Abstract (English): Тhe PhD Thesis by OLGA SHEBALINA "Development of the socio-cultural potential of youth in the context of vocational education", submitted for the degree of Doctor of Philosophy (PhD) under the educational program 8D03101 - "Sociology" This study aims to identify the current state's features and prospects for the effective development of the socio-cultural potential of youth in vocational education institutions of the Republic of Kazakhstan. To achieve this goal, it is assumed that the following key research tasks will be solved: 1. To analyze the theoretical and methodological foundations of the integral characteristics of the socio-cultural potential of student youth based on domestic and foreign experience; 2. To implement the operationalization of the concept of socio-cultural potential of youth in the context of vocational education; 3. To identify the features of the current state of development of the socio-cultural potential of youth in the educational environment of universities and colleges based on the basis a comprehensive study of the dominant ideas of students about the needs and conditions of its formation; 4. To identify the need for changes and develop recommendations for the development of the socio-cultural potential of student youth based on the identified needs for changes; 5. To develop the concept of a digital platform to promote the development of the socio-cultural potential of youth in the context of the digital transformation of education. The object of the study is the student youth in the system of training specialists with technical and professional, and higher education. The subject of the study is the socio-cultural potential of students in the vocational education system. The study's hypothesis boils down to the assumption that the development of the socio-cultural potential of youth in the context of vocational education will be successful if the educational process is provided with several conditions aimed at the formation of such components of socio-cultural potential among students as socially oriented, creative research, the hypothesis of the study boils down to the assumption that the development of the socio-cultural potential of youth in the context of vocational education will be successful if the educational process is provided with several conditions aimed at the formation of such components of socio-cultural potential among students as: socially oriented, creative research and personality development. Research methodology and methods The solution to the tasks set in the dissertation was carried out based on a comprehensive analysis of domestic and foreign studies, regulatory legal acts, and statistical data of the Republic of Kazakhstan; the design of quantitative and qualitative research based on formulated theoretical and methodological approaches; statistical analysis of the quantitative data obtained using nonparametric criteria; multifactorial SWOT analysis to develop recommendations for managing changes in the development of social- the cultural potential of the student youth. The empirical basis of the study is the data from a mass survey of students and teachers conducted by the author in the period from March 2022 to June. The sample size (after processing) was 1,526 respondents (students) and 575 college and university professors. The dissertation also uses data from government statistics, the results of processing interviews, and focus groups with experts and students. Scientific novelty of the research 1. For the first time, a theoretical-level model has been developed to describe the key characteristics of the socio-cultural potential of youth and the process of its development in a professionally oriented educational environment. 2. For the first time, a theoretical graph of structural relationships is proposed based on the developed level model to study the current state and conditions of the development of the socio-cultural potential of students, the implementation of operationalization, and the empirical interpretation of the concept. 3. New data have been obtained on the dominant ideas of young students about the needs for the development of socio-cultural potential, and differences in the existing conditions of its development in the perception of students and university teachers. 4. The nature of the interrelations between the components of socio-cultural potential in the context of vocational education of the Republic of Kazakhstan has been established: socially oriented, creative research, and a component of personality development. 5. Recommendations have been developed for managing changes in the development of the socio-cultural potential of student youth based on a multifactorial SWOT analysis. 6. For the first time, the concept of the digital platform "ADAL University" was proposed as a digital tool to promote the development of the socio-cultural potential of students in higher education institutions in accordance with the world's practice of using digital technologies in education. The following main provisions of the doctoral dissertation are submitted for defense: 1. The socio-cultural potential of students is a system of their personal qualities that are in the process of development and focused on the implementation of value-oriented, socially significant activities aimed at personal, professional, and civic self-realization. 2. The integral characteristics of youth in the vocational education system, which are its distinctive features from other groups, include: age boundaries; social status; role functions; socio-psychological characteristics; processes of socialization and adaptation; transgression of consciousness; ways of communication and self-determination of youth as a social group, formed and changing under the influence of the mechanisms of the vocational education system education. 3. The formation of characteristics among students in a professionally oriented educational environment within the framework of the components of the highest level of the theoretical model of socio-cultural potential development: socially oriented, creative research, and personality development, will contribute to the effective development of their socio-cultural potential, readiness for active involvement in the system of public relations after graduation. 4. The attitudes of students towards the development of socio-cultural potential in the context of a professionally oriented educational environment are closely interrelated with the conditions of the socio-cultural environment of colleges and universities and the needs of personal development. Description of the main results of the study The introduction substantiates the relevance of the chosen topic, formulates the purpose and objectives, object, subject, and hypothesis of the dissertation research; and presents the results of the conducted research, submitted for defense, their scientific novelty, and theoretical and practical significance. Information on the approbation of the main results of the study is presented. The first section is devoted to the theoretical foundations of the development of the socio-cultural potential of youth in the vocational education system. The section includes conceptual approaches to the analysis of the socio-cultural potential of youth in the process of obtaining a profession; theoretical approaches to determining the essence of the socio-cultural potential of youth in the context of vocational education are considered; the analysis of the theoretical and methodological