
Master’s Students of the Department of Criminal Law Disciplines Familiarized Themselves with the Activities of the Shanghai Municipal People’s Congress

On May 28, 2026, in Shanghai (People’s Republic of China), master’s students of the Department of Criminal Law Disciplines of the L.N. Gumilyov Eurasian National University, enrolled in the educational program “7M04209 – Forensic Examination,” Bakhtygul Askhatova and Gulnur Kuzhakhmetova, took part in the program “Introduction to the Activities of the People’s Congress,” organized within the framework of the international project for training highly qualified specialists “SCO Youth – 2026.”
The meeting was held at the building of the Standing Committee of the Shanghai Municipal People’s Congress. The program brought together 22 participants from seven countries, including Kazakhstan, Russia, Belarus, Pakistan, and Iran. The main objective of the event was to familiarize international students and young professionals with the features of China’s political system, mechanisms of public administration, and the principles of people’s representation.
During the visit, the participants studied the structure and key areas of activity of the Shanghai Municipal People’s Congress, the specific features of the deputies’ work, the system of local legislation, as well as the mechanisms of interaction between public authorities and the population. Particular attention was paid to legislative activities, parliamentary oversight, personnel policy, and the socio-economic development of Shanghai.
A welcoming speech was delivered by Wang Zhiping, Deputy Chairman of the Foreign Affairs Committee of the Shanghai Municipal People’s Congress. In his address, he emphasized the importance of international youth cooperation and noted that such meetings contribute to strengthening mutual understanding between countries and promoting the exchange of experience in the field of public administration.
As part of the discussion session, the participants had the opportunity to ask questions to representatives of the Shanghai authorities. The discussion covered issues related to the interaction between legislative and executive bodies, the development of youth policy, the improvement of the legal system, and prospects for international cooperation.
The participation of the master’s students of the educational program “7M04209 – Forensic Examination” in this program became an important stage of academic and professional exchange, enabling them to gain practical knowledge about the functioning of the state institutions of the People’s Republic of China and to expand international contacts within the framework of cooperation among the member states of the Shanghai Cooperation Organization.
Such international initiatives contribute to the development of intercultural dialogue, the strengthening of educational ties between countries, and the formation of a deeper understanding of contemporary political and legal processes among young professionals.
