
Director of the Kazakh-Indian Training Center for Information and Communication Technologies at ENU shared the experience of IKCEICT in Delhi (India)













Anatoly Kremenchutsky, Director of the Kazakh-Indian Information and Communication Technology Training Center IKCEICT, took part in the completion ceremony of the CDAC certification course on Data analysis using Power BI (CCDAPBI) under the ITEC program of the Ministry of Foreign Affairs of India (Delhi). It was attended by 14 participants from Bhutan, Ecuador, Ethiopia, Kazakhstan, Cambodia, Mexico, Mongolia, Malawi, Paraguay, Russia, Eswatini and Thailand.
A valedictory ceremony was held on December 13th, 2024, to commemorate the successful completion of the course and honor the dedication of participants, faculty, and staff. The ceremony started with the welcome and lighting of lamp by the Chief Guest, Dr. Anatoliy Kremenchutskiy,
Director at India – Kazakhstan Centre of Excellence in ICT (IKCEICT), Astana along with Shri Abhinav Dixit, Scientist G & HoD - ICD & ACTS; Shri Vijay Kumar Kayat, Scientist E & ITEC Coordinator and Shri Anurag Singh, Course Faculty, C-DAC Delhi.
Shri Vijay Kumar Kayat gave the welcome address. Thereafter opening remarks and presentation on ITEC, C-DAC & its global footprint was given by Shri Abhinav Dixit. Hon’ble Chief Guest, during his valedictory speech highlighted the importance of ITEC scheme of Ministry of External Affairs under developmental assistance. He gave an insight on his experience of policy formulation, technology
deployment, service delivery, capacity building, project management and administration during his tenure at IKCEICT and other missions. He urged participants to be the goodwill ambassadors of C-DAC to propagate course being offered under ITEC in India to their colleagues, friends & relatives.
He appreciated C-DAC for designing such a comprehensive, structured, and rich content for the course while also appreciating the organising team at C-DAC Delhi.
Dr. Anatoliy Kremenchutskiy earned his M.S. in Engineer of Electrical Telecommunication during August 1974 – July 1979 from Tashkent Institute of Telecommunication and thereafter - PhD in digital line signals transmission over suspended and integrated cables on high-voltage lines from
Moscow Institute of Telecommunication. He is worked as Visiting Professor at Sharda University, Greater Noida, India. He is secretariat coordinator on sustainable consumption and production at One Planet UN in Kazakhstan. Prior to that he served as Technical Advisor to Rector of Eurasian National University in Astana. Dr. Anatoliy is acting as Director at India-Kazakhstan Centre of Excellence in ICT since 2015 which is setup under mutual corporation with the financial
assistance from Government of India. Dr. Anatoliy is also a Jury member and Expert in Kazakhstan of World Summit Awards and WSA Global since 2005. He had also served as General Director - BAAK JV, Almaty during July 2000 – January 2019. He was also the Chief Constructor - Joint-stock company under National Information Technologies, Astana. Dr. Anatoliy Kremenchutskiy has huge experience of consulting, R&D, strategic management, human capital and personnel management, teaching, analysis, report writing, testing, negotiations, inventions decision–making theory, exact-thinking technology, NLP. Supervision and direct execution of scientific research and expertise, design, promotion and starting-up R&D projects. His areas of expertise include National Information Infrastructure, e-government, Photon Relay Lines, Information Society forming, Records Management, Knowledge Management, Analytical, Intellectual, Information, IoT systems, informatization and telecommunication, strategic and executive management of large-scale projects and sociological research up to state scale, innovation project selection, nomination, and jury up to world scale.
During the valedictory ceremony, participants expressed their satisfaction with the course, highlighting their acquired skills in Data Analysis & Power BI, insights into Indian culture, and enriching experiences during the heritage tour to Delhi & Agra. They also praised the hospitality and Indian cuisine. Furthermore, participants expressed a strong interest in attending future courses offered by C-DAC in India.
Course faculty member Shri Anurag Singh shared his positive experiences and insights regarding the participants. Shri Prashant Kumar presented a short film titled 'Memoirs,' which captured the highlights of the participants' stay at C-DAC New Delhi and their experiences in India.
A tour of PARAM Rudra, the training facility for ITEC participants, and the hostel at C-DAC, Delhi was conducted for the Hon'ble Additional Secretary. The ceremony concluded by presentation of Course Completion Certificate & Memento to all the participants by Hon’ble Chief Guest, Shri Abhinav Dixit and Shri Vijay Kumar Kayat.
