
Interview regarding the Law of the Republic of Kazakhstan “On Crime Prevention”

On December 18, 2025, Senate deputies approved the crime prevention bill and related documents. In this regard, Professor of the Department of Constitutional and Civil Law, Doctor of Legal Sciences Zh.I. Ibragimov gave an interview, answering questions from a journalist of the Khabar 24 TV channel. He said that the law has significantly expanded the list and competence of crime prevention subjects and developed new mechanisms for their coordination and interaction. Their coordination will be carried out through the Interdepartmental Commission for Crime Prevention, formed under the government, as well as under local executive bodies of regions, cities of republican significance, the capital and districts, cities of regional significance. “The law for the first time provides for the formation of a National Report on the state of public safety (crime prevention) in the Republic of Kazakhstan, which will be submitted by the government to the president of the country. In order to ensure the principle of “Law and Order”, the prevention system has been revised, which will consist of general, individual and special measures. General measures to prevent crime are aimed at shaping public policy by eliminating the socio-economic causes and conditions for committing crimes,” the professor said. Authorized persons of state bodies, as well as authorized persons of state organizations, are vested with the right to apply measures for individual crime prevention, which include a preventive conversation, an official warning, prohibition of approach, administrative penalty, registration of persons (families) in difficult life situations, preventive registration and control, protective order and other measures. In addition, the law vests authorized bodies with the right to apply special crime prevention measures aimed at preventing certain types of offenses and eliminating the causes and conditions for the commission of these types of offenses.

The law also provides for the prevention of domestic violence, recidivism, offenses committed while intoxicated, in public places, economic offenses, as well as child neglect, homelessness and juvenile delinquency. Also, in order to strengthen the protection of children’s rights, akims of the region, city of republican significance and the capital are vested with the competence to create a regional authorized body for the protection of children’s rights within the akimat structure.
