
Head of the Department of Constitutional and Civil Law Took Part in an International Conference

The International Scientific and Practical Conference “Baisalov Readings – 2026” was held in Taraz on 1–2 October 2026. The conference was organised by Taraz University.
Abdimanap Yelikbayevich Bekturganov, Head of the Department of Constitutional and Civil Law, participated in the conference.
In his address dedicated to the memory of Sagyndyk Baisalovich Baisalov, Doctor of Law and Professor, Abdimanap Yelikbayevich highlighted the importance of the research tradition he established and his contribution to scholarship in water, land, natural resources and environmental law. Particular attention was paid to his educational legacy, his demanding standards and trust in his students, and continuity between generations of scholars. It was emphasised that the Baisalov Readings help preserve the scholar’s legacy and develop his ideas in response to contemporary challenges.

“The task of legal scholarship is to seek solutions that serve to protect the interests of individuals and society,” Abdimanap Yelikbayevich Bekturganov noted.
In his report on the new Constitution and Kazakhstan’s sustainable development, Abdimanap Yelikbayevich identified three priorities for regulating land relations: legal certainty, the socioeconomic effectiveness of land use and environmental protection of land. The report addressed the importance of reliable cadastral data, transparency in decisions made by public authorities and the prevention of land degradation. It highlighted the need to assess land policy by considering the legal justification for decisions, their consequences for society and the state of the environment. The central message of the report was the need to reconcile the interests of landowners and land users with society’s long-term interests and responsibility towards future generations.

“However, the mere existence of an electronic system does not ensure transparency in land relations.”
“Land policy that supports Kazakhstan’s sustainable development must bring together legal fairness, economic effectiveness and environmental responsibility within a unified framework,” Abdimanap Yelikbayevich Bekturganov noted.
Abdimanap Yelikbayevich also took part in the presentation entitled “Training Modern Lawyers: Professional Requirements and Development Priorities”, as well as the “Open Dialogue” meeting between professors and students.
