
Draft new Constitution of RK was considered at ENU’s round table

A round table discussion was held at The L.N. Gumilyov Eurasian National University to explain the draft of the new Constitution of the Republic of Kazakhstan.
The event was attended by deputies of the Senate of the Parliament of the Republic of Kazakhstan, well-known scientists, representatives of the expert community.
The participants discussed important provisions of the draft Constitution, issues of strengthening sovereignty and social harmony, the development of dialogue mechanisms, as well as the role of education and science in shaping the country's human capital.
ENU Rector Yerlan Sydykov noted in his speech:
"Head of State Kassym-Jomart Tokayev emphasized that the Basic Law has historical and fateful significance for our people. Time does not stand still. Kazakhstan's society, like the world around us, is undergoing massive changes. The development of social relations, the political system and the social structure puts forward new demands. In such circumstances, the introduction of amendments to the Constitution is a demand of the times and a natural phenomenon. This step is in line with the interests of the people, strengthens the bond between the state and society and defines a new stage in the country's development. In the new draft Constitution, it is especially important that the development of education, science and human capital are explicitly mentioned among the strategic directions," Professor Yerlan Sydykov said.
Darkhan Kydyrali, Deputy of the Senate of the Parliament of the Republic of Kazakhstan of the VIII convocation, noted that the Constitution can be viewed in several aspects.
"The first one is the concept of "Adal Azamat", which the Head of State is talking about. Man is like the main capital. Concepts such as individual freedom, freedom of speech, human honor and dignity, and personal inviolability are vividly reflected in the Constitution. Man is moving forward as the main wealth. The human right to education, his scientific potential, the values of marriage and family, and human qualities in general are all reflected in this Constitution, which is really encouraging," the speaker said in his speech.
Chairman of the APK Republican Mediation Council Sherzot Pulatov paid attention to the role of the People's Council of Kazakhstan:
"A number of amendments have been made to the Constitution aimed at further strengthening social harmony. A new public institution, the People's Council of Kazakhstan, has appeared in the draft of the new Constitution. His role is special. We can say that the creation of the People's Council of Kazakhstan, as well as the joint work within its framework of the National Kurultai and all structures of the Assembly have become a solid foundation for strengthening our unity," the speaker noted.
Sergey Konovalov, Doctor of Sociology, Director of the Institute of Current Policy, believes that the current constitutional changes will bring the field of education to a qualitatively new level. According to the professor, the inclusion of the values of education and science in the preamble of the draft Constitution is an important step that, on the one hand, emphasizes the continuity of statehood in the context of the Great Steppe, and on the other hand, clearly outlines strategic priorities.
At the end of the meeting, the participants discussed the prospects for the development of Kazakh society in the light of new constitutional reforms.
