
ENU graduates were informed about the rules of mandatory work placement

An information meeting on the topic “Obligation of Mandatory Employment of Young Specialists” was held at the university for final-year students of 2026 who are studying under the state educational grant.
The meeting was opened by the Director of the Department for Academic Affairs, Baizhuman Kashkhynbay, who emphasized the importance of complying with the legislative requirements предусматривающих обязательную отработку for graduates educated under the state educational order.
The meeting was attended by Deputy Chairman of the Management Board of JSC “Financial Center” Timur Nadirbekov and the organization’s representative Akzira Serikkalikyzy, who provided explanations within the scope of their competencies.
The speaker of the meeting was Akzira Serikkalikyzy, a representative of JSC “Financial Center.” In her presentation, she подробно разъяснила the procedure for mandatory employment, monitoring mechanisms, notification procedures, as well as the grounds for exemption from the obligation or the granting of deferral. In addition, information was presented that amendments to the legislation on mandatory employment entered into force in February 2026.
By Order No. 403 of the Acting Minister of Science and Higher Education of the Republic of Kazakhstan dated August 11, 2023, the Rules for assigning specialists to employment, reimbursement of expenses incurred from budget funds, granting the right to independent employment, as well as exemption from or termination of the mandatory employment obligation for citizens of the Republic of Kazakhstan who studied under the state educational order, were approved.
In accordance with Paragraph 17 of Article 47 of the Law of the Republic of Kazakhstan “On Education,” citizens who studied in higher and (or) postgraduate education institutions under the state educational order are subject to a mandatory employment obligation of two or three years, or proportionate to the duration of their studies, for bachelor’s, master’s, residency, and doctoral programs.
Graduates subject to monitoring include those who studied under the state educational order, within the rural quota, participants of the “Mangilik El Zhastary – to Industry!” (“Serpin”) project, as well as graduates of педагогических, медицинских, ветеринарных и сельскохозяйственных специальностей, PhD holders and professional doctorate holders.
PhD graduates fulfill their mandatory employment in government bodies, higher and (or) postgraduate education institutions, research organizations and divisions, Nazarbayev Intellectual Schools, higher colleges, healthcare organizations, and residency training bases. Graduates of other specialties who studied under the state educational order are required to work in organizations regardless of their form of ownership.
It was also explained that in cases of transfer from tuition-based education to the state educational order or vice versa, as well as in cases of expulsion followed by reinstatement, the mandatory employment period is calculated proportionally to the actual duration of study.
Graduates receive SMS notifications from the number 1414, as well as PUSH notifications via the eGov portal. The need to respond within 15 minutes was emphasized.
By decision of the commission, certain categories of citizens may be exempted from mandatory employment or granted a deferral. These include individuals in the absence of job vacancies at the place of residence of a spouse, those admitted to master’s, residency, or doctoral programs, persons with Group I or II disabilities, individuals who have completed military service, pregnant women, persons raising a child under three years of age, parents or guardians raising a child with a disability, as well as recipients of care benefits for a person with a Group I disability. Individuals who continue their studies in foreign educational institutions are granted a deferral for the duration of their studies.