foundations of the integral characteristics of the socio-cultural potential of student youth based on domestic and foreign experience is carried out. The analysis of state regulation of the development of socio-cultural potential in vocational education organizations, as well as foreign experience in the formation of attitudes of students in the framework of civic education, is carried out. Component-level modeling of the development of the socio-cultural potential of youth has been carried out. A theoretical level model of the development of the socio-cultural potential of youth in a professionally oriented educational environment is proposed, including socially oriented, creative research components and a component of personality development. The peculiarity of the proposed model is the gradual increase in the internal factors of the individual's personality development, which are influenced by the tools of a professionally oriented educational environment. A theoretical graph of the structural relationships of the components of the level model of the development of the socio-cultural potential of students is constructed. The criteria apparatus of the study has been developed: the main elements of socio-cultural potential and their structure have been identified, the degrees of mutual influence and additional factors have been determined, and meaningful hypotheses have been formulated, suggesting conducting a field study to determine the current state of socio-cultural potential, data fixation tools have been developed. The second section is devoted to the description of the results of the field stage of the study on the analysis of the development of the socio-cultural potential of youth in the vocational education system of Kazakhstan. The section presents the methodology and design of the study to identify the dominant attitudes of the youth of Kazakhstan on the development of socio-cultural potential. Within the framework of a free-associative experiment, cognitive signs obtained as a result of associations with a positive connotation and being paradigmatic were revealed. The differences of the obtained associates by categories of age, gender of the respondents, and their status in the vocational education system are recorded. The dominant ideas of young people about the needs for the development of socio-cultural potential are determined based on a comprehensive study of the current state of conditions for its formation in the educational environment of universities and colleges. The focus of teachers on the communicative aspect of the development of the socio-cultural potential of youth is highlighted separately. New data have been obtained on the differences in the existing conditions of its development in the perception of students and university teachers. The nature of the interrelationships between the components of socio-cultural potential in the context of vocational education of the Republic of Kazakhstan is established: socially oriented, creative research and a component of personality development. The current situation of the development of socio-cultural potential, based on the supposed interrelationships of the proposed theoretical model, shows the existence of significant relationships between the problems of awareness and communication, voluntary involvement in extracurricular activities, satisfaction with opportunities, and the need for involvement, negative factors and willingness to engage. The main tools for the development of transversal cognitive and metacognitive skills, social and emotional competencies of students, and components of extracurricular activities of students that affect the development of socio-cultural potential are identified; components of the influence of vocational education organizations on the formation of socio-cultural potential are established. The influence of student communities on the development of the socio-cultural potential of youth is considered. The third section presents an algorithm for developing recommendations for managing changes in the socio-cultural potential of students. The assessment of the need for changes in the development of socio-cultural potential was carried out based on a multifactorial SWOT analysis. Recommendations have been developed for managing changes in the development of the socio-cultural potential of students based on the mutual influence of external and internal factors within the framework of level matrices of multifactorial SWOT analysis in four categories of socio-cultural potential development: the need for involvement; involvement; conditions of the educational environment; activities of student communities. The resulting matrix includes 61 recommendations on the development of the socio-cultural potential of youth in the context of vocational education. A Stakeholder Map has been compiled to distribute the developed recommendations among stakeholders. The use of information and communication technologies for the development of the socio-cultural potential of youth in the context of the digital transformation of education is substantiated. Digital tools are proposed to promote the development of the socio-cultural potential of students at universities through the formation of social competencies that are components of socio-cultural potential, including the development of socially oriented competencies, competencies in the field of leadership, communication, and entrepreneurship; creative and research competencies; competencies in the field of sports development and healthy lifestyle. In conclusion, the main results of solving the tasks of the dissertation research are presented, and the prospects for scientific research related to the direction of this dissertation research are determined. The completeness of the solution of the tasks set in this dissertation research is due to the indicated results. The structure of the dissertation includes an introduction, three sections, a conclusion, a list of references from 239 sources, and 13 appendices. Substantiation of the novelty and importance of the results obtained The theoretical significance of the work is the development of theoretical and methodological foundations for the study of the formation of the socio-cultural potential of student youth, including a theoretical model of development, a graph of structural relationships between the components of the model (socially oriented, creative research components and a component of personality development); the development of tools, design of quantitative and qualitative research; justification of the proposed approach to the development of the socio-cultural potential of youth in a professionally oriented educational environment. The practical significance of the work is to identify and assess the interrelationships of the components of socio-cultural potential in the context of vocational education in Kazakhstan (socially oriented, creative research, and personal development component) within the framework of the conducted research to assess the current state and prospects for the development of socio-cultural potential of youth; to develop recommendations for the development of socio-cultural potential of students. The recommendations proposed in the dissertation can be used as a tool for developing the socio-cultural potential of students. Some of the recommendations proposed in the dissertation were implemented in the process of professional development of college and university teachers, as well as laid the foundation for the proposed digital platform