
Alua Muratova delivered a Presentation on Combating Digital Crime at the Forum of the Association of Law Schools of SCO Member States

Alua Muratova, PhD, Head of the Department of Criminal Law Disciplines at the Faculty of Law of L.N. Gumilyov Eurasian National University, participated in the Forum of the Association of Law Schools of the Shanghai Cooperation Organization (SCO) Member States entitled “The Role of the Association of Law Schools in the Implementation of SCO Initiatives,” held on June 11–13, 2026, at Jusup Balasagyn Kyrgyz National University in Bishkek, Kyrgyz Republic.
As part of the panel discussion “Integration of Education, Science, and Practice: Establishing an Internship Center for Legal Professionals of the SCO,” Alua Muratova delivered a presentation entitled “Training a New Generation of Lawyers to Combat Digital Crime in SCO Member States.”
In her presentation, she emphasized that the rapid development of digital technologies, artificial intelligence, big data, and online platforms is creating new challenges for both law enforcement agencies and legal education. Particular attention was paid to combating cybercrime, online fraud, crimes involving artificial intelligence technologies, deepfakes, and social engineering.
During her presentation, Alua Muratova shared the experience of L.N. Gumilyov Eurasian National University in modernizing legal education and preparing specialists for the digital era. Participants were introduced to the new interdisciplinary educational program “Digital Forensics Specialist,” developed jointly by the Department of Criminal Law Disciplines and the Institute of Digital Sciences and Artificial Intelligence. The program is aimed at training master's students with competencies in digital forensics, cybersecurity, digital evidence analysis, and the investigation of crimes committed using modern information and communication technologies.
Particular interest among forum participants was generated by the findings of the research project AP26103625 «Online fraud using deepfake-technologies and social engineering: problems of criminal law counteraction, prospects for legislative regulation» led by Alua Muratova. The presentation highlighted the results of research on contemporary forms of digital fraud involving artificial intelligence technologies and deepfake content, as well as current issues related to improving criminal legislation and law enforcement practices in the context of digital transformation.
The speaker also presented the results of a comparative legal analysis of international approaches to combating online fraud and emphasized the need for SCO member states to consolidate their efforts in addressing emerging forms of transnational digital crime. Special attention was given to the training of legal professionals capable of effectively working at the intersection of law and advanced technologies.
The presentation also highlighted the importance of the International Center for Legal Training and Cooperation for SCO Member States and the “Shanghe Youth” Program. As a graduate of the program’s first cohort in 2024, Alua Muratova emphasized the significant role of such initiatives in building an international professional community of young researchers and legal scholars across the SCO region.
Following the discussion, forum participants expressed interest in further developing cooperation in the fields of digital law, digital forensics, academic mobility, and joint research initiatives. Participation in the forum provided an opportunity to showcase the academic and research potential of L.N. Gumilyov Eurasian National University on an international platform, exchange experience with foreign colleagues, and identify new areas of cooperation in training legal professionals for the digital future of SCO member states.
