
The Minister got acquainted with the progress of the construction of student houses




In the new academic year, the Eurasian National University is planning to fully provide students with dormitories. Private investments were attracted in the construction of 4 newly built student homes, one of which will be put into operation this year.
On Tuesday, Mayor of Astana Zhenis Kassymbek, Minister of Science and Higher Education of RK Sayasat Nurbek, Chairman of the Management Board of the NJSC “The L.N. Gumilyov Eurasian National University” - Rector Yerlan Sydykov became acquainted with the construction of dormitories on Zhumabayev and Kenen Azerbayev streets.
The main purpose of today’s visit of the Minister of Science and Higher Education of RK to the dormitory was to familiarize with the construction of a new student home and discuss the preparations for the new academic year. The visit included checking the quality of the construction works as well as a meeting with contractor companies.
The Eurasian University is planning to increase the number of dormitories and put more than 5,000 places into operation within two years. This year, university students will be able to move into a new modern dormitory under construction on Magzhan Zhumabayev Street.
"Today, thanks to the mechanism of state support, investors are actively interested in the construction of student homes. This year, before the new academic year, we are planning to put into operation a new Student Home. In this direction, we are actively working on the construction of three more student homes that will cover the need for dormitories," ENU Rector Yerlan Sydykov said.
The new ENU student home is being built by the investor-developer “AEK Munai” LLP. Currently, the construction of the building consisting of 2 blocks and 6 floors is intensively underway. The total area of the student dormitory is more than 4.5 thousand square meters.
"This year our company decided to build student dormitories at its own expense. Our first project is the construction of the student home of the Eurasian National University. The six-storey building has 170 rooms and 400 bed-places. We started at the beginning of the year and are going to complete the construction in 7 months. The dormitory will be modern and cozy. There are coworking areas on the ground floors for students’ convenience. Our company has been engaged in the construction of residential complexes "Aisafi", "Aruzhan", "Chingiz-1", "Chingiz-2" in Astana for twelve years," Arman Khalelov, Director of “Bastau Damu KZ” LLP shared.
It is worth noting that in 2023, as part of the instruction of the Head of State, a project office for the construction of a student dormitory in Astana was established. In this direction, memoranda on further fruitful cooperation have been signed among investors, the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Akimat of Astana, JSC "Financial Center" and universities.
"As you know, the issue of student dormitories is relevant. Since 2022, our ministry has immediately taken over this issue. Every year we start building dormitories with more than ten thousand beds. Last year, 43 facilities for 10,343 beds were commissioned, and 27 facilities will be completed by the end of this year. The main shortage of more than 10,500 beds is in two cities. These are the cities of Almaty and Astana, but next year we will try to completely solve this issue in Astana.
It should be noted that in 2023, as part of the instruction of the Head of State, a design bureau for the construction of a student dormitory was established in Astana. In this direction, memoranda on further fruitful cooperation have been drawn up among investors, the Ministry of Science and Higher Education of the Republic of Kazakhstan, the Akimat of Astana city, JSC "Financial Center" and higher educational institutions. Here is a dormitory with 2,700 beds for rent to the Eurasian National University. Construction of dormitories for 300 and 400 people immediately began. The construction of a new dormitory for a thousand people will be completed next year. Therefore, these issues will be under our Ministry’s control.
Another issue: we changed the subsidiary standards last year. Our financial center has a special mechanism that returns money within six years when private contractors finish the construction of the hostel using a special mechanism. Moreover, this year we will change the subsidiary standards for re-equipment, that is, if there are already built hotels, hostels or business centers, we will be able to quickly turn them into dormitories with the help of the government. Therefore, I want to appeal to the entrepreneurs of Astana, Almaty and other major cities of the country. This is a useful and great help to both the state and students, to yourselves," Sayasat Nurbek, Minister of Science and Higher Education of RK said.
During the meeting, the builders noted that the quality of the dormitory is at a high level, and all requirements are strictly observed in the Student Home of the Eurasian National University under construction.
The INTEGRA company is among those who are engaged in construction work. A three-block, five-storey student dormitory with 2,656 bed-seats is being built.
"Construction work in these student dormitory is being carried out intensively, we spare no effort to ensure a comfortable life and study for our students in the future. They currently employ 450 people. In the future, there will be classrooms, coworking areas, computer labs, laundries, etc.," Daniyar Rakhymtaev, INTEGRA’s CEO, says.