to promote the development of the socio-cultural potential of higher education students. The message of the Head of State Kassym-Jomart Tokayev to the people of Kazakhstan "The Economic course of a Just Kazakhstan" sets a guideline for changing public consciousness and aspirations of citizens to build a Just Kazakhstan, focusing on the formation of a new quality of the nation. Within the framework of a single system of values of society, young people should embody such qualities as patriotism, education, hard work, discipline, responsibility, justice, thrift, and responsiveness. The Head of State assigns a special role in the formation of the qualities of a responsible citizen and a new quality of the nation to the development of education, science, and culture. The system of education and training should be based on unified ideological and value-based approaches that allow us to strengthen our guidelines, form a clear image of the future in conditions of global instability and many new challenges In addition, the relevance and significance of this study is due to a number of factors. Firstly, in accordance with the priority goals of state regulation of education and science, the formation of worldviews of young people in the context of vocational education should be based on universal human values, which will contribute to improving the global competitiveness of Kazakhstani education. Secondly, in accordance with the OECD recommendations for 2020, the focus of educational programs should be on providing high-quality professional and social skills in demand from employers and meeting the existing and future needs of the labor market. A more knowledgeable and active workforce with a broad outlook and international thinking can make a significant contribution to the development of the economy and society. In these realities, the identification of conditions for the development of the socio-cultural potential of youth is of particular importance as a factor in ensuring the formation of global and interdisciplinary competencies of the 21st century, including volunteerism, civic and social responsibility, leadership, communication, research and entrepreneurial skills. The global practice of developing civic education in the USA, Japan, Great Britain, and Germany is aimed at stimulating and supporting civic engagement and engagement. Based on the above, there is a need to develop and scientifically substantiate new approaches to the development of the socio-cultural potential of youth in the context of vocational education in accordance with the realities of modern times. The socio-cultural potential of students in this study is understood as a system of their personal qualities that are in the process of development and focused on the implementation of value-oriented, socially significant activities aimed at personal, professional, and civic self-realization. The Law of the Republic of Kazakhstan "On Education" provides for the creation of necessary conditions for obtaining high-quality education aimed at the formation, development, and professional formation of a personality based on national and universal values, achievements of science and practice; as well as the development of creative, spiritual and physical capabilities of a personality, the formation of solid foundations of morality and a healthy lifestyle, the enrichment of intelligence by creating conditions for the development of individuality. The Law of the Republic of Kazakhstan "On State Youth Policy" clarifies that state youth policy is based on the principles of: priority of cultural, moral, and spiritual values; citizenship, responsibility, hard work; interfaith harmony and interethnic tolerance; the continuity of generations, and the priority of family education. The concept of the development of higher education and science in the Republic of Kazakhstan for 2023-2029 declares the need as the main directions: holistic development and self-realization of students' personality, self-education, self-organization, development of social experience, and social responsibility; support for talented youth; development of social activity, research skills, and participation in the volunteer movement at the regional and national levels; involvement of young people in socially useful activities and participation in the socio-economic development of the region; carrying out work to strengthen student self-government bodies (youth affairs committees, student parliaments, student councils, etc.), developing a debate movement to develop leadership skills and oratorical abilities; providing psychological support to young students in difficult life situations. Description of the applicant's contribution to the preparation of publications When preparing the article "Capacity Building for Engineering Training and Technology via STEAM Education", the author of the dissertation research developed a methodology and formed the basic matrices of multifactorial SWOT analysis. As part of the research described in the article "Evaluation of Communication and Collaboration Processes for Creating an Integrative STEAM Space at the Saginov Technical University", O.A. Shebalina developed a methodology for evaluating professional communication and dialogue of cooperation in the training of technical personnel (a Certificate of entry into the state register of copyrighted objects was obtained), prepared draft version of the article. In the article "Forming research skills of graduate students", the authors jointly analyzed the readiness of undergraduates for research activities (for the formation of the creative research component of the UPC) as part of the formation of research competencies, and processed the results of the experiment in IBM SPSS. In the article "Social and Cultural Transformation of the Information Society and its impact on New Individuality Formation", O.A. Shebalina, together with other authors, considered the process of individual adaptation in the information society, analysis of the decentralization of social space and virtualization, transformation of its values, as well as their inconsistency and multidimensional interpretation. In the article "Issues of formation of social and emotional competencies of students in the system of Technical and vocational education", the author presents the primary data of a mass survey, as well as preliminary conclusions on them. For publication within the framework of the conference "Development of education and science in the New Kazakhstan", O.A. Shebalina prepared a brief analysis of data from a mass survey of student youth on the development of socio-cultural potential through the activities of student communities. In the article «DIGITAL TRANSFORMATION OF UNIVERSITIES IN TÜRKIYE AND KAZAKHSTAN: COMPARATIVE ANALYSIS» O.A. Shebalina has prepared an analysis of trends in the digital transformation of universities in Kazakhstan. The author of this dissertation research also participated in the compilation of a glossary on the digital transformation of higher education, submitted an application, and received a Certificate of entry into the state register of rights to copyrighted objects. Another Certificate of entry into the state register of rights to copyrighted objects was obtained for the publication "Modern sociological theories in schemes", the author developed schemes for the following theories: structural functionalism, neo-functionalism, theory of systems, theory of systems by N. Luhmann; the layout and layout of the publication was carried out.
