges of time. In this context, the need to improve the quality of higher professional education and its compliance with global educational standards has become an urgent need of society. For this reason, the educational reform process, actively implemented in our country, is focused on developing and integrating professional competencies in students. The COVID-19 pandemic and the introduction of lockdowns exposed both the potential and shortcomings of distance learning in universities across the republic, including a shortage of educators proficient in effectively utilizing digital tools, technologies, online platforms, resources, and applications in schools and higher education institutions in Kazakhstan. Due to a lack of professional competence, many teachers were unable to conduct classes at an appropriate interactive level. This situation has heightened the need to train teachers capable of organizing distance learning, proficient in distance teaching methods, and skilled in effective collaboration with colleagues, students, and parents, while also delivering lessons using digital tools, applications, and platforms in an online format with high-quality feedback. For higher education institutions, it is especially important to equip future teachers with the skills and readiness to plan, develop, and conduct lessons both offline and online. Thus, universities face new challenges, aiming not only to provide professional education but also to train highly qualified specialists with critical and creative thinking, foreign language proficiency, intercultural communication skills, and the ability to independently solve problems, apply information and communication technologies (ICT), digital tools, and online platforms, as well as organize the educational process in both offline and online formats. Addressing these challenges necessitates studying the advanced experiences and best educational practices of foreign countries in preparing specialists for the implementation of distance learning and incorporating them into the educational processes of pedagogical universities in Kazakhstan. An analysis of international, Russian, and local research in this field indicates that the development of distance learning is already being actively studied, and certain successes have been achieved in this direction. At the same time, Kazakhstan is in a position to leverage the accumulated global experience in distance learning, avoiding common pitfalls and achieving breakthroughs in its own development. However, the scope, complexity, and relative novelty of this direction present a wide range of unresolved questions. For instance, the specific nature of forming the professional competencies of future teachers in the context of distance learning remains insufficiently explored, even though the introduction of the competency-based model suggests that the primary outcome of an educational institution's activities should be the development of a set of competencies that enable graduates to address both professional and everyday challenges. Thus, the relevance of research is determined by the needs of development of pedagogical theory and practice in the context of renewal of higher education system and is due to the need to resolve the following contradictions: - between the need to train teachers capable of distance learning in foreign languages and the lack of an appropriate level of use of information and communication technologies by university graduates in their professional activities; - between the need for distance learning of foreign languages and insufficient theoretical and practical development of their effective use; - between the need for a wide use of ICTs, provided by legislation at all levels of education and insufficient organization of the subject matter and process content of professional education in foreign languages. The contradictions identified in this study which consists in substantiating theoretical foundations and practical ways of forming professional competences of future foreign language teachers in conditions of distance learning within the framework of pedagogical process in universities. The relevance of the problem, its insufficient theoretical and practical development determined the choice of the topic of research: «Formation of professional competences of future teacher of foreign language in conditions of distance learning». Aim of the study is to provide a theoretical and methodological rationale, develop, and experimentally validate a methodology for formation of professional competences of future foreign language teacher in distance learning. Object of the study. The process of professional training of future foreign language teacher in a distance learning environment at the university. Subject of the study. The methodology for formation of professional competences of future foreign language teacher in conditions of distance learning at university. Hypothesis of the study. The formation of professional competences of future foreign language teacher in conditions of distance learning at university will be more effective, if the concept «formation of professional competences in conditions of distance learning» will be clarified, the possibilities of formation of professional competences of future foreign language teacher in conditions of distance learning will be defined, its structural-content model and methodology will be developed and integrated into the educational process. This will enhance the effectiveness of forming linguistic, foreign language communicative, psychological-pedagogical, methodological, and digital competencies, as it ensures a comprehensive and systematic approach to the formation of competences through the integration of communicative and technological approaches. Objectives of the study: 1 To reveal the essence of the concept «formation of professional competences in distance learning» and clarify its structure. 