
ENU and Legal Statistics and Special Accounts Committee of the Prosecutor General's Office of RK signed a memorandum














The Eurasian National University and the Legal Statistics and Special Accounts Committee of the Prosecutor General's Office of the Republic of Kazakhstan signed a Memorandum of Cooperation. This agreement is one of the important steps in the implementation of the President's instructions to improve forecasting and analytical activities.
The document was signed by Rector of the University Yerlan Sydykov and Chairman of the Committee, 3rd class state adviser of justice Sabit Nurlybai.
The memorandum aims to unite the efforts of law enforcement agencies and the academic community to develop innovative solutions in the field of forecasting criminal threats and identifying risks to public safety.
In June of this year, the Board of law enforcement agencies paid special attention to the activities of the Center for Forecasting Criminal Threats and Risks to Public Safety, established on behalf of the President. This Center is a platform for the introduction of scientific research and modern technologies in the field of law enforcement.
ENU Rector Yerlan Sydykov noted the importance of the memorandum:
"Our main goal is to establish official cooperation with the Committee and contribute to the development of the country's legal system. This memorandum is an important document, combined with the strategic goals of our state and aimed at strengthening the scientific and law enforcement fields. We believe that this partnership is the beginning of a long-term and effective cooperation. The most important thing is to achieve concrete results towards strengthening the legal culture and public safety," Rector said.
In his speech, Chairman of the Legal Statistics and Special Accounts Committee of the Prosecutor General's Office of RK Sabit Nurlybai noted that the committee, while carrying out tasks to predict criminal threats, faces the need to simultaneously use technological tools and research methods, and that their effectiveness depends on scientific justification, depth and quality of development.
"We see an important role of the university here. The Committee has already signed memoranda with the country's leading universities - Maksut Narikbayev University, Astana International University, Academician E.A. Buketov Karaganda University, as well as with the Institute of Legislation of the Ministry of Justice and Al-Farabi Kazakh National University. It is important for us that university researchers, together with the prosecutors of the Forecasting Center, work on common tasks. The cooperation will allow combining the Committee's big data with the methodological expertise of the academic environment and create models used in the work of law enforcement agencies," Sabit Nurlybai said.
As part of the agreements reached, the Committee and the University will begin joint research work aimed at practical needs in crime forecasting. The agreement will allow the university to expand and update its research base, and the Committee to introduce scientifically sound cutting-edge developments.
Special attention is paid to the implementation of project management in the newly created "Project Office", which will coordinate the promotion of the ideology of "Law and Order" on behalf of the Head of the Presidential Administration and the Prosecutor General.
The strategic result of the cooperation will be the formation of a new analytical school capable of developing crime forecasting models and early warning systems that are in demand in the analytical work of law enforcement and authorized agencies to implement the concept of "Law and Order".
