
International Conference and Opening of the Graduate Training Innovation Center «China – SCO» at Harbin Polytechnic University

On September 5–6, 2025, Harbin Polytechnic University hosted a large-scale international conference dedicated to the grand opening of the Graduate Training Innovation Center «China – SCO» and the inauguration of the university’s international campus.
The event brought together senior representatives of government bodies, international organizations, and the academic community, including: Vice Minister of Education of China Wu Yan, Vice Governor of Heilongjiang Province Sui Hongbo, Deputy Secretary-General of the SCO Secretariat Batyr Tursunov, Party Secretary of Harbin Polytechnic University Chen Jie, as well as leaders of top universities from China and 24 foreign countries.
From Kazakhstan, representatives of three universities attended the opening ceremony of the «China–SCO» Graduate Training Innovation Center, as well as the inauguration of the university’s international campus – Nazarbayev University, L.N. Gumilyov Eurasian National University, and Al-Farabi Kazakh National University.
Representing L.N. Gumilyov Eurasian National University, a delegation of experienced specialists and young scholars took part. Among them were Vice-Rector for Social and Infrastructure Development, Doctor of Sociology, Professor, Corresponding Member of the National Academy of Sciences of the Republic of Kazakhstan – Lazzat Tolegenkyzy; Candidate of Legal Sciences, Professor Indira Sovetovna Saktaganova; Head of the Department of Criminal Law Disciplines, PhD Alua Zhaslankyzy Muratova; Head of the Department of Science and Certification of Scientific Personnel – Ruslan Muratovich Kamatov; Head of the Department for the Development of International Partnerships and Advancement in International Rankings – Altyn Kuanyshovna Kiyasheva; and doctoral students Kuat Roman and Bota Amirova.
Particular attention was given to the signing of the «China – SCO» Memorandum, to which experts from the participating countries made significant contributions. On behalf of L.N.Gumilyov Eurasian National University, Vice-Rector for Social and Infrastructure Development Lazzat Tolegenkyzy expressed her expert position and signed the memorandum as a participant.
During the ceremony, members of the academic community were honored for their outstanding contributions to the advancement of science and the strengthening of international cooperation. Indira Sovetovna Saktaganova, Candidate of Legal Sciences and Professor at L.N.Gumilyov Eurasian National University, was awarded the prestigious «Banner of Science» distinction.
The conference program included scientific sessions featuring presentations by graduate and doctoral students on pressing topics of modern science. Among the speakers were doctoral students of L.N. Gumilyov ENU (academic supervisor – Professor I.S. Saktaganova):
- Kuat Roman, 1st-year doctoral student in Law;
- Bota Amirova, 2nd-year doctoral student in Law.
For her active research activities and contribution to the development of international scientific cooperation, young scholar Bota Amirova received the honorary emblem of the Graduate Training Innovation Center «China – SCO».
The conference once again underscored the importance of international academic dialogue, the exchange of scientific expertise, and the strengthening of educational ties among the SCO countries. Harbin Polytechnic University and its partners have outlined a strategic course toward the development of joint innovative and educational projects.
