
Issues of the quantum alliance between the countries were discussed at ENU by experts and scientists from near and far abroad












The L.N.Gumilyov Eurasian National University hosted an international conference "Quantum Advantage: Global Trends and Achievements. Regional Alliance of the Republic of Kazakhstan". The event was attended by Doszhan Musaliyev, Vice Minister of Artificial Intelligence and Digital Development of RK, Zhanna Kurmangaliyeva, ENU Vice Rector for Science and Commercialization, as well as leading experts and scientists from India, Canada, Malaysia, Pakistan, Russia and Uzbekistan.
The conference was opened by ENU Vice Rector for Science and Commercialization Zhanna Kurmangaliyeva with a welcoming speech.
"In the modern era, which has confidently entered the digital era, artificial intelligence has become not only the result of technological progress, but also one of the key factors determining the competitiveness of the state. The Address of the President of the Republic of Kazakhstan dated September 8, 2025 indicates that the transformation of the country into a full-fledged digital power is a strategic goal for the next three years.
Of particular importance is the country-wide quantum alliance, a new form of international cooperation where states combine resources, talents and infrastructure to accelerate scientific progress and reduce technological risks. Such an alliance promotes mutual openness of research, joint academic mobility programs, exchange of quantum processors, development of open standards and building trust in the digital age.
Our university strives to be an active participant in these global processes. We are developing research laboratories, launching specialist training programs, and creating platforms for industrial cooperation and international consortia. I am sure that such conferences become assembly points where strong ideas, alliances and projects are born," Vice-Rector said.
In his speech, Doszhan Musaliyev, Vice Minister of Artificial Intelligence and Digital Development of RK, stressed that the current stage is the beginning of a new technological era, where quantum solutions – from computing and communications to sensors and materials – cease to be a distant science and become the foundation of global competitiveness.
"Quantum advantage is not an abstract concept. It determines which states will be leaders in the data economy, cybersecurity, medicine, energy and strategic industries," Vice Minister said.
Shakhmaran Seilov, Dean of the ENU Faculty of Information Technology, noted that today's meeting is dedicated to quantum technologies, new tools that will radically change computing, communications and security in the future.
"The purpose of our conference is to bring together scientists, engineers, entrepreneurs and government representatives to discuss key areas of quantum development: the creation of scalable quantum computing systems; the introduction of secure quantum communication infrastructure; the development of next-generation quantum sensors; the formation of an ecosystem of personnel and industrial partnerships; the development of regulatory and international agreements in the field of quantum technologies.
Today, we are joined by leading experts from India, Canada, Pakistan, Malaysia, Russia and Uzbekistan. Partners from Nazarbayev University, Al-Farabi Kazakh National University and Satpayev University participate in an online format. Cooperation is extremely important for our progress. Our goal is clear: to learn from each other, exchange opinions and establish a fruitful partnership. Kazakhstan has been working in the field of quantum technologies for a long time. We are ready to share our experience in post-quantum cybersecurity, multidimensional mathematics for two and three quantum systems," the scientist emphasized.
Shakhmaran Seilov also thanked experts from India, Canada, Pakistan, Malaysia, Russia and Uzbekistan for their active participation and contribution to the discussion.
During the conference, the participants supported the initiative to create a scientific campus in the city of Akkol, focused on digital technologies, artificial intelligence and quantum research.
As part of the event, students of the ENU Faculty of Information Technology were awarded international certificates from the Independent Certification Center Ferro Technics for completing a professional course.
