The Educational and Methodological Association of the Republican Educational and Methodological Council, operating on the basis of L.N. Gumilyov Eurasian National University, serves as an open and professional platform dedicated to the modernization of higher education content, the enhancement of academic quality, and the alignment of educational programs with contemporary standards and societal demands.
The University’s strong scientific potential and well-established academic traditions provide a solid institutional foundation for the effective and systematic work of the Association. Our activities are guided by the core principles of transparency, quality assurance, and professional responsibility.

Projects of the Project Management Group (PMG)
The Educational and Methodological Association of the Republican Educational and Methodological Council for Higher and Postgraduate Education operating at L.N. Gumilyov Eurasian National University (EMA REMC) is a consultative and advisory body aimed at advancing the system of higher and postgraduate education.
The primary objective of the EMA is to enhance the quality of higher education, improve educational programs, modernize the content of academic training in accordance with the National and Sectoral Qualifications Frameworks, and ensure the international competitiveness of Kazakhstan’s higher education system.
Work Plan of EMA REMC for the 2025–2026 Academic Year
The Educational and Methodological Association of the Republican Educational and Methodological Council:
– participates in shaping the development strategy for higher and postgraduate education;
– contributes to the development of State Compulsory Education Standards, model curricula, and professional standards;
– prepares recommendations for improving both internal and external quality assurance systems;
– conducts monitoring of educational programs and provides recommendations regarding their inclusion in or exclusion from the register;
– carries out expert evaluation of teaching and methodological publications and prepares recommendations for granting the EMA REMC endorsement;
– develops recommendations for aligning learning outcomes with the National and Sectoral Qualifications Frameworks;
– promotes the implementation of innovative teaching methods and the development of lifelong learning programs;
– analyzes international best practices and provides scientific and methodological support to the educational process.
EMA REMC Composition for the 2025–2026 Academic Year
The EMA includes representatives of higher and postgraduate education institutions delivering training in relevant fields, employers and their associations, international organizations, non-governmental organizations, as well as academic and research staff.
The structure of EMA REMC at L.N. Gumilyov Eurasian National University includes teaching and methodological sections in the following fields of study:
• 022 Humanities (subfield: “Turkology”)
• 032 Journalism and Information
• 114 Social Work
• 041 Business and Management (subfield: “Audit and Taxation”)

The sections operating within the Project Management Group (PMG) serve as expert platforms aimed at enhancing the content of educational programs, improving their quality, and ensuring methodological continuity.
Within their respective areas of specialization, the sections conduct monitoring of educational programs, align learning outcomes with professional standards, provide peer review of teaching and methodological publications, and prepare recommendations for the assignment of the UMO RUMS endorsement.
In addition, the sections collaborate closely with higher and (or) postgraduate education institutions, employers, and the expert community to support the modernization of educational content and the integration of international best practices.
The activities of the sections are carried out through regular meetings, expert discussions, seminars, webinars, and scientific and methodological events.
The Section carries out activities aimed at improving the content of higher and postgraduate education in the field of Turkology, modernizing educational programs, and aligning them with the national qualifications framework.

The Section coordinates the modernization of journalism education within the contemporary information and communication environment, taking into account the requirements of digital media and ensuring the training of specialists in accordance with professional standards.

The EMA REMC endorsement is an official decision confirming that a (including electronic publications) is recommended for use in the educational process of higher and (or) postgraduate education institutions of the Republic of Kazakhstan.
The endorsement is granted on the basis of peer review results, and the final decision is approved by the Chair of the EMA REMC.
The period for peer review and decision-making shall not exceed 60 calendar days from the date of manuscript registration.

1. Brief information about the educational publication, signed by the head of the higher and (or) postgraduate education institution or organization, including publication details (title of the manuscript, full name of the author(s), planned print run, year of publication, volume in printed sheets), as well as the code and title of the group of educational programs;
2. The manuscript in PDF format;
3. An extract from the minutes of the Academic Council meeting recommending the assignment of the UMO endorsement;
4. The course syllabus (working curriculum) for which the publication has been prepared;
5. A plagiarism detection report;
6. Reviews from three experts holding an academic degree in the relevant field of study, prepared according to the following criteria:– evaluation of the structure and content of the manuscript;
- – compliance of the content with the educational program and learning outcomes of the discipline;
- – level of originality, continuity, and distinction from existing publications;
- – scientific level of the content;
- – degree of coverage and relevance of practical aspects;
- – methodological quality and adaptability to modern educational technologies;
- – language and style of the text, quality of illustrative materials, tables, and diagrams;
- – compliance with psychological and pedagogical requirements;
- – conclusion on the advisability (or inadvisability) of granting the endorsement.
• The originality level of the text must be at least 70%;
• The permissible use of materials generated with the assistance of artificial intelligence must not exceed 15%;
• The presence of plagiarism, unreliable information, or non-compliance with regulatory requirements constitutes grounds for rejection.
To submit a publication for consideration to a EMA REMC operating at another higher education institution, the applicant must prepare the required set of documents in accordance with the established requirements and submit them to the EMA REMC Secretariat.
