ENU Hosts a Research Seminar on State–Civil Society Interaction

The Department of Political Science at L. N. Gumilyov Eurasian National University held a research seminar titled “Interaction Between State Authorities and Civil Society in the Republic of Kazakhstan.” The research was presented by doctoral student M. M. Muratova. Her academic supervisor is Candidate of Political Sciences and Professor M. Yu. Onuchko, and her international academic supervisor is PhD and Professor Kh. Yefev.

The seminar presented research findings on contemporary mechanisms of interaction between public authorities and civil society institutions amid political reforms and digital transformation. Particular attention was given to the implementation of the Listening State concept, the institution of citizens’ appeals, the activities of non-governmental organizations, and the impact of digital technologies on dialogue between the state and society.

The study applies institutional, systems, and comparative political approaches, as well as SWOT analysis, content analysis of legal and regulatory documents, and a comparative analysis of international practices. Its empirical basis includes a sociological survey of 229 respondents, expert interviews, and secondary sociological data. The presentation emphasized that access to digital communication channels should be accompanied by higher-quality feedback, substantive consideration of citizens’ appeals, and effective monitoring of the implementation of decisions.

The study also substantiated the need to improve legislation governing non-governmental organizations, expand citizen participation in policymaking, and develop the professional competencies of civil servants in public dialogue.

The findings have both academic and practical relevance. They may contribute to improving mechanisms of civic participation, strengthening the accountability of public institutions, and promoting constructive interaction between the state and society.