2 To determine the possibilities of forming professional competences of future foreign language teacher in conditions of distance learning. 3 To develop a structural-content model of the formation of professional competences of future foreign language teacher in conditions of distance learning. 4 To develop and experimentally validate the effectiveness of the methodology for forming professional competences of future foreign language teacher in conditions of distance learning. The following research methods are used to solve the objectives and verify the initial positions: - theoretical (analysis and synthesis of legislative, normative legal basis, program-methodological materials, philosophical, sociological, psychological and pedagogical literature on the studied problem); - Empirical (comparative, systematic, retrospective analysis, synthesis of pedagogical experience, study of official materials, state reports and policy documents of the education system); - diagnostic methods (questionnaires, interviews, expert assessments); - Statistical (mathematical processing of the results obtained in the form of tables, diagrams, diagrams, drawings); - Prognostic (theoretical modelling, design). Scientific novelty and theoretical significance - the essence and structure of the concept «Professional competence formation in distance learning» has been clarified; - The possibilities of formation of professional competences of future foreign language teacher in conditions of distance learning are determined; - A structural-content model for formation of professional competences of future foreign language teacher in conditions of distance learning has been developed; - A methodology for formation of professional competences of future foreign language teacher in conditions of distance learning has been developed and experimentally validated, with corresponding recommendations provided. Practical significance of the study: 1. A special course program «Organization and methods of distance learning in foreign language» for future foreign language teachers has been developed. 2. An educational-methodical book «Modern methodology of distance education of foreign language in the learning process» has been prepared. 3. A program for a scientific and methodological seminar «Foundations for formation of professional competences of future foreign language teacher in conditions of distance learning» for university teachers has been developed. The research findings can be used in the training of future teachers at universities and pedagogical colleges, in professional development and retraining of higher education teaching staff, as well as in the development of teaching materials for both teachers and students in the educational program 6B01703 - « Foreign Language Teacher Training: Two Foreign Languages». Provisions for defense 1. The essence of the concept «formation of professional competencies of future foreign language teachers in conditions of distance learning» lies in the necessity of extensive use of information and communication technologies (ICT) in the process of organizing the professional education content for foreign languages. Its structure has been refined to include the following components: linguistic, foreign language communicative, psychological-pedagogical, methodological, and digital competencies. 2. The formation of professional competences of future foreign language teacher in conditions of distance learning is viewed as a step-by-step process of developing linguistic, foreign language communicative, psychological-pedagogical, methodological, and digital competencies. The integration of communicative and technological approaches ensures the comprehensiveness and systematic nature of their development. 3. The structural-content model for the formation of professional competences of future foreign language teacher in conditions of distance learning includes a set of interconnected motivational, cognitive, and activity-based components, presented through criteria and indicators. It is realized at different levels ("low," "medium," "sufficient," and "high"). 4. The methodological complex for the formation of professional competences of future foreign language teacher in conditions of distance learning includes: 1) the special course program «Organization and methods of distance learning in foreign language» for future teachers of foreign language; 2) the educational-methodical book «Modern methodology of distance education of foreign language in the learning process»; 3) the program for a scientific and methodological seminar «Foundations for formation of professional competences of future foreign language teacher in conditions of distance learning» for university teachers. These materials were tested in experimental work, and scientific-methodological recommendations were developed based on the results. Validation and implementation of research results. The main provisions of the dissertation are reflected in more than six publications by the author, including one article published in a journal indexed in the international Scopus database, three articles in scientific journals recommended by the Committee for Quality Assurance in Science and Higher Education of the Ministry of Science and Higher Education of the Republic of Kazakhstan, and two articles in proceedings of international scientific-practical conferences. Research materials were presented at international scientific-practical conferences such as the "International Online Conference on Language, Literature and Education" (Turkestan, 2022). The research results have been published in national and international scientific journals, including: Izvestia KazUMOiMYA (Almaty, 2022), Pedagogy and Psychology (Almaty, 2023), Vestnik MKTU (Turkestan, 2023), as well as in Scopus-indexed journals such as Frontiers in Education (Switzerland, 2023).
