In today's rapidly developing world, the need to revitalize the mastery of public speaking becomes more and more obvious. The subject of the research work is being addressed in the framework of the project “Problems of Transformation and Institutionalization of Rhetoric”. The art of rhetoric is a phenomenon that originated in ancient times and continues its evolution to this day. The paper defines the historical and cultural differentiation of the art of oratory, including its historical experience, oratory techniques as well as the inevitable changes due to different eras, and provides a comparative analysis. At the same time, the paper explores the place and the role of oratorical art in the national Kazakh culture and conducts hermeneutic analysis of its cultural and axiological aspect. In this context, we reason that the art of Kazakh oratorical art served as an educational tool in the Kazakh society and retains its relevance and competence even today.
The project is an experimental empirical research on anthropogenic and sociogenic challenges in domestic science, including human existence in the social environment, social relations, spiritual nature and essence of humans, along with the determination of their needs.
