
Master’s Students of the Department of Criminal Law Disciplines Successfully Complete the Prestigious SCO “Shanghe Youth” International Program

Master’s students of the Department of Criminal Law Disciplines at L.N. Gumilyov Eurasian National University, enrolled in the 7M04209 – Forensic Science educational program, Bakhtygul Askhatova and Gulnur Kuzhakhmetova, have successfully completed the prestigious “Shanghe Youth” International Educational Program, implemented within the framework of the University Alliance of Law Schools of the Shanghai Cooperation Organization (SCO) Member States. The graduation ceremony took place on June 30, 2026, at the China–SCO International Legal Training and Cooperation Center of Shanghai University of Political Science and Law (People’s Republic of China).
The “Shanghe Youth” Program is one of the leading international educational initiatives within the SCO legal community. It is designed to prepare a new generation of highly qualified legal professionals equipped with modern knowledge of international law, practical skills in interstate legal cooperation, and the competencies required to promote international collaboration, strengthen the rule of law, and contribute to the development of legal institutions across SCO member states.
Throughout the program, the master’s students received intensive academic training under the guidance of distinguished Chinese and international scholars. The curriculum included specialized courses on international law, legal cooperation among SCO member states, comparative law, and contemporary trends in the development of legal systems. In addition, participants attended scientific seminars, expert lectures, practical training sessions, and academic discussions devoted to current issues in international legal practice.
An integral component of the program was a series of educational field visits to the governmental and judicial institutions of the People’s Republic of China. The participants visited the Standing Committee of the Shanghai Municipal People’s Congress, the Qingpu District People’s Procuratorate, the Songjiang District People’s Court, and the Sheshan People’s Court, where they gained first-hand insight into the organization of China’s judicial system, prosecutorial supervision, and the administration of justice.
The participants were congratulated on the successful completion of the program by Luo Ligan, Vice President of Shanghai University of Political Science and Law and Executive Director of the China–SCO International Legal Training and Cooperation Center. In his address, he emphasized that the “Shanghe Youth” Program plays a significant role in fostering a new generation of legal professionals with a global legal perspective, strong professional competencies, and the capacity to promote legal dialogue and cooperation among the member states of the Shanghai Cooperation Organization.
Since its launch in 2024, the program has brought together 76 young researchers and legal professionals from SCO member states, becoming a recognized international platform for developing future legal leaders, promoting academic mobility, and strengthening international academic and research cooperation.
The participation of master’s students from L.N. Gumilyov Eurasian National University in the “Shanghe Youth” Program once again demonstrates the high academic standards of the University and the successful integration of its students into the international educational community. The knowledge acquired, practical experience gained, and professional networks established during the program will serve as a solid foundation for future research activities, the implementation of joint international projects, and the further expansion of ENU’s academic cooperation with leading universities and research institutions around the world.
